HomeMy WebLinkAboutResolution No. 95-C1379 0 NO. 95-C137 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, FINDING THE CITY TO BE IN CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM (CMP) AND ADOPTING THE CMP LOCAL IMPLEMENTATION REPORT IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089 WHEREAS, the Los Angeles County Metropolitan Transportation Authority ("MTA"), acting as the Congestion Management Agency for Los Angeles County, adopted the Congestion Management Program on November 17, 1993; and WHEREAS, the adopted CMP requires that MTA annually determine that the County and cities within the County are conforming to all CMP requirements; and WHEREAS, the adopted CMP requires submittal to the MTA of the CMP local implementation report; and WHEREAS, the City Council reviewed the necessary information at its regularly scheduled meeting on October 2, 1995. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City has undertaken all of the following actions, and that the City is in conformance with all applicable requirements of the 1993 CMP. In compliance with the CMP, the City will conduct annual traffic counts and calculated levels of service for selected arterial intersections, consistent with the requirements identified in the CMP Highway and Roadway System Chapter. The City has locally adopted and continues to implement a transportation demand management ordinance, consistent with the minimum requirements identified in the CMP Transportation Demand Management Chapter. The City has locally adopted and continues to implement a land use analysis program, consistent with the minimum requirements identified in the CMP Land Use Analysis Program Chapter. The City has adopted a Local Implementation Report, attached hereto and made a part hereof, consistent with the requirements identified in the CMP. This report balances traffic congestion impacts due to growth within the City with transportation improvements, and demonstrates that the City is meeting its responsibilities under the Countywide Deficiency Plan. SECTION 2. The City Clerk shall certify to the adoption of this Resolution and shall forward a certified copy of this Resolution to the Los Angeles County Metropolitan Transportation Auhtority. Total Credits Claimed for All Projects 1993 Congestion Management Program for Los Angeles County November 1993 0 0 METHODOLOGY FOR CREDIT DETERMINATION FOR INFORMAL CARPOOL AND VANPOOL PROGRAM The most recent information regarding the number of employees in Azusa is the SCAG 1994 estimate of 12,992. A contact was made with Commuter Transportation Services (CTS) to determine which Rule 15 businesses were already being served with carpool and vanpool matching services. Seven (7) businesses were identified by CTS as already being so served, representing 2,237 employees. A total of 10,755 employees were determined to represent the remainder of employees in the city. City business license records indicate that a total of 1,435 businesses are registered in Azusa. Costs were estimated for an annual mailing of this information to all businesses, along with the purchase cost of the rideshare matching computer software and the additional City staff time needed to implement this program. Total annual cost to the City is estimated at $2,500. It is estimated that the software will be purchased in January, 1996, with mailings going out in March, 1996 and annually thereafter.
