Present at roll call: Councilmen: Jumper, Roll call. Malone, Strohmeier, Arnold, City Attorney and City Clerk, Absent: Councilman Owens. The Minutes of the last regular meeting of March Minutes approved. 20th and the Special Meeting of March 22, 1939 were written and copies mailed to each member of ' the City Council and to the City Attorney. Moved and carried that the minutes be approved as written. Moved and carried that the Welfare Council be granted permission to use the Auditorium on April 18, 1939. A note of appreciation from Mr, and Mrs. S. C. Bierbower was read and ordered placed on file. A communication from George N. Hitchcock, General Manager of the Santa Fe Railway Company, addressed to Councilman Strohmeier was read and ordered placed on file. Councilman Strohmeier offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ORDINANCE read AZUSA REQUIRING TRAFFIC TO STOP BEFORE ENTERING for first time. CERTAIN INTERSECTIONS; REQUIRING THE ERECTION OF STOP SIGNS AND PROVIDING PENALTIES FOR VIO- LATION. to be placed upon its first reading. This Ordinance was then read for the first time. The City Clerk announced that she had received one Bid in answer to Notice Calling for Bids on Pre -mix. The Notice required all bids be o'clock P. M. and due to error filed until 7:30 P. M. The City Attorney was asked for hour of filing the bid. City Attorney Miller ruled that filed by 7:00 the bid was not a ruling on the if records showed the bid filed oxo -half hour late it was technically not a legal bid. ' Moved by Councilman Jumper, seconded by Councilman Malone that the Bid be now opened, examined and publicly declared. Carried by the following vote of the Ayes: Councilmen: Jumper, Malone, Strohmeier, Arnold. Noes: None, Absent: Councilman Owens. Council: 157 7:30 P. M. Bid for Pre -mix, referred to City Council as a Commitee of the Whole. April 3rd, 1939 We propose to furnish you 1200 Tons A. C. Concrete Pre -mix for 1,75 per ton .......$2100.00 The above carries. a Cash discount of 20¢ per ton if paid by 15th of Month following date of delivery. Moved by Councilman Strohmeier, seconded by Councilman Jumper that the Bid of the Pacific ' Rock and Gravel Company be referred to the City Council as a Committee of the Whole for study and analysis. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Strohmeier, Arnold. Noes: None. Absent: Councilman Owens. A communication signed by Dr. Pomeroy relative to a Leashing Ordinance employed by (the) Los Angeles County in an effort to control rabid dogs, was read. It was unanimously agreed that this matter be taken under advisement. Moved and carried that the City Engineer be instructed to write those in charge of the Tennis Court and Tool House Project cancelling application No. 1101-3754. (Signed) Building Inspector Fred Frye and Chief of Fire Department James Rogers, Jr. appeared before the Council recommending that the old dwelling at ' 734 Soldano Avenue and the old dwelling on Sunset Avenue just north of Crescent Drive be condemned as afire hazard and demolished. Moved by Councilman Jumper, seconded by Councilman Malone that the Council accept the report of the Building Inspector and Fire Chief and steps be taken immediately to abate this nuisance. M. 159 Building Inspector Fred Frye reported on appli- cation for a building permit for a blacksmith shop. No action taken. Upon recommendation of the City Attorney Council- man Strohmeier offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ORDINANCE read AZUSA, LOS ANGELES COUNTY, CALIFORNIA ADOPTING for first time. CERTAIN RULES AND REGULATIONS PERTAINING TO THE ISSUANCE OF BUILDING PERMITS FOR CERTAIN KINDS ' AND TYPES OF STRUCTURES AND FIXING PENALTY FOR VIOLATION. to be placed upon its first reading. This Ordinance was then read for the first time. Moved by Councilman Jumper, seconded by Council- Mayor authorized man Malone that the Mayor be authorized and to sign contracts. instructed to sign Contracts between the City of Azusa and the A. T. & S. F. Railway Company relative to Sodium Vapor lamps. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Strohmeier, Arnold. Noes: None. Absent: Councilman Owens. It was unanimously carried that Virgil Smith, Virgil Smith Superintendent of Line Construction, be commended. publicly commended for the splendid piece of work he performed on the night of the electric storm. Through his efforts there'was no interruption of City service. ' Chief of Police Williams appeared before the Council during the discussion on the Street lights. He agreed to give all the cooperation possible in cutting down the City energy bills. Virgil Smith reported on Light, heating and Energy rates cooking rates. referred to Committees. Moved by Councilman Strohmeier, seconded by Councilman Malone and.duly carried that -the - matter be referred to the Chairman of Finance Committee and Chairman of Judiciary Committee to report back at the -next regular meeting. Moved by Councilman Strohmeier, seconded by Councilman Jumper that the Chief of Police be authorized to employ a Special Police Officer for the purpose of collecting dog licenses and impounding stray dogs.
