A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA APPROVING THE COMPENSATION AND BENEFITS
MEMORANDUM COVERING THE CITY AND THE
EXECUTIVE MANAGEMENT EMPLOYEES EFFECTIVE JULY
1, 1995.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS
FOLLOWS:
WHEREAS, it is customary for the Management of the City of Azusa to
receive, on a periodic basis, proposals for amendments to the memoranda and/or
Resolutions that govern the compensation, benefits and working conditions of City
employees, based upon changes in the consumer price index and other factors, and
WHEREAS, the Executive Management employees of the City of Azusa
are not covered by a meet -and -confer process; and
WHEREAS, the City Council acknowledged the Executive Management
employees within the various departments of the City of Azusa, and occupying the
classifications as listed in Exhibits "A," "B," "C," "D" and "E" attached hereto; and
WHEREAS, the City of Azusa has received the proposals for amendment
and updating of compensation and benefits for the upcoming 5 fiscal years for those
employees who are represented by formally recognized associations and a union,
WHEREAS, the representatives of Management and the represented
employees have met on numerous occasions during the last 6 months and have
discussed the issues between them and have bargained in good faith, and
WHEREAS, Management and the represented employees have come to
an agreement with regard to every issue, and
WHEREAS, it is appropriate to consider how these same conclusions
apply to the Executive Management employees, and
WHEREAS, the new Compensation and Benefits Memorandum between
the City of Azusa and the Executive Management employees covering the period of
July 1, 1995 through July 31, 2000, is attached hereto,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Azusa does hereby approve the Compensation and Benefits Memorandum attached
hereto, and directs the representatives of Management to affix their signatures
theron.
The City Clerk shall certify the passage of this Resolution.

I HEREBY CERTIFY that the foregoing Resolution was duly passed by the
City Council of the City of Azusa at a regular meeting thereof held on the 20th day
of November, 1995.

FISCAL YEAR 1998-99
WHEREAS, Resolution No. 95-C176 approving the Compensation and Benefits
Memorandum Covering the Executive Management Employees of the City of Azusa does grant a
Cost -of -Living Adjustment to the Executive Management employees of the City that was
effective on July 1, 1998, and
WHEREAS, the Finance Department has projected that overall, in the 1998-99
Fiscal Year, revenues in the City's General Fund will remain at levels roughly equal to the prior
year; and
WHEREAS, the City has commitments to pay the cost of essential community services
such as fire protection, animal control and refuse collection, as well as the costs for City needs
such as legal representation and insurance protection, and
WHEREAS, increases in these "non -discretionary" costs, coupled with the Cost -of -
Living Adjustment, juxtaposed against an essentially "flat" revenue picture, caused the Finance
Department to predict a revenue shortfall in the 1998-99 Fiscal Year, and
WHEREAS, in a demonstration of leadership and example that is both symbolic and
real, the City Council did contribute to the resolution of the shortfall by directing a 15%
reduction in the monthly Council stipend, which the Finance Department has implemented, and
WHEREAS, in a demonstration of good faith, the City has not wavered in its adherence
to the letter and the intent of Resolution No. 95-C176, having down -sized the budgeted
discretionary appropriations and implemented the Cost -of -Living Adjustment for 1998-99, and
WHEREAS, the City Manager and Finance Director did meet with all employees to
explain the situation and did ask the employees to assist the City financially by mitigating the
impact of the Cost -of -Living Adjustment, and
WHEREAS, in recognition of these facts, the Executive Management Employees of the
City of Azusa do wish to assist the City in mitigating the impact of the Cost -of -Living
Adjustment, and
WHEREAS, the Executive Management Employees wish to donate accrued paid leave
hours constituting the return of 10% of their base pay to the City,
NOW, THEREFORE, BY VIRTUE OF THEIR RESPECTIVE SIGNATURES
HEREON, THE EXECUTIVE MANAGERS OF THE CITY OF AZUSA DO HEREBY
AGREE AND DIRECT AS FOLLOWS:
1. The seventy (70) hours of Administrative Leave that were credited to each employee on July
1, 1998 shall be returned to the City by reversing them at the rate of 2.6923 hours per pay period
for 25 pay periods.
2. The twenty (20) hours of Floating Holiday leave that were credited to each employee on July
1, 1998 shall be returned to the City by reversing them at the rate of 0.7692 hours per pay period
for 25 pay periods.
3. A total of one -hundred eighteen (118) hours of Vacation Leave from the accrued hours of
each employee shall be returned to the City by reversing them at the rate of 4.720 hours per pay
period for 25 pay periods.
