A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING A SALARY ADJUSTMENT FOR
WATER UTILITY SUPERVISOR; CHANGING THE TITLE OF WATER UTILITY SUPERINTENDENT TO WATER
OPERATIONS MANAGER; ADOPTING NEW CLASSIFICATIONS OF INFORMATION SYSTEMS
ADMINISTRATOR AND ELECTRICAL ENGINEERING AIDE AND ESTABLISHING A SALARY THEREFOR; AND
RECLASSIFYING PHYLLIS BRADLEY FROM CUSTOMER SERVICE SUPERVISOR TO UTILITIES
ADMINISTRATIVE SERVICES SUPERVISOR.
WHEREAS, the Municipal Code of the City of Azusa states that the Personnel Board shall
recommend salaries to the Council; and
WHEREAS, Sections 2.9, 3.3, 3.5 of the City of Azusa Rules of the Civil Service System state
that the designated title for each class together with its specifications shall be reviewed by the
Personnel Board and approved by the City Council; that the Personnel Board shall recommend and the
City Council shall adopt the class specifications for all positions; and that amendments or revisions to
the Classification Plan shall be submitted to the Personnel Board for review and to the City Council for
approval; and
WHEREAS, Section 3.8 of the City of Azusa Rules of the Civil Service System states that when
the duties of a position have changed materially, the Human Resources Office shall recommend to the
Personnel Board and the City Council the allocation of the position to a more appropriate class; and
WHEREAS, Section 4.3 of the City of Azusa Rules of the Civil Service System distinguishes
salary adjustments from merit salary increases as they are not intended to recognize length and quality
of service; and when appropriate, an employee's salary shall be adjusted to the same relative position
in the revised salary range; and
WHEREAS, Members of the Personnel Board have reviewed the request of the Director of
Utilities to take actions as enumerated below and recommend that Council adopt the noted actions.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF AZUSA
DOES HEREBY:
SECTION 1 Water Utility Supervisor (salary adiustmentl: Pursuant to Civil Service System
(CSS) Rule 4.3, adjust the salary range of the classification of Water Utility Supervisor effective
January 1, 1995, from Range 5210 ($3,656.80 to $4,426.19 per month) to Range 5225,
($4,229.28 to $5,140.72 per month) effective January 1, 1995.
SECTION 2. Water Utility Superintendent- Irevision): Pursuant to CSS Rules 3.3 and 3.5,
change the title of Water Utility Superintendent to Water Operations Manager attached hereto
as Exhibit "A."
SECTION 3 Information Systems Administrator (new classification): Pursuant to CSS Rules
3.3, 3.5 and 3.7, approve the specifications for the new position of Information Systems
Administrator attached hereto as Exhibit "B" and place the classification in the non -
represented classified employees unit and establish a salary therefor at Range 4220
($3,934.83 - $4,782.81 per month).
SECTION 4 Electrical Engineering Aide (new classification): Pursuant to CSS Rules 3.3, 3.5
and 3.7, approve the classification specifications for the new position of Electrical Engineering
Aide attached hereto as Exhibit "C" to be represented by the International Brotherhood of
Electrical Workers and establish a salary therefor at Range 5162 ($2284.30 - $2776.58 per
month).
SECTION 5 Utilities Administrative Services Supervisor (reclassification)• Pursuant to CSS
Rules 3.3,3.5, and 3.8, approve the classification specifications for Utilities Administrative
Services Supervisor attached hereto as Exhibit "D"; place the class in the non -represented
middle management employee unit; establish a salary therefor at Range 3565 ($3565.04 -
$4333.33 per month); and reclassify Phyllis Bradley, Customer Service Supervisor, to Utilities
Administrative Services Supervisor to Step 5 of the salary range effective November 21, 1995.

WATER OPERATIONS MANAGER
DEFINITION
Under general direction, plans, organizes, and supervises the construction, maintenance
and repair of the City's water production and distribution system; provides technical
assistance; performs related duties as required.
CLASS CHARACTERISTICS
The Water Utility Superintendent reports directly to the Director of Utilities and is
responsible for managing a division of the department.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be

Directs through subordinate supervisors, the construction, maintenance and repairs

Education and/or Experience
Any combination of education and/or experience that has provided the knowledge,

include graduation from high school or equivalent supplemented by specialized training
in the construction and maintenance of water production and distribution systems and
five years of progressively responsible experience in the construction and maintenance
of water production and distribution systems including two years of experience in a
supervisory capacity.
Knowledge and Skill Levels
Thorough knowledge of methods, materials, and equipment used in the repair and
maintenance of water pipelines; effective and efficient methods and procedures for
scheduling and assigning work of water repair and maintenance personnel; safe
operating procedures in the repair and maintenance of water systems; principles and
techniques of organization, administration, budget and personnel; effective customer
relations. Working knowledge of basic principles and practices of engineering related
to water systems.
Special Reauirements
Possession of or ability to obtain during probationary period, a Class C California

Under general direction, plans, implements, manages and operates the information,
telecommunications and environmental systems for a City department or group of
departments. Provides programming and maintenance of municipal software; manages Data
Center operations; performs hardware/software support and operations of varied information
system resources. Performs related duties as required.
CLASS CHARACTERISTICS
This position reports to a management -level supervisor within the assigned department or to
the Information Systems Manager. The incumbent is primarily responsible for programming
and maintenance of the assigned department's municipal applications software and the
operations of the associated hardware. Supports telecommunications and environmental
systems; personal computer hardware/software users. Strategic information technology
planning. Budgeting and acquisition of hardware and software.
ESSENTIAL FUNCTIONS

A bachelor's degree in information systems, telecommunications, computer science,
public administration or a related field. Master's degree in a related field is desirable;
five (5) years of experience in municipal applications systems programming, fourth
generation languages and information systems administration; including experience in
analysis, design, configuration, implementation and support of information technologies
including hardware (mini and micro computers, telecommunications systems) and
software (custom information systems, PC software, Windows, productivity tools).
Knowledge and Skills Levels
Thorough knowledge of traditional and fourth generation language and information
systems development, design, programming and implementation. Operating experience
with various computer hardware and software systems on minicomputer,
microcomputer, telecommunications and network equipment; Hewlett-Packard, DOS
and Windows operating systems; client -server computing strategies; office automation
practices; project management; budget preparation and administration; word processing
and spreadsheets; AT&T, CMS and Conversant system administration, or other
systems unique to the assigned department is desirable.

CLASSIFICATION CHARACTERISTICS
Electrical Engineering Aide provides support and assistance to an electrical engineer. Under general
supervision, performs moderately complex procedures in carrying out a variety of manual and computer
aided drafting, field engineering, inspection and verification of construction work.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be filled, the

UTILITY ADMINISTRATIVE SERVICES SUPERVISOR
Under general direction, analyzes, plans, directs, manages and supervises administrative support
activities for the Utilities Department, performs related duties as assigned.
CLASS CHARACTERISTICS
This single position class reports directly to the Utilities Director, and the incumbent is responsible for
developing goals, objectives, policies, priorities, and procedures related to the department's
administrative support.
ESSENTIAL FUNCTIONS
Evaluates existing administrative support procedures for adequacy and efficiency, develops
policies and procedures that will promote efficiency and lend support to all managerial units of
the department, supervises assigned personnel engaged in administrative support activities.
Manages financial matters of the department including the processing of the department's
accounts payable, work orders, accounts receivable, and payrolls, monitors budget performance
and recommends adjustments that may be necessary from time to time to keep the department's
budget in balance throughout the fiscal year.
Manages the logistical support functions of the department, which includes tenant relations,
utility administration. facility services (e.g.. fitness room usage, conference room scheduling,
etc.), contract services administration (e.g.. facilities & equipment maintenance, landscaping,
janitorial service, etc.), project administration, general files maintenance, building & grounds
maintenance, and other such functions that may be developed from time to time that enhance
the over all operations of the department. In the area of project administration, lends support in
order that all phases of various department projects proceed efficiently and expeditiously,
including follows through on agenda CIP items, budget appropriations and/or transfers, issuance
of purchase order requisitions, file maintenance and follow-up activities, provides efficient
maintenance of the department's general files; such as agenda items, agendas, correspondence,
accounts payable/receivable, payroll, etc.
4. Adequately and efficiently supports the Director and the Department's managers, including
typing / word processing; duplicating, assembling and binding; appointments calendar, managers'
vacation schedules, submission deadlines phone coverage and reception.

may be initiated on authority of the Director of Utilities.

auditing, budget and maintenance contract management; computer applications in administrative
functions; related laws, ordinances, and regulations; principles of research, statistical analysis,
and report preparation; effective public relations techniques; principles and practices of
supervision.
