HomeMy WebLinkAboutResolution No. 95-C159RESOLUTION NO. 95—C159 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING THE CLASSIFICATION OF APPRENTICE ELECTRICAL TEST TECHNICIAN/ELECTRICAL TEST TECHNICIAN AND SALARY THEREFOR, AND RECLASSIFICATION OF AN EMPLOYEE; REVISING THE CLASSIFICATION SPECIFICATIONS OF SENIOR ELECTRICAL TEST TECHNICIAN AND ADJUSTING THE SALARY THEREFOR. WHEREAS, the Municipal Code of the City of Azusa states that the Personnel Board shall recommend salaries to the Council; and WHEREAS, Sections 2.9, 3.3, 3.5 of the City of Azusa Rules of the Civil Service System (CSS) state that the designated title for each class together with its specifications shall be reviewed by the Personnel Board and approved by the City Council; that the Personnel Board shall recommend and the City Council shall adopt the class specifications for all positions; and that amendments or revisions to the Classification Plan shall be submitted to the Personnel Board for review and to the City Council for approval; and WHEREAS, Section 3.8 of the City of Azusa Rules of the CSS state that when the duties of a position have changed materially, the Human Resources Office shall recommend to the Personnel Board and the City Council the allocation of the position to a more appropriate class; and WHEREAS, Section 4.3 of the City of Azusa Rules of the CSS distinguishes salary adjustments from merit salary increases as they are not intended to recognize length and quality of service; and when appropriate, an employee's salary shall be adjusted to the same relative position in the revised salary range; and WHEREAS, Members of the Personnel Board have reviewed the request of Director of Utilities Joe Hsu as enumerated below and recommend that Council adopt the noted actions. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY: SECTION 1. Apprentice Electrical Test Technican/Electrical Test Technican (reclassification): Pursuant to CSS Rules 3.3, 3.5, and 3.8, approve the classification specifications for Apprentice Electrical Test Technician/Electrical Test Technician attached hereto as Exhibit "A," and incorporate into the flexible -staffing pattern; establish the salary range for Apprentice Electrical Test Technician at Range 5198 and Electrical Test Technician as Range 5213; effective 10-1-92, reclassify Edward Beterbide from Utility Yard Office/Meter Test Technician (Range 5181, Step 5) to Apprentice Electrical Test Technician at Range 5198, Step 3, with subsequent increases occurring annually until Step 5 has been attained (10-1-94). SECTION 2. Senior Electrical Test Technician (revision and salary adjustment) Pursuant to CSS Rules 3.3, 3.5, and 4.3 revise the existing classification specifications for Senior Electrical Test Technician attached hereto as Exhibit "B"; effective 7-1-93, adjust the salary of the Senior Test Technician classification to Range 5218. ADOPTED AND APPROVED THIS 20th DAY OF NOVEMBER, 1995. MAYOR I HEREBY CERTIFY that the foregoing resolution was duly adopted by the City Council of the City of Azusa at a regular meeting thereof on the 20TH day of November, 1995, by the following vote of the Council; AYES COUNCILMEMBERS: HARDISON, MADRID, NARANJO, BEEBE, ALEXANDER NOES: COUNCILMEMBERS NONE E OU CILME BER ONE CITi CLERK ® e Date Adopted: Class Code: 6201-2 CITY OF AZUSA APPRENTICE ELECTRICAL TEST TECHNICIAN ELECTRICAL TEST TECHNICIAN "EXHIBIT A" Under immediate supervision, performs electrical and mechanical work in connection with the installation, testing and repair of electric meters, instruments and related equipment; performs related duties as required. AppEm ice Electrical Test Technician: This is the trainee class in the Electrical Test Technician class series and incumbents learn the electric meter testing trade. The apprenticeship programs for incumbents is as follows: First six months - Under direct supervision of the Senior Electrical Test Technician, cleans, tests and repairs single phase meters and assists in the field testing of electric meters. Second six months - May conduct field tests and install single phase self contained meters up to 240 volts without direct supervision. Third six months - Under direct supervision of the Senior Electrical Test Technician, cleans, tests and repairs polyphase meters and current transformers. Fourth six months - May install and field test polyphase meters and wire current transformers without direct supervision. Fifth six months - Under general supervision, installs and field tests polyphase primary metering equipment; tests and installs single phase and polyphase meters without direct supervision. Electrical Test Technician: This is the journey level class in the Electrical Test Technician class series. Advancement to this level requires the successful completion of an apprenticeship program and an evaluation by management that the incumbent has obtained the practical knowledge and skills to perform all the duties required of the journey level class. These fimctions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Letters in parenthesis at the end of each function statement represent the abilities required to perform that function. Participates in the above described apprenticeship program. (All) 2. Works with line crew, as a Line Mechanic Helper restoring electric services during and after normal hours of work. Installs, changes, and checks polyphase meters, demand meters, reactive VAR meters and instrument transformers; performs routine field tests on watt-hour meter installations; inspects consumer's meters and installation of proper wiring; assists in investigating consumer current diversion or meter tampering. Tests, repairs, and adjusts protective relays, meters, clocks, recorders, and instruments located in substations and pumping stations; tests, repairs and calibrates solid state equipment; performs load surveys by timing watt-hour meters. (All) Runs high voltage tests on equipment -and other necessary tests. (a b e f g h i j k l m n) a. Communicate clearly and concisely, both orally and in writing. b. Maintain records. C. Perform calculations in electrical load survey. d. Maintain and calibrate test instruments in accordance with established standards. C. Maintain effective working relationships. APPRENTICE ELECTRICAL TEST TECHNICIAN e -3 - ELECTRICAL;TEST TECHNICIAN These are position functions which may be changed, deleted or reassigned to accommodate an individual with a disability. Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include graduation from high school or equivalent and Apprentice Electrical Test Technician: one year, of experience in working with electric meters or equivalent to one year of course work/studies in the electrical field. Electrical Test Technician: three years of progressively responsible experience in the installation, maintenance and testing of electric meters and other related instruments. Apprentice Electrical Test Technician: Working knowledge of basic electricity; electric test equipment; operation of hand tools and equipment Skill in the operation of a personal computer. Electrical Test Technician: Considerable knowledge of theory, methods and procedures in the installation, maintenance, testing and calibration of electric meters, testing instruments and equipment; occupational hazards and standard safety precautions. Possession of or ability to obtain a Class C California driver's license within six months of employment and a satisfactory driving record. Date Adopted: Class Code: 6207 CITY OF AZUSA SENIOR ELECTRICAL TEST TECE MCLAN DEFINITION "EXHIBIT B" Under limited supervision, performs complex electrical and mechanical work in connection with the installation, testing and repair of eleptric meters, instruments and related equipment; performs related duties as required. The incumbent of this class reports to the Electric Operations Manager. The incumbent works independently to carry out assigned duties, coordinates with other divisions to achieve efficient operation of the department, and supervises and trains Apprentice Electrical Test Technicians and Electrical Test Technicians. The Senior Electrical Test Technician may be assigned to perform stand by duty as necessary. These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Letters in parenthesis at the end of each function statement represent the abilities required to perform that function. Work safely. 1. Locate and identify problems with the electrical system including a variety of meters. M. Work safely in or around energized electrical equipment. n. Operate computer and utilize a variety of software programs required to keep pace with changes in electric metering technology. o. Train personnel on unit activities, procedures and regulations. P. Make decisions regarding operational and personnel functions. q. Plan, assign, and inspect the work of subordinates and contractors. r. Operate programs within allocated amounts. MARGINAL FUNCTIONS These are position functions which may be changed, deleted or reassigned to accommodate an individual with a disability. QUALIFICATIONS GUIDELINES .Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include graduation from high school or equivalent and five years of progressively responsible experience in the installation, maintenance and testing of electric meters and other related instruments including some experience in supervising and training staff. Considerable knowledge of theory, methods and procedures in the installation, maintenance, testing and calibration of electric meters, testing instruments and equipment; occupational hazards and standard safety precautions; principles and practices of supervision, training and evaluation. Possession of or ability to obtain a Class C California driver's license within six months of employment and a satisfactory driving record.
