HomeMy WebLinkAboutMinutes - May 1, 1939 - CC (2)1 CITY HALL, AZUSA, CALIFORNIA. MAY 1, 1939. 7:30 P.M. The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold, City Attorney and City Clerk. The minutes of the last regular meeting of April 17, 1939 were written and copies of same mailed to each member of the City Council and the City Attorney. It was unanimously agreed that the minutes be approved as written. A communication signed by James H. Thomas, Manager of the California State Employment Service, commending Mr. Cornelius Smith's services when conducting employment procedure for the Los Angeles County Coordinating Bureau; was read. Moved and carried that same be placed on file. A report made by Cornelius Smith for the City Planning Commission relative to the several matters referred to the Commission, was read. It was unanimously agreed that the Building Inspector be instructed to request Mr. Kasperek to submit plans and specifications for the pro- posed blacksmith shop and to present them to the Council at the next regular meeting thereof. A communication signed by Lee T. Bashore, State Assemblyman, relative to Assembly Bill 1368 was read and ordered placed on file. A communication signed by C. A. Griffith, President of the Azusa Foothill Citrus Company relative to an easement giving to the City of Azusa per- mission to install a pipe line across a portion of Lot 53 of Sub. #2 Azusa Land and Water Company, was read. Moved and carried that the City Clerk be instructed to acknowledge Mr. Griffith's cooperation. A request to operate a Grocery Store and Ser- vice Station at 236 Soldano Avenue was presented by John Mora. Moved by Councilman Strohmeier, seconded by Councilman Owens that this matter be referred to the Planning Commission for consideration and recommendation. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Moved and carried that the following business men be awarded the City business for the month of May. Doctor - Dr. Wheatley, First Aid - Foothill Drug, Garage - C. M. Singleton, Grease Jobs - Shell, Hardware - Morgans Hardware, Lumber - Williams, Paint - Morgans Hardware, Restaurant - Gold Nugget, Tires - C. H. Howard. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Councilman Jumper reported on the Chamber of Commerce advertising program. He stated there was no money available at this time with which Roll call. 175 Minutes approved. Communication filed. Report read. Mr. Kasperek to submit plans for blacksmith shop. Communication placed on file. Mr. C. A. Griffith granted easement. City Clerk instruct- ed to write Mr. Griffith. Request to operate a Grocery Store referred to Planning Commission. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Councilman Strohmeier offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, LOS ANGELES Ordinance read COUNTY, CALIFORNIA, REQUIRING A PERMIT TO SELL for first time. MILK, REGULATING MILK SUPPLY AND PRESCRIBING PENALTY FOR VIOLATION. to be placed upon its first reading. ' The title of this Ordinance was then read. Moved by Councilman Strohmeier, seconded by Councilman Owens that the Council waive the further reading of this Ordinance. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. The City Clerk announced that she had received three bids in answer to Notice Calling for Bids on Premix. Sealed Bids on Pre -mix. Moved by Councilman Malone, seconded by Councilman Strohmeier that the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. I Absent: None. ASPHALT PAVING TaTERIALS, COMPANY ' We propose to furnish you with Asphalt Concrete (90 - 95 Premix) mixed in accordance with Azusa specifications, delivered and truck spread for $1.49 per ton, net. PACIFIC ROCK AND GRAVEL COMPANY We hereby quote you the sum of $1.62 per ton, for furnishing you approximately 1200 tons Asphaltic concrete (Premix) which includes the furnishing of all -labor and materials to make same and the haul- ing to your City streets and spreading of same by our trucks. Above price subject to cash discount of-20� per ton if account paid by the 10th of the month following date of delivery of order or any portion thereof. Minimum deliveries of ten tons per load. ' Councilman Strohmeier offered a Resolution -entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RESOLUTION NO. 1609 AZUSA APPROPRIATING MONIES FOR ADVERTISING PUR- Adopted. POSES IN BEHALF OF SAID CITY TO BE DONE THROUGH THE CHAMBER OF CONMERCE OF AZUSA AND RESCINDING RESOLUTIONS NO. 1457 AND 1541. Moved by Councilman Jumper, seconded by Council- man Malone that this Resolution be adopted as read and numbered Resolution No. 1609. M. 179 VERNON PAVING COMPANY We are herewith pleased to submit the following quotation: 1200 Tons Asphaltic Concrete Paving material f.o.b. Streets in the City of Azusa, including furnishin of all labor and materials for the hauling and truck spreading @ 1.43 per ton ........ $1716.00 The above quotation does not include the laying and rolling of this material, and it is also understood that State Sales Tax is to be added to this quotation. The above price is based on a minimum delivery of no less than two (200) hundred tons per day. ' Moved by Councilman Owens, seconded by Council- man Malone that further action on the Bids be postponed until the next regular meeting of the Council. Moved by Councilman Owens, seconded by Council- man Jumper that the City Clerk be instructed to notify the Secretary of the Azusa Chamber of Commerce that the new Band Shell will be com- pleted on May 18, 1939 and will be at their disposal in case they wish to plan a program in celebration of the opening. Councilman Strohmeier offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, REQUIR- ING TRAFFIC TO STOP BEFORE ENTERING CERTAIN INTERSECTIONS; REQUIRING THE ERECTION OF STOP SIGNS AND PROVIDING PENALTIES FOR VIOLATION. to be placed upon its second reading. This Ordinance was then read. Moved by Councilman Strohmeier, seconded by Councilman Owens that this Ordinance be adopted as read and numbered Ordinance No. 344. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. City Attorney Tscharner reported on the Gasoline Tax allocation by the County Board of Super- visors, on Assembly Bill 2059 and Senate Bill 9999 he also submitted copies of letters written to Assemblyman Bashore, R. S. Urrea, Mexican Counsul, the State Railroad Commission and Supervisor Smith. Moved by Councilman Strohmeier, seconded by Councilman Jumper that the purchase of copper ' be referred to the Purchasing Committee, with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Paul Smith, License Collector,. -reported that the case against Mr. Clark for non payment of City license was dismissed without prejudice. Moved by Councilman Strohmeier, seconded by Councilman Owens that an amount not to exceed $10.00 be allowed for the entertainment of visiting Councilmen and Finger Print Experts on May 5, 1939. Further action on Bids postponed. Band Shell to be completed May 18th. ORDINANCE NO. 344 adopted. City Attorney reported on various matters. Purchase of copper referred to Pur- chasing Committee. Moved by Councilman Strohmeier, seconded by Councilman Jumper that the purchase of a battery for No. 1 Fire Truck be referred to the Purchasing Committee, with power to act. Moved by Councilman Owens, seconded by Council- man Malone that the Council grant the Grammer School permission to use the City swimming pool for a period of two weeks beginning May 1, 1939' provided the City Attorney investigate the Insurance Coverage on same to see that the City is fully covered and if not the Clerk be author- ized and instructed to secure suitable Insurance. Moved by Councilman Strohmeier, seconded by Councilman Owens that the matter of purchasing pipe for 6th Street Project be referred to the Purchasing Committee and City Attorney with power to act. Carried by the following vote of the Council: Ayes: Uouncilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. ' Moved by Councilman Owens, seconded by Council- man Malone that the City Clerk be authorized and instructed to write the President of the Center School Board advising him the City of Azusa will answer fire alarms for Center School with one truck having a pumping capacity of 500 gallons per minute, with 1350 feet of 22 inch hose, 200 feet of 12 inch hose on Siamese line and 250 feet of 3/4 inch hose and a full crew of five firemen. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Moved by Councilman Strohmeier, seconded by Councilman Jumper that the following requisitions be allured: 406 to 441.
