A. PUBLIC HEARING -on an amendment to an existing conditional use permit C-89-20 requested by
Vulcan Materials/Azusa Rock, 3901 Fish Canyon, to modify the conditions of approval to delete the
requirement for a grade separation of the e)dsting haul road and the existing bike trail.
Recommendation: The applicant has requested that consideration of this application be continued
until December 15, 2003.

SUBJECT: A REQUEST TO ADOPT A RESOLUTION AUTHORIZING THE EXECUTION OF A
GRANT AGREEMENT TO SECURE A JOBS HOUSING BALANCE PROGRAM GRANT
FROM THE STATE OF CALIFORNIA, DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT.
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution authorizing the
execution of a grant agreement to secure a jobs housing balance program grant from the state
of California, Department of Housing and Community Development (HCD).
BACKGROUND/DISCUSSION
The City applied for and was successful in the state grant released January 24, 2003 by HCD
for the Jobs Housing Balance Incentive Grant Program (JHBP). The program goal is to
encourage new housing construction, primarily in high job growth areas where housing has not
kept pace with job growth.
Any funds received must be spent on the construction or acquisition of capital assets that
serve to benefit the community. At its March 17, 2003 meeting, the City Council designated
the grant funds ($113,971) to be used for improvements to Zacatecas Park, as identified in
Attachment A of the standard agreement (Contract). The City is subject to the terms and
conditions as specified in the Contract.
FISCAL IMPACT
The City will receive $1 13,971 in grant funds from the State. The grant funds will be included
in the capital improvement program budget for the improvements to Zacatecas Park.

The City Council of the City of Azusa met in regular session at the above date and time In the
Azusa Auditorium.
Mayor Madrid called the meeting to order and led in the Salute to the Flag. Call to Order

BACKGROUND / DISCUSSION
The applicant has requested that consideration of this application be continued until
December 15, 2003. As a condition of approval of the application, the Planning
Commission has recommended that the applicant be required to landscape the triangular
area located at the Intersection of the Todd Avenue bike trail and the San Gabriel River
bike trail. The applicant would like additional time to complete proposed landscape
plans for that area for City Council review.
