HomeMy WebLinkAboutMinutes - May 15, 1939 - CC185 CITY HALL, AZUSA, CALIFORNIA. MAY 15, 1939. 7:30 P. M. The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold, Oity Attorney and City Clerk. The minutes of the last regular meeting of May 12 1939 were written and mailed to each member of the City Council and to the City Attorney. ' It wasunanimously carried that the minutes be approved as written. Mr. C. A. Griffith addressed the Council re- lative to the work now being accomplished by the San Gabriel Valley'Protective Association and recommended the City Council continue to pay assessments to this organization as a measure of protection of the water rights for the City of Azusa. Moved by Councilman Strohmeier, seconded by Councilman Jumper that the City Clerk be in- structed to draw a check on the Water Fund in the amount of fifty dollars for the present assessment placed on the City of Azusa's share of this stock. All prior assessments to Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. 114x. Griffith also addressed the Council re- lative to the assessed valuation of un- improved property. Communications signed by the following were read and ordered placed on file: Senator Robert W. Kenny, J. L. Pomeroy, M.D., J. R. Hunt, Secretary for Shoreline Planning Association of California, A. Beldon Gilbert, Director Juvenile Crime Prevention Association of America and Mrs. M. De Shelds, Secretary for the "Old Timers' picnic group. Roll call. Minutes approved. Mr. Griffith addressed Council. Payment of 50 dollars to San Gabriel Protective Association Authorized. be cancelled. Mr. Cokley presented a request to use the Auditorium on May 242 1939. Moved and carried that same be granted. The "Old Timers" requested the use of the rear Park for a picnic on May 30, 1939. It was unanimously agreed that same be granted. A request made by Mae L. Snider to use the Auditorium on September 11, 1939 was read. It was unanimously agreed that Mrs. Snider be granted permission to use the Auditorium on that date provided there are no conflicting dates. ' A communication signed by Cornelius Smith, Secretary of the Azusa Planning Commission relative to John Morals request to erect a Filling Station at 236 Soldano Avenue, was read. Moved by Councilman Owens, seconded by Council- man Jumper that the request of John Mora be denied upon the recommendation of the Azusa Planning Commission. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Communications read, and ordered placed on file. Mr. Cokley granted use of Auditorium. "Old Timers" granted permission to use park. Councilman Strohmeier offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, REQUIRING A PERMIT TO SELL MILK, REGULATING MILK SUPPLY AND PRESCRIBING PENALTY FOR VIOLATION. to be placed upon its second reading. This Ordinance was then read. Moved by Councilman Owens, seconded by Councilman Jumper that this Ordinance be ' adopted as read and numbered Ordinance No. 345. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. An application presented by John I. McGachan was read. Moved by Councilman Strohmeier, seconded by Councilman Malone that Resolution No. 1550 be rescinded effective as of May 152 1939. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Moved by Mayor Arnold and unanimously carried that John I. McGachan be and he is hereby appointed temporarily Clerk of the City Court at a salary of thirty five dollars per month, until further order of the City Council. Mr. Olzen of the University of Southern ' California School of Government addressed the City Council. Moved by Councilman Owens, seconded by Councilman Malone that the Mayor be author- ized to sign an agreement between the City of Azusa and the General Electric Corporation. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None, Councilman Strohmeier reported that Lewis Roberts had resumed his duties as Life Guard at the swimming pool, that he would act as watchman during the erection of the new fence, effective as of May 15, 1939. Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, REJECT- ING ALL SEALED BIDS ON PRE -MIX AND DECLARING ITS INTENTION TO PURCHASE MATERIAL IN THE OPEN MARKET. ' Moved by Councilman Malone, seconded by Councilman uwens that this Resolution be adopted as read and numbered Resolution No. 1610. parried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Moved by Councilman Strohmeier, seconded by Councilman Jumper and duly carried that'the following requisitions be allovied: 442-460. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. 187 Ordinance No. 345 adopted. John I. McGachan's application read. Resolution No. 1550 rescinded. John I. McGachan appointed Clerk of Court. Mr. Olzen addressed Council. Mayor authorized to sign an agree- ment.
