HomeMy WebLinkAboutResolution No. 03-C0270 0 RESOLUTION NO. 03-C27 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE CITY'S CLASSIFICATION PLAN AND ESTABLISHING COMPENSATION FOR THE CLASSIFICATIONS OF SENIOR ELECTRICAL ENGINEER AND FACILITIES MAINTENANCE SUPERVISOR WHEREAS, the Municipal Code and Civil Services Rules of the City of Azusa require that amendments or revisions to the Position Classification Plan be approved by Resolution of the City Council; and, WHEREAS, it has been determined that the classification of Senior Electrical Engineer, under the Salary and Benefits Memorandum covering Middle Management position; and the classification of Facilities Maintenance Supervisor, under the Salary and Benefits Memorandum covering Laborers International; and, WHEREAS, it has been determined that the appropriate compensation for these Positions are as follows: Monthly Salary (effective 03/17/03) Senior Electrical Enqineer: $3,693.00-$8,135.38 Range: Step 1 Step 2 Step 3 Step 4 Step 5 $6,693.00 $7,027.65 $7,379.03 $7,747.98 $8,135.38 Facilities Maintenance Supervisor: $3,905.86 - $4,712.14 Range: 4196 Step I Step 2 Step 3 Step 4 Step 5 $3,905.86 $4,092.92 $4,289.33 $4,495.58 $4,712.14 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does hereby adopt the above salary ranges for the classifications of Senior Electrical Engineer and Facilities Maintenance Supervisor, thereby amending the City's Position Classification Plan. ESSENTIAL FUNCTIONS Duties may include, but are not limited to the following: Provide lead supervision of staff assigned to a variety of electrical engineering projects; participate in the implementation of goals and objectives for the completion of electric utility engineering projects; establish schedules and methods for completing projects; implement policies and procedures. Lead and participate in the preparation of complex consultant services agreements, requests for proposals, and related contract documents; evaluate and participate in the selection of outside consultants. Lead and participate in the development of the electric utility's long-range system planning; direct and participate in the planning of assigned capital improvement projects. Analyze data and prepare highly complex technical research reports; develop substation load projections, load shifts and capacity additions from forecast data; develop system configuration alternatives. Direct and be responsible for the preparation of preliminary and final plans, cost estimates, schedules and specifications for electric utility projects including substation, distribution, streetlight, and communications and control systems. Review plans of consulting engineers and contractors; make technical engineering decisions and establish technical criteria and standards. Lead and participate in the design and selection of communication and control systems for use by Electric and Water Divisions' projects and operations. Survey and inspect project locations; analyze existing project documentations including maps, drawings and specifications; meet and confer with project staff. Page 1 of 2 Senior Electrical Engineer • • Class Specification Knowledge Skill and Abilities Extensive knowledge of engineering principles, methods, and practices s applied to utility power systems, including planning and development, design and construction. Thorough knowledge of techniques for reviewing designs, plans, specifications, estimates, reports, and recommendations related to utility power system projects; related laws, ordinances, rules and regulations. Ability to communicate clearly and concisely both orally and in writing; research and prepare complex reports related to engineering, forecasting and planning for electric utilities; establish and maintain effective relationships with the community at large, the City Council, and other public officials; plan, direct, and coordinate professional and sub -professional engineering work related to power utility systems; perform complex professional engineering work; represent the City in a variety of meetings; understand, explain and apply policies and procedures; analyze unusual situations and resolve them through application of professional electrical engineering and management principles and practices; develop comprehensive plans to meet future City needs/services; develop new policies impacting department operations/procedures; use a computer and a variety of software programs. SPECIAL REQUIREMENTS Possession of and/or ability to obtain a valid Class C California Driver's License and a satisfactory driving record. CLASS CHARACTERISTICS: The Facilities Maintenance Supervisor is responsible for the first line supervision of employees engaged in the maintenance and repair of City buildings and facilities. ESSENTIAL FUNCTIONS: Duties may include, but are not limited to the following: Establishes policies and procedures relating to the preventive maintenance and repair of various City and park facilities and buildings. Plans, coordinates, supervises, and directs the work of staff engaged in facilities and building maintenance; inspects and supervises work performed to ensure compliance with established procedures. Evaluates service needs and work methods; establishes and enforces operating and safety procedures. Supervises the installation, servicing and repairs of plumbing fixtures, heating and air conditioning, electrical equipment and wiring, and any related facilities maintenance activities. Estimates time and material costs; evaluates and institutes changes in work methods and priorities; assists in the preparation of the facilities maintenance section budget and monitors expenditures of allocated funds. Receives, schedules, monitors progress, and implements work requests and responds to complaints regarding the level of maintenance services. Determines products, materials, and equipment to be used in building and facility maintenance; may interact with sales representatives and related vendors; assists in the development and preparation of specifications and bid documents, prepares purchase orders; maintains inventories such that adequate materials, supplies, and tools are available; keeps records of time, materials, supplies, equipment, and work performed. Assists in the selection of departmental/divisional employees; plans, organizes, and assigns work; develops and establishes work methods and standards; conducts or directs staff training and development; reviews and evaluates employee performance; recommends disciplinary action. Coordinates major maintenance or construction projects with staff and contractors; assists in project management related to Capital Improvement Projects (CIP); reviews plans and blueprints of proposed projects; inspects work performed by contractors to ensure compliance with City regulations and standards; monitors contracts and assists in the development of new contracts for outside services. Page 1 of 2 0 Class Specification Facilities Maintenance Supervisor QUALIFICATIONS GUIDELINE: Education and/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include, graduation from high school or equivalent and five (5) years of progressively responsible general maintenance or construction experience, including two (2) years of experience in a lead supervisory capacity. Knowledge Skills and Abilities Considerable knowledge of the tools, equipment, supplies, and safe methods of facilities maintenance worlt, including such areas as electrical, heating, air conditioning, carpentry, plumbing, and general maintenance; accurate record keeping, budgeting, and purchasing procedures; pertinent laws, codes, and safe work practices; methods and techniques of supervision and work planning. Ability to communicate clearly and concisely, both orally and in writing; prepare reports and keep accurate records; prepare cost estimates for time and materials; select, train, supervise, and evaluate employees; recommend appropriate discipline for employees; train personnel on divisional activities, procedures and regulations; make decisions regarding operational and personnel functions; operate programs within allocated amounts; estimate actual costs for projects and supplies; respond to emergency and problem situations in an effective manner; communicate effectively with a variety of personnel including City staff, other agencies, contractors and vendors; establish/maintain effective working relationships; interpret and apply rules, regulations, procedures and policies; understand and follow verbal and written directions; work independently; use and care of a variety of tools; work safely and enforce operating and safety practices/procedures; materials, and equipment common to the building trades; plan, assign and inspect the work of subordinates; allocate equipment, materials, and personnel in a cost effective manner; read and interpret blueprints and building plans; effectively manage projects and related capital improvement projects related to buildings/city facilities; ability to operate a computer and various software; and perform other related duties as required.
