HomeMy WebLinkAboutMinutes - June 5, 1939 - CCCITY HALL, AZUSA, CALIFORNIA. JUNE 5, 1939. The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold, City Attorney and City Clerk. The Mayor announced that the minutes of the last regular meeting of May 15, 1939 were written and mailed to each member of the Council and the City Attorney. It was unanimously agreed there being no corrections or omissions the minutes be approved as written. Mr. F. P. Cokely's request to use the Auditorium on June 20th was granted provided there are no conflicting dates. Mr. C. H. Putnam, Chairman of the Library Board presented a written request for a larger allocation of tax money to the Library Fund. Moved and carried that this communication be placed on file. 7:30 P. M. A communication from the Azusa Citrus Association relative to the marketing of the oranges for the season was read. Moved by Councilman Strohmeier, seconded by Councilman Jumper that the matter be referred to Councilman Malone, with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. A communication addressed to Paul E. Kressly, Engineer, relative to an easement for a storm drain on Crescent Drive, was read and ordered placed on file. Louis Valdez, Director of the Mexican Athletic Club appeared before the Council requesting permission to conduct a benefit dance in order to make enough money to purchase basketball suits for the team. Moved by Councilman Strohmeier, seconded by Councilman Jumper that Nm. Valdez be granted permission to conduct one benefit dance on June 14, 1939 with the understanding that he supply adequate police protection. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Mr. Valdez requested a change in lighting of the baseball diamond at the Lee School. ' The Council informed him the lights were in- stalled at the request of the School Board on School property and no changes would be made except by request of the Azusa School Board. Mr. J. C. Muehe appeared before the Council with reference to the matter of relief on Foothill Boulevard Street Assessment Bonds. Moved by Councilman Owens, seconded by Councilman Strohmeier and duly carried that this matter be referred to the City Attorney and City Engineer to report back at the next regular meeting. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Roll Call, 193 Minutes approved. Mr. Cokely granted permission to use Auditorium. Mr. Putnam request- ed aid for Library Fund. Communication read and referred to Councilman Malone. Communication from P.E. Ry. Co. ordered placed on file. L. Valdez granted permission to con- duct benefit dance. School lights to be changed at request of School Board. Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY,OF AZUSA REQUESTING THAT THE DEPARTMENT OF PUBLIC WORKS' OF THE STATE OF CALIFORNIA APPROVE CERTAIN POR- TIONS OF PASADENA AVENUE AND ELEVENTH STREET WITHIN SAID CITY AS STREETS OF MAJOR IMPORTANCE. luoved by Councilman Owens, seconded by Council- man Malone that this Resolution be adopted as read and numbered Resolution No. 1611. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DETERMINING THAT TEE PUBLIC NECESSITY AND CONVENIENCE REQUIRE THAT SECOND STREET, THIRD STREET, FOURTH STREET, AND SOLDANO AVENUE WITHIN SAID CITY BE IMPROVED FROM FUNDS ALLO- CATED BY LOS ANGELES COUNTY OUT OF ITS SHARE OF MONEYS COLLECTED FROM THE IE VY OF TAXES ON MOTOR VEHICLE FUEL AND DISTRIBUTED TO SAID COUNTY BY THE STATE OF CALIFORNIA FOR THE 1939-1940 FISCAL YEAR. Moved by Councilman Jumper, seconded by Councilman Malone that this Resolution be adopted as read and numbered Resolution No.1612. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA RESCINDING RESOLUTION NO. 1569 AND ALDO RESCINDING THAT PORTION OF RESOLUTION N0. 1595 AS THE SAME REFERS TO JAMES STRINGFELLOW. Moved by Councilman Owens, seconded by Council- man Jumper that this Resolution be adopted as read and numbered Resolution,No. 1613. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPOINT- ING JAMES STRINGFELLOW ASSISTANT SUPERINTENDENT OF THE SLAUSON MEMORIAL PARK AND MANAGER OF THE SWIMMING POOL IN SAID PARK, AND FIXING HIS SALARY. ' Moved by Councilman Jumper, seconded by Council- man Owens that this Resolution be adopted as read and numbered Resolution No. 1614. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. The matter of expiration date of Mrs. L. L. Russell's contract with the City of Azusa, was presented. Moved by Councilman Strohmeier, seconded by Councilman Jumper that the City Council continue the contract with Mrs. Russell for 195 RESOLUTION NO. 1611 adopted. RESOLUTION NO. 1612 adopted. RESOLUTION NO. 1613 adopted. RESOLUTION NO. 1614 adopted. Mrs. Russell may continue collection of garbage. 196 Y„ MINUTES OF THE CITY COUNCIL MEETING. JUNE 51 1939. 7:30 P. M. the collection of City garbage for one year beginning July 1, 1939 and expiring June 30, 1940 at a price of $25.00 per month, conditional upon her furnishing a cash bond in the sum of $250.00 or a surety company bond with one surety or ersonal bond with two sureties in the sum of 500.00. If Mrs. Russell cannot accept this figure, the City Clerk be authorized to adver- tise for bids for the removal of garbage. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, ' Strohmeier, Arnold. Noes: None. Absent: None. Chief of Police Williams reported to the Coun- cil that he had given C. C. Kimbrell a leave of absence for one week from June 1st to June 8th, without pay,as he had failed to carry out the Chief's instructions. The Chief's action was unanimously sustained. Chief of Police Williams also reported that Motorcycle Officer Edmund Thompson is ill and recommended a leave of absence until June 15, 1939. Moved by Councilman Strohmeier, seconded by Councilman Malone that Edmund Thompson be' granted a leave of absence until June 15, 1939 and a two weeks vacation beginning June 16th to July 1, 1939. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Moved by Councilman Malone, seconded by Councilman Owens that the following requisi- tions be allowed: 461 - 474. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Oviens, Strohmeier, Arnold. Noes: None. Absent: None. Moved by Councilman Malone, seconded by Councilman Owens that the following bills be allowed and warrants ordered drawn upon the Treasury for the same.
