A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA FINDING THAT
THE USE OF TAXES ALLOCATED FROM THE MERGED PROJECT AREA, FOR
THE PURPOSE OF IMPROVING, INCREASING AND PRESERVING THE
COMMUNITY'S SUPPLY OF LOW AND MODERATE INCOME HOUSING OUTSIDE
THE MERGED PROJECT AREA WILL BE OF BENEFIT TO THE MERGED
PROJECT AREA
WHEREAS, the City Council of the City of Azusa ("City") approved and adopted a redevelopment
plan for the Central Business District Redevelopment Project Area ("CBD Project Area") on September 18,
1978, by Ordinance No. 2062; and approved and adopted a separate redevelopment plan for the West End
Redevelopment Project Area ("West End Project Area") on November 7, 1988, by Ordinance No. 2382; and
WHEREAS, on November 7, 1988, by Ordinance No. 2382, the City Council adopted the sixth
amendment to the redevelopment plan for the CBD Project Area and the first amendment to the West End
Project Area which, among other things, merged the CBD Project Area with the West End Project Area creating
one merged project area ("Merged Project Area"); and
WHEREAS, the Redevelopment Agency of the City ("Agency") has proposed and prepared an eighth
amendment to the redevelopment plan for the CBD Project Area and a third amendment to the West End Project
Area (together "Amendments") which, among other things, (i) add territory to the Merged Project Area ("Added
Territory"); (ii) reinstate the Agency's right to use eminent domain within certain non-residential portions of the
Merged Project Area; (iii) redefine the method by which the tax increment limit is calculated and measured for
the Merged Project Area; (iv) combine the bond indebtedness limits of the Merged Project Area and the Added
Territory; (v) replace the separate redevelopment plans for the CBD Project Area and the West End Project
Area with one amended and restated redevelopment plan ("Amended and Restated Redevelopment Plan")
applicable to the Merged Project Area; and
WHEREAS, Section 33334.2 of Community Redevelopment Law (Health and Safety Code Section
33000 et seq.) ("CRL") requires that not less than twenty percent (20%) of all taxes allocated to the Agency
from the Merged Project Area ("Housing Funds") be used by the Agency for the purpose of improving,
increasing and preserving the City's supply of low and moderate income housing available at affordable housing
cost; and
WHEREAS, CRL Section 33334.2(g) provides that the Agency may use its Housing Funds outside the
Merged Project Area if the Agency's Governing Board and the City Council find that such use of the Housing
Funds outside of the Merged Project Area will be of benefit to the Merged Project Area; and
WHEREAS, the future locations of low and moderate income housing cannot be fully determined by
the Agency at this time.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Azusa as follows:
Section 1. Pursuant to CRL Section 33334.2(g), the City Council hereby finds that the provision
of low and moderate income housing outside the boundaries of the Merged Project Area will be of benefit to the
Merged Project Area, due to the need for such affordable housing throughout the City and because more land
may be required than is available within the Merged Project Area for development of affordable housing.
Section 2. Pursuant to CRL Section 33334.2(8), the City Council hereby authorizes the use of the
Agency's Housing Funds outside the boundaries of the Merged Project Area.

Section 3. The findings and determinations set forth herein shall be deemed final and conclusive.
Section 4. The City Council hereby authorizes and directs the City Clerk to certify the adoption of
this Resolution and cause the same to be processed in the manner required by law.
