Mrs. Gertrude Gibson requested a refund of $3.83
to correct error on her tax bill.
Moved by Councilman Strohmeier, seconded by
Councilman Jumper that this request be granted.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Owens,
Strohmeier, Arnold.
Noes: None. Absent: None.
A statement, presented by the San Gabriel
Valley Protective Association, showing assess-
ment #34 of 5 cents per acre on 1,000 acres
or $50.00 as of October 17, 1939, was read.
Moved by Councilman Strohmeier, seconded by
Councilman Owens the City Clerk be authorized
and instructed to take this matter up with
Mr. C. A. Griffith.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Owens,
Strohmeier, Arnold.
Noes: None. Absent: None.
A communication from Wm. J. Fox, Chief Engineer,
was read and ordered placed on file.
A communication from Mr. Wilson, Superintendent
of the San Bernardino Division of the Santa Fe
Railroad Company relative to the construction
of a pipe line through culvert just east of
Angeleno Avenue, was read and ordered placed on
file.
Councilman Strohmeier offered a Resolution
' entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA,
DESIGNATING MAE A. HYNES, CITY CLERK OF SAID
CITY AS THE PERSON RESPONSIBLE FOR MAKING OUT
THE REPORTS OF EARNINGS OF CITY EMPLOYEES TO
BE FILED WITH THE BUREAU OF INTERNAL REVENUE.
Moved by Councilman Jumper, seconded by Coun-
cilman Malone that this Resolution be adopted
as read and numbered Resolution No. 1631.
Carried by the following vote of the Council:

The City Council of the City of Azusa met in
regular session at the above time and place.
Present at roll call: Councilmen: Jumper,
Malone, Owens, Strohmeier, Arnold, City
Attorney Miller and City Clerk.
The minutes of the last regular meeting of
October 6, 1939 were written and mailed to each
member of the City Council and to the City
Attorney.

The Mayor announced there being no errors or
omissions the minutes stand approved as written.
Requests for a share of the City business were
offered by Mrs. Perkins and Earl Keck.
The Mayor referred this matter to the City
Attorney.
A request for a permit to operate a Rest Home
was offered by Mr. & Mrs. G. A. Millar.
Mayor Arnold referred the matter to the License
Collector.

MINUTES OF THE CITY COUNCIL MEETING. NOVEMBER 20, 1939. 7:30 P. M.
Mr. John Mora appeared before the Council
stating that he had been issued a Building Per-
mit to build a store building on his lot on Mr. Mora appeared
Soldano Avenue and the present Building Inspect- before Council,
or refused to approve the permit as the pro-
perty is located in a Residence Zone.
Moved and carried the matter be referred to
the City Planning Commission with instructions
to notify Mr. Paige and Mr. Mora to be present
at this meeting, also the Secretary of the
Planning Commission to report back on action
taken.
It was unanimously agreed that the following
business men be granted City business for the
month of December:
Doctor - Dr. Cook, First Aid, Etc. - Richters
Drug Store, Garage - Knightts Garage, Grease
Jobs - Union Station (Orange Ave.), Hardware -
Spriggs Brothers Hardware, Lumber - Williams
Lumber Yard, Paint - Spriggs Bros. Hardware,
Restaurant - Gold Nugget, Tires - C. H. Howard.
Moved by Councilman Strohmeier, seconded by
Councilman Malone that the Finance Committee be
instructed to check the procedure employed at
the present time relative to the filing and
care of Securities on Deposit for the protect-
ion of City deposits, also to check the
premiums paid on bonded City officials.
Councilman Jumper reported on a League meeting
held in Long Beach. He stated that Hal
Kennedy addressed the group on the subject of
Tax deeded properties, and that a committee
was being formed consisting of the Los Angeles
County Counsel, representatives from Title
Companies and County and City Officials to
work out a plan whereby such properties may be
restored to the active rolls.
Superintendent of Light Department, Virgil
Smith, reported on City reservoir, pipe line
under Santa Fe tracks and water pressure in
various lines.
Councilman Strohmeier offered an Ordinance
entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA,
AMENDING SECTION 2 OF ORDINANCE NUMBER 243 OF
SAID CITY OF AZUSA, PREVENTING THE DISCHARGE
OF FIREARMS AND PROVIDING THE PENALTY FOR THE
VIOLATION THEREOF.
to be placed upon its first reading.
This Ordinance was then read for the first time.
Moved by Councilman Strohmeier, seconded by
Councilman Jumper and duly carried that the
City engineer be instructed to make such pre-
liminary study of the grade separation on
Foothill Boulevard as he finds necessary to
enable him to make a complete report to the
Council at a regular adjourned meeting thereof.
Councilman Strohmeier offered a Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA DETERMINING THAT THE PUBLIC NECESSITY AND
CONVENIENCE REQUIRE THAT SECOND STREET, THIRD
STREET, FOURTH STREET AND SOLDANO AVENUE, WITH-
IN SAID CITY BE IMPROVED FROM FUNDS ALLOCATED
BY LOS ANGELES COUNTY OUT OF ITS SHARE OF MONEYS
COLLECTED FROM THE LEVY OF TAXES ON MOTOR
VEHICLE FUEL AND DISTRIBUTED TO SAID COUNTY BY
THE STATE OF CALIFORNIA FOR THE 1939-1940 FISCAL
YEAR.
