HomeMy WebLinkAboutResolution No. 96-C125RESOLUTION NO. 96-C125 A RESOLUTION OF THE CITY OF AZUSA IN SUPPORT OF A HOMECARE PUBLIC AUTHORITY TO PRESERVE AND STRENGTHEN THE INDIVIDUAL PROVIDER MODE OF IHSS SERVICE DELIVERY WHEREAS, The In -Home Supportive Services Program (IHSS) serves as a critical part of Los Angeles long -tetra care system that enables over 75,000 low-income seniors and people with disabilities to live independently in their own homes instead of costly and impersonal institutions, and WHEREAS, Through the Individual Provider (IP) mode of service delivery, seniors and people with disabilities get greater control over their own care, and WHEREAS, The consumers of IHSS must have the right to hire, fire and supervise their own providers as well as the right to an effective policy -level voice in the IHSS service delivery system, and WHEREAS, Any reform of IHSS must preserve and strengthen the individual provider mode of service delivery, and WHEREAS, Any reform of IHSS must create an authority which would act as the employer of record for home care workers for the purposes of collective bargaining, and a safe, dependable registry for consumers, and WHEREAS, Home care workers in the IHSS program must have the right to choose to be represented by a union for the purposes of collective bargaining, economic advancement and political and legislative advocacy. NOW THEREFORE, the City Council of the City of Azusa supports the adoption of a Home care Public Authority by Los Angeles County and urges our County Supervisor, the Honorable Gloria Molina, to vote for the creation of said authority with all due expediency. PASSED, APPROVED AND ADOPTED this 16th day of September 1996 MAYOR PRO -TEM I HEREBY CERTIFY that the foregoing Resolution No. 96-C125 Was duly adopted by the City Council of the City of Azusa, at a regular meeting thereof, held on the 16th day of September, 1996, by the following vote of the Council.
