A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA REQUESTING THE EAST SAN GABRIEL VALLEY
CONSORTIUM TO DEVELOP AND MANAGE A
CONSOLIDATED WORKFORCE DEVELOPMENT SYSTEM
WITHIN ITS SERVICE AREA.
WHEREAS, the City of Azusa and several of its neighboring cities are located within
the service area of the East San Gabriel Valley Consortium, and
WHEREAS, the Consortium now provides various employment preparation services
to City residents and assists the business community to obtain a trained and motivated
workforce, subject to the advice and consent of City representatives, and
WHEREAS, the Consortium has established strong working relationships with
various public and private entities which cooperate with the Consortium in delivering these
services, and
WHEREAS, Federal and State laws governing the flow of workforce development
funds which serve City residents are being reviewed, with the expectation that total funding
will be reduced and different programs consolidated for greater efficiency, and
WHEREAS, the Consortium has for many months engaged in planning and
preparation for these expected changes, including the development of a One-Stop Center
network which will offer a broad array of job preparation and business development
services and be accessible to any job-seeker or business in the City.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES
HEREBY RESOLVES AS FOLLOWS:
1. Consortium Designation. The City of Azusa hereby designates the East San
Gabriel Valley Consortium as its preferred lead agency to develop and coordinate a
consolidated workforce development system serving the City's residents and business
community.
2. One-Stop Network. The City encourages the Consortium to incorporate a
wide range of programs and services into a Consortium-managed network of One-Stop
Centers, including by electronic means, so that City residents and businesses may
efficiently obtain workforce services without the need for multiple applications or visits to
several sites.
3. Partnership Development. The City will by all reasonable means encourage
the joining of various public and private workforce development entities and their resources
into the coordinated system which the Consortium will lead and facilitate, for the benefit of
City residents and businesses and the economic health of the community at large.
4. Reporting. The City expects to be informed on a quarterly basis regarding
the Consortium's progress in establishing its One-Stop Center network, including
information about the services which are available through the One-Stop Center Network
and those which the Consortium expects to become available.

HEREBY CERTIFY that the foregoing Resolution No. 96-C111 was duly adopted
by the City Council of the City of Azusa, at a regular meeting thereof, held on the 5th day
of August, 1996 by the following vote of the Council.
