A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
AUTHORIZING THE DIRECTOR OF FINANCE TO SIGN THE NOTICE
OF INTENTION TO PARTICIPATE IN THE INTERAGENCY TAX
REFUND OFFSET PROGRAM AND TO OPEN A TRW ACCOUNT
WHEREAS, the State Franchise Tax Board (FTB) Offset Program provides for the
submission of a list of persons owing monies to the City, and
WHEREAS, any state tax refund owed to such persons will be intercepted by the FTB and
redirected to the City to satisfy the debt, and
WHEREAS, it is proposed that the City participates in this program, and
WHEREAS, the City is required to subscribe to a credit reporting agency such as TRW
in order to obtain the information required by FTB, and
WHEREAS, agreements will need to be entered into between the City and the State
Controller's Office and the State Franchise Tax Board,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES
HEREBY FIND AS FOLLOWS:
Section 1. The City shall give notice of intention to participate in the Interagency Tax
Refund Offset Program, and
Section 2. The City shall enter into the necessary agreements between the State Controller's
Office and the State Franchise Tax Board and subscribe to a credit reporting agency, and
Section 3. The Director of Finance shall be authorized to sign the necessary Notice of
Intention and agreements as detailed above.

Invitational Announcement
Dear Members of the Azusa City Council
The City of Duarte and members of the Duarte Chamber of Commerce want to invite the
people in your City to come celebrate the 70th anniversary of Route 66 with us on
Saturday, September 21 st, 1996. On that day we are having a parade in commemoration
of America's favorite highway and we would like to invite you and the local clubs, groups
and organizations in your community to come join us. This parade will be a wonderful
family event, and it will be followed by the City of Duarte Picnic and Classic Car Show at
Royal Oaks Park. There you will find booths, food and entertainment.
The theme of our parade is "DUARTE'S SALUTE TO ROUTE 66. From the 1920's to
the 1970's, Route 66 was considered by many to be 'The Mother Road to Opportunity'.
Millions of Americans drove down that road in search of something better. They sought
their dream in California, the Golden State of sunshine, beaches and movie stars. We are
asking our participants to display some message of this theme in their participation.
Announcements were sent out last Spring to the band directors teaching at the high
schools in your community. We have invited your talented high school musicians to come
march down Route 66 with us. Awards will be given to all participating bands in the
parade but there will be no competitive judging. We feel this parade can be an excellent
warm up opportunity for competitive performances scheduled later in the year. Please
help your young musicians by endorsing their participation.
Ways to participate can include anything that displays a valuable aspect of Route 66 in
local or national history. Your message can be a float, music, equestrians, costumes,
classic cars, or even an old junker truck carrying Okies from the dustbowl to a new dream
in California. We are asking our participants to use their imagination.
Parade formation begins at 7:30 a.m. on the comer of Cotter Avenue and Huntington
Drive. The parade begins at 9:00 a.m.. It travels 1.0 miles East on Huntington to Mt.
Olive, where the parade disburses. A continental welcome breakfast will be served from
7:30 to 8:30 a.m. at our Community Center. Special passes will be required to enter.
Attached are two entry applications, one for general applicants and one for your school
bands. Please make copies so you can hand them out. Entry forms must be received no
later than August 31st. Entry fees are only $25, but one parade unit of City officials is

invited to particpate at no charge. Parade vehicles should display some aspect of Route
66 or be a classic car built prior to 1972 (preferably a convertible.)
If you would like more information, please contact me, Tim Lowry, Chairman of the
Duarte's Salute to Route 66 Parade Committee at (818) 301-9709. All participants will
receive an award for playing their part and trophies will be awarded to those entries
depicting the most original, most showmanship and best theme. This is going to be a
spectacular day. Don't miss it!

Dear Parade Enthusiast:

the City of Duarte Picnic at Royal Oaks Park and we want to invite you to participate.

place on Huntington Drive in Duarte, a historical road that was a part of Route 66 for
decades before the Interstate Freeway system led to its closure. From the 1920's to the
1970's, Route 66 was considered by many to be `The Mother Road to Opportunity' as
millions of Americans followed that route from the Midwest to California, the Golden
State of sunshine, beaches and movie stars. We want to commemorate all aspects of
Route 66 in our parade and ask you to display some message of this theme in your
participation.

parade will commence at 9:00 a.m. and a great deal of organization will need to be done,
so please be there no later then 8 a.m.. Entry forms must be received no later than August
31 st, but be sure to send yours as soon as possible since there are only a limited number of
participants that will be allowed to participate. Entry fees are only $25 which will need to
be paid by August 31 st, but send in your entry form today to assure a position in the
parade. Checks should be made out to Duarte Chamber of Commerce. Your parade pass
and participation information packet will be sent to you by September 10th. For more

Trophies will be awarded to vintage cars, bands, flag teams, drill teams, floats, and those
entries depicting the most original, most showmanship or best theme. Costumes are
appropriate and welcome.
