RESOLUTION NO. 96-C187
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
APPROVING REVISIONS TO:
• THE MEMORANDA OF UNDERSTANDING BETWEEN THE
CITY AND THE AZUSA CITY EMPLOYEES ASSOCIATION,
THE CIVILIAN ASSOCIATION OF POLICE PERSONNEL, THE
INTERNATIONAL BROTHERHOOD OF ELECTRICAL
WORKERS, LOCAL 18, AND THE AZUSA MIDDLE
MANAGEMENT ASSOCIATION, RESPECTIVELY;
• THE COMPENSATION AND BENEFITS MEMORANDA
COVERING THE EXECUTIVE MANAGEMENT EMPLOYEES,
THE NON -CLASSIFIED EMPLOYEES AND ELECTED AND
APPOINTED OFFICIALS OF THE CITY OF AZUSA, THE
NON -REPRESENTED MIDDLE MANAGEMENT EMPLOYEES,
AND THE NON -REPRESENTED CLASSIFIED EMPLOYEES,
RESPECTIVELY;
AND ADOPTING IN THEIR ENTIRETY:
• THE MEMORANDA OF UNDERSTANDING BETWEEN THE
CITY AND THE AZUSA POLICE OFFICERS'A SSOCIA TION,
AND THEAZUSA POLICE MANAGEMENT ASSOCIATION,
RESPECTIVELY,-
EFFECTIVE
ESPECTIVELY;
EFFECTIVE JULY 1, 1996.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS
FOLLOWS:
WHEREAS, it is customary for the Management of the City of Azusa to
receive, on a periodic basis, proposals for amendments to the memoranda and/or
Resolutions that govern the compensation, benefits and working conditions of City
employees, based upon changes in the consumer price index and other factors, and
WHEREAS, the City Council acknowledged the Azusa Police Officers'
Association and the Azusa Police Management Association as the recognized
employee organizations representing those personnel employed by the Police
Department of the City of Azusa, and occupying the classifications as listed in
Attachments "A" and "B," respectively, attached hereto; and
WHEREAS, the City of Azusa has received the proposals for amendment
and updating of compensation and benefits for the upcoming 4 fiscal years for the
Azusa Police Officers' Association (APOA) and the Azusa Police Management
Association (APMA), and
WHEREAS, the representatives of Management and representatives of
APOA and APMA have met on numerous occasions during the last 3 months and
have discussed the issues between them and have bargained in good faith, and
WHEREAS, Management and APOA and APMA have come to an
agreement with regard to every issue, and

WHEREAS, the new Memoranda of Understanding between the City of
Azusa and the Azusa Police Officers' Association and the Azusa Police Management
Association covering the period of July 1, 1996 through July 31, 2000, respectively,
are attached hereto, and
WHEREAS, it is customary for the Management of the City of Azusa to
receive, on a periodic basis, proposals for amendments to the memoranda and/or
Resolutions that govern the compensation, benefits and working conditions of City
employees, based upon changes in the consumer price index and other factors, and
WHEREAS, the City Council acknowledged the Azusa City Employees
Association; the Civilian Association of Police Personnel; the International
Brotherhood of Electrical Workers, Local 18; and the Azusa Middle Management
Association as the recognized employee organizations representing those personnel
employed by the various departments of the City of Azusa, and occupying the
classifications as listed in Attachments "C," "D," "E," and "F," respectively, attached
hereto; and
WHEREAS, the City of Azusa has received proposals for minor
amendment and updating of compensation and benefits for 4 fiscal years for the
Azusa City Employees Association (ACEA), the Civilian Association of Police
Personnel (CAPP), the International Brotherhood of Electrical Workers, Local 18
(IBEW), and the Azusa Middle Management Association (MMA); and
WHEREAS, the representatives of Management and the representatives
of ACEA, CAPP, IBEW and MMA have met on numerous occasions during the last
year and have discussed the issues between them and have bargained in good faith,
and
WHEREAS, Management and ACEA, CAPP, IBEW and MMA have come
to an agreement with regard to every issue, and
WHEREAS, the revised Memoranda of Understanding between the City
of Azusa and the Azusa City Employees Association; the Civilian Association of Police
Personnel; the International Brotherhood of Electrical Workers, Local 18 and the
Azusa Middle Management Association covering the period of July 1, 1995 through
July 31, 2000, respectively, are attached hereto, and
WHEREAS, it is customary for the Management of the City of Azusa to
receive, on a periodic basis, proposals for amendments to the memoranda and/or
Resolutions that govern the compensation, benefits and working conditions of City
employees, based upon changes in the consumer price index and other factors, and
WHEREAS, the Executive Management employees; the Non -Represented
Middle Management employees; and the Non -represented Classified employees of the
City of Azusa are not covered by a meet -and -confer process; and
WHEREAS, the City Council acknowledged the Executive Management
employees; the Non -Represented Middle Management employees; and the Non -
represented Classified employees within the various departments of the City of Azusa,
and occupying the classifications as listed in Attachments "G," "H" and
respectively, attached hereto; and
WHEREAS, the City of Azusa has received the proposals for amendment
and updating of compensation and benefits for 4 fiscal years for those employees
who are represented by formally recognized associations, and

WHEREAS, the representatives of Management and the represented
employees have met on numerous occasions during the last year and have discussed
the issues between them and have bargained in good faith, and
WHEREAS, Management and the represented employees have come to
an agreement with regard to every issue, and
WHEREAS, it is appropriate to consider how these same conclusions
apply to the Executive Management Employees; the Non -Represented Middle
Management Employees; and the Non -represented Classified Employees, and
WHEREAS, the revised City of Azusa Compensation and Benefits
Memoranda Covering the Executive Management employees; the Non -Represented
Middle Management employees; and the Non -represented Classified Employees
covering the period of July 1, 1995 through July 31, 2000, respectively, are attached
hereto, and

WHEREAS, there are currently existing authorized Memoranda of
Understanding with representatives of the employees covered by the meet -and -confer
process with respect to wages, benefits and compensation; and
WHEREAS, the Elected and Appointed Officials and the Non -classified
employees of the City of Azusa are not covered by a meet -and -confer process; and
WHEREAS, the salary, stipend, and compensation for the Part-time
employees of the City of Azusa need to be codified for administrative purposes; and
WHEREAS, it is appropriate at this time to make adjustments to wages
and/or benefits to certain employees and to restate certain existing wages and
benefits for administrative convenience; and
WHEREAS, the revised City of Azusa Compensation and Benefits
Memorandum Covering the Non -represented, Non -classified Employees and Elected
and Appointed Officials and Assigned Positions as listed in Attachment "J" and
covering the period of July 1, 1995 through July 31, 2000, is attached hereto,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Azusa does hereby approve:
• The Memorandum of Understanding Between the City of Azusa and the Azusa
Police Officers' Association
• The Memorandum of Understanding Between the City of Azusa and the Azusa
Police Management Association
The Memorandum of Understanding Between the City of Azusa and the Azusa
City Employees Association
• The Memorandum of Understanding Between the City of Azusa and the Civilian
Association of Police Personnel
• The Memorandum of Understanding Between the City of Azusa and the
International Brotherhood of Electrical Workers, Local 18
• The Memorandum of Understanding Between the City of Azusa and the Azusa
Middle Management Association
• The City of Azusa Compensation and Benefits Memorandum Covering the
Executive Management Employees
• The City of Azusa Compensation and Benefits Memorandum Covering the
Non -Represented Middle Management Employees
• The City of Azusa Compensation and Benefits Memorandum Covering the
Non -Represented Classified Employees
• The City of Azusa Compensation and Benefits Memorandum Covering the
Non -represented, Non -classified Employees and Elected and Appointed Officials
and Assigned Positions
attached hereto, and directs the representatives of Management to affix their
signatures theron.
The City Clerk shall certify the passage of this Resolution.
APPROVED AND PASSED this second day of December, 1996.

I HEREBY CERTIFY that the foregoing Resolution was duly passed by the
City Council of the City of Azusa at a regular meeting thereof held on the second day
of December, 1996.
