A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
REVISING SPECIFICATIONS FOR VARIOUS CLASSIFICATIONS IN THE
WATER DIVISION OF THE UTILITIES DEPARTMENT.
WHEREAS, the City of Azusa Rules of the Civil Service System state that the designation of
a title for each class together with specification for each class shall be reviewed by the Personnel Board
and approved by the City Council and that amendments or revisions to the Classification Plan, shall be
submitted to the Personnel Board for review and to the City Council for approval; and
WHEREAS, the Personnel Board has reviewed the request of Director of Utilities Joseph Hsu
to revise classification specifications to delete the special license requirement for a hazardous
materials endorsement for: Water Utility Worker 1/11, Water Utility Equipment Operator, Water Utility
Supervisor, and Welder and have unanimously recommended approval of the revisions as the
endorsements are not appropriate to the specified classes;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF AZUSA
DOES HEREBY:
1. Adopt the revised classification specifications attached hereto as:
Exhibit A - Water Utility Worker 1/11
Exhibit B - Water Utility Equipment Operator
Exhibit C - Welder
Exhibit D - Water Utility Supervisor

WATER UTILITY WORKER I & II

Under general supervision, performs a variety of semi -skilled and skilled tasks in the upkeep, maintenance,
and repair of water distribution systems and related facilities; performs related duties as required.
Water Utility Worker I: This is the entry and training level class in the Water Utility Worker series. Duties
are performed under close supervision and in a learning capacity. Incumbents perform a wide range of
construction and maintenance task, some of which may be semi -skilled in nature. Incumbents assigned
to this class perform with greater independence and discretion as knowledge and abilities are acquired.
Water Utility Worker II positions that are vacant may be filled at the Water Utility Worker I level.
Water Utility Worker II: This is the journey level class in the Water Utility Worker series. Positions in this
class are normally filled by advancement from the lower level class of Water Utility Worker I, or when filled
from the outside, require highly skilled and technical work experience. Appointment to the higher class
requires that the employee be performing substantially the full range of skilled and technical duties and
meet the minimum qualifications for the class.
These functions may not be present in all positions in this class. When a position is to be filled, the
essential functions will be noted in the announcement of position availability. Letters in parenthesis at the
end of each function statement represent the abilities required to perform that function.
1. Installs, removes, and repairs large and small services. (a c d e)
2. Cuts, fits, lays and repairs water mains; cleans and flushes water mains; repairs mains, valves and

4. Operates trucks and construction equipment such as backhoe and trenching machine; performs
minor servicing to truck and reports mechanical or other problems; keeps truck stocked with

6. Participates in water system maintenance and repair work; locates, excavates and repairs water

Water Utility Worker I: high school graduation or equivalent, and two years of experience in the
installation, repair, and maintenance of water mains, meters, valves, hydrants, and related
facilities.

Water Utility Worker 11: high school graduation or equivalent, and three years of experience in the
installation, repair, and maintenance of water mains, meters, valves, hydrants, and related facilities
or one year of experience as a Water Utility Worker I in the City of Azusa.
Knowles and Skill Levels
Water Utility Worker I: Working knowledge of the equipment and procedures involved in the
installation, maintenance, and repair of water and sewer systems; related laws, ordinances, rules,
regulations, policies, and procedures.
Water Utility Worker II: Considerable knowledge of the equipment and procedures involved in the
installation, maintenance, and repair of water and sewer systems; related laws, ordinances, rules,
regulations, policies, and procedures.
Special Reouirements
Possession of or ability to obtain during probationary period a Class B California driver's license,
with an Air Brakes Endorsement and a satisfactory driving record.
Water Utility Worker I: Possession of or ability to obtain, within one year, a California/Nevada
AWWA distribution Operator Grade I certificate.
Water Utility Worker ll: Possession of a Grade II Water Treatment Operator Certificate issued by
the State of California Department of Health.

WATER UTILITY EQUIPMENT OPERATOR
(EXHIBIT "B")
DEFINITION
Under limited supervision, operates heavy construction and maintenance equipment in performing utility
excavating, grading, trenching, loading and related operations according to required standards; performs
semi -skilled and skilled maintenance tasks; performs related duties as required.
CLASS CHARACTERISTICS
This is a specialized class and incumbents are required to operate a variety of heavy equipment in the
construction and maintenance of water systems and facilities. In addition, incumbents trains
new/subordinate personnel, as assigned, on equipment operation and maintenance/construction tasks.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be filled, the
essential functions will be noted in the announcement of position availability. Letters in parenthesis at the
end of each function statement represent the abilities required to perform that function.
1. Operates heavy construction equipment such as backhoe, roller, bulldozer, scraper, grader, gradeall
and front-end loaders for a variety of construction and maintenance operations involving streets,

Considerable knowledge of equipment operation, techniques, and methods used in the construction
and maintenance water systems; safe work practices; uses and purposes of general construction
tools and equipment; traffic laws, ordinances and rules involved in truck and heavy equipment
operation; standards relating to the installation, location and required maintenance of traffic signs
and pavement markings; principles and methods of plumbing and hydraulics. Skill in operating
equipment used in work performed; reading and interpreting blueprints, work sketches and
specialized maps; performing journey level skilled tasks in the construction and maintenance of
public works facilities.
Possession of or ability to obtain during probationary period a Class B California driver's license
with an Air Brakes Endorsement and a satisfactory driving record.

WELDER

Under general supervision, performs skilled machinist and welding work for the Water Division in the
designing, repairing, machining, assembling, welding and fabricating metal parts, tools, machines and
equipment; performs related duties as required.
These functions may not be present in all positions in this class. When a position is to be filled, the
essential functions will be noted in the announcement of position availability. Letters in parenthesis at the
end of each function statement represent the abilities required to perform that function.
1. Fabricates, assembles and repairs utility equipment; welds, brazes, cuts, shapes and fastens metal

2. Uses electric and gas welding equipment, drill presses, metal brakes, metal shears, lathes, grinders
and a large assortment of other power and hand tools and measurement instruments necessary
for journey level metal work; plans sequence of operations and utilizes a variety of machine shop

3. Develops and prepares specifications for tools, parts or equipment; actively participates in the

Under limited supervision, plans, coordinates, directs, and supervises the work of large and small crews
of skilled and semi -skilled workers engaged in a variety of construction, maintenance and repair tasks of
the municipal water production and distribution system; performs related duties as required.
This class is characterized by its responsibility for supervision of water production and distribution
maintenance crews and the incumbent exercises daily supervision over assigned personnel and coordinates
the work of multiple crews.
These functions may not be present in all positions in this class. When a position is to be filled, the
essential functions will be noted in the announcement of position availability. Letters in parenthesis at the
end of each function statement represent the abilities required to perform that function.
Plans, coordinates, supervises, and inspects the work of those engaged in the repair, construction

from high school or equivalent supplemented by specialized training in the construction and
maintenance of water production and distribution systems and three years of progressively
responsible experience in the construction and maintenance of water production and distribution
systems including one year of experience in a supervisory capacity.
Considerable knowledge of methods, materials, and equipment used in the repair and maintenance
of water pipelines; effective and efficient methods and procedures for scheduling and assigning
work of water repair and maintenance personnel; safe operating procedures in the repair and
maintenance of water systems; principles and techniques of organization, administration, budget
and personnel; effective customer relations. Working knowledge of basic principles and practices
of engineering related to water systems.
Possession of or ability to obtain during probationary period, a Class B California driver's license
