M. 293 The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold, City Attorney Miller and City Clerk. Each member present having acknowledged receipt of a copy of the minutes of the regular meet- ing of November 20, 1939, the Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes ' of the regular meeting held November 20, 1939 were unanimously approved. Communications from the Los Angeles County Department of Public Works, Los Angeles County, Purchasing Department and Paul E. Kressly were read and ordered placed on file: The City Clerk presented petitions with 112 signatures attached thereto, filed December 4, 1939 protesting the issuance of a building permit for a retail grocery store and gas station in the 200 block on Soldano Avenue,. also a petition with 20 signatures attached thereto, filed on the same date, in favor of the erection of a grocery store and gas station, also petitions from Lodge No. 175 (Alianza Hispano Americana) and Lodge No. 23 of the Sociedad Progresista Mexicana in favor of the erection of said store and gas station. The Mayor then asked if anyone present wished to be heard in the matter. Juan Mora, who made the formal request for a ' building permit, addressed the,Council stating that he could have had more signatures, two or three hundred at least, however he was under the impression that the only signatures necessary were those of property owners in that block. Mr. John Lund addressed the Council stating that he did not think the Council should grant Mr. Mora's request in view of the fact that the Zoning Ordinance has so recently been adopted and according to said Ordinance the 200 block on Soldano Avenue was zoned for residence. Rev. Armndariz of 405 Soldano Avenue addressed the Council protesting the change in Zoning Ordinance stating that a similar request made by Mr. Mora in May, 1939 was denied as the pro- perty was at that time zoned for residence. ' Leonard Mendoza of #104 Azusa Avenue protested the change in Zoning Ordinance stating that if the Council permitted the erection of this store other store buildings would spring up and in his opinion there were too many violations due to sale of liquor in that section of the City. There being three gas stations in that locality, he felt they could well supply the demand. The Mayor asked if there were others who cared to be heard. No one responded. J. D. Councilman Strohmeier offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY ORDINAi7CE NO. OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, 349 adopted. AMENDING SECTION 2 OF ORDINANCE NUMBER 243 OF SAID CITY OF AZUSA, PREVENTING THE DISCHARGE OF FIREARMS AND PROVIDING THE PENALTY FOR THE VIOLATION THEREOF. to be placed upon its second reading. This Ordinance was then read for the second time. Moved by Councilman Strohmeier, seconded by Councilman Malone that this Ordinance be adopted as read and numbered Ordinance No, 349. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. ' Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY RESULUTION NO. OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, 1634 adopted. REGULATING SICK LEAVE. Moved by Councilman Owens, seconded by Coun- cilman Jumper that this Resolution be adopted as read and numbered Resolution No. 1634. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. The Council discussed the matter of install- ation and operation of electrical ranges. No action taken. Moved by Councilman Jumper, seconded by Council- man Malone and duly carried that the following Requisitions. requisitions be allowed: 630 to 642. Moved by Councilman Jumper, seconded by Council- man Malone the following bills be allowed and warrants ordered drawn upon the Treasury for Bills. ' the same. Kressly Engineering 27.00 Councilman Strohmeier offered a Resolution entitled: ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REQUESTING THE BOARD OF SUPERVISORS RESOLUTION NO. OF LOS ANGELES COUNTY, CALIFORNIA, TO ADVANCE 1635 adopted. AT THIS TIME THE AMOUNT ALLOCATED BY SAID COUNTY TO SAID CITY FROM GAS TAX MONEYS DIS- TRIBUTED BY THE STATE OF CALIFORNIA TO SAID COUNTY FOR THE 1939-1940 FISCAL YEAR. Moved by Councilman Strohmeier, seconded by Councilman Owens that this Resolution be adopted as read and numbered Resolution No. 1635. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Moved by Councilman Jumper, seconded by Adjournment.
