HomeMy WebLinkAboutResolution No. 97-C1700 0 RESOLUTION NO. 97-C170 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA JOINING WITH NUMEROUS LOCAL GOVERNMENTAL BODIES IN OPPOSING PROPOSED BALLOT INITIATIVE ON DESIGN AND ENGINEERING CONTRACTS WHEREAS, A proposed ballot initiative, an effort by the Professional Engineers in California Government (PECG), an organization which is spending a great deal of money to put this measure on the June, 1998, ballot, seeking to foist on our public a rigged public works bidding system to block private sector competition by locking it into the California Constitution, and WHEREAS, Erosion of local control by big government bureaucrats is a subtle process which, if not noticed, wends an unobtrusive path through our local controls, insidiously removing any power left to local government and transferring it to another layer of government far removed from those who recognize and can deal with the needs of their jurisdiction, and WHEREAS, Additionally, removing from local area private enterprise the investment of the efforts by those individuals and organizations for the benefit of our local economy, does much to cause further deterioration of our power to regulate and direct the appropriate choices for expenditure of public funds. NOW THEREFORE The City Council of the City of Azusa, hereby resolves to join with numerous local governmental bodies in order to defeat this flawed effort to create another layer of bureaucratic "big brothers" by fashioning a Public Works Czar in the office of the State Controller in Sacramento, all with the end to destroy local control in the operation of our public works D this 15th day of December, 1997. I HEREBY CERTIFY that the foregoing Resolution '97,-C170was duly adopted by the City Council of the City of Azusa at a regular meeting, thereof, held on the 15th day of December, 1997, by the following vote of the Council: AYES: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE, MADRID NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: CLERK
