CITY HALL, AZUSA, CALIFORNIA. FEBRUARY 5, 1940. 7:30 P.M.
The City Council of the City of Azusa met in
regular session at the above time and place:
Present at roll call: Councilmen: Jumper,
Malone, Bradshaw, Owens, Arnold, City Attorney Roll Call
and City Clerk.
Each member present having acknowledged receipt
of a written copy of the minutes of the regular
meeting of January 16, 1940 and the Special Minutes ap-
Session of February 1, 1940, the Mayor asked if
' there were any objections or corrections to proved
said minutes. There being none, the minutes of
said meetings were unanimously approved.
A communication from Wm. J. Fox, Chief Engineer -
for Los Angeles County Department of Building Communication
and Safety, relative to certain Fire and, ordered placed

Mr. A. W. Ehlers, District Engineer for Los
Angeles County Department of Building and Safety,
addressed the Council explaining the condition
of various dwellings and said he would carry
out the Department's ruling in the matter.

Moved by Councilman Malone, seconded by Council-
man Owens the City Clerk be authorized and
instructed to advertise for bids on labor and
material for the construction of Second Street
and other streets and avenues within the City
of Azusa.
Carried by the following vote of the Council:

Owens, Arnold.

cilman Malone and duly carried the City Clerk's

City Engineer Kressly presented a report
together with an application for a Project
Proposal which gives in detail the labor and
materials which would be furnished by the
Federal Government, together with Sponsor's
certificate and agreement, relative to having
the Works Progress Administration assist the
City of Azusa in the construction of a Sewage
Treatment Plant and certain main and lateral
sewers and other appurtenances.

Councilman Jumper the ,report be received and
placed on file.
Councilman Owens offered a Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA APPROVING APPLICATION FOR A WORKS
PROGRESS ADMINISTRATION PROJECT PROPOSAL
SPONSOR'S CERTIFICATE AND AGREEIdENT FOR THE
CONSTRUCTION OF A SEWAGE TREATMENT PLANT AND
OTHER17ISE IMPROVE SANITARY SEWER FACILITIES
WITHIN THE CITY OF AZUSA.
Moved by Councilman Malone, seconded by
Councilman Jumper this Resolution be adopted
as read and numbered Resolution No. 1643.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Bradshaw,
Owens, Arnold.
Noes: None.
Absent: None.
Moved by Councilman Malone, seconded by
Councilman Jumper the City Clerk be authorized
' and instructed to advertise for bids for Sewage
Treatment Plant Site, to be opened February
19, 1940.
Carried by the following vote of the Council:

Owens, Arnold.

Moved by Councilman Jumper, seconded by
Councilman Bradshaw the City Engineer be
instructed and authorized to preparQ all the
necessary estimates, specifications, forms of
proposal, and notices to contractors for
receiving bids on all materials, machinery,
equipment, and supplies which the City is

ion with the WPA Project Proposal for the con-
struction of,a Sewage Treatment Plant, main and
lateral sewers, and other appurtenances. Bids
to be received therefor on Monday the 11th day
of March, 1940.

Councilman Malone offered a Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ESTABLISH-
ING A SEWER CONSTRUCTION FUND AND TRANSFERRING
TEN THOUSAND DOLLARS ($10,000.) FROM THE WATER
RESERVE FUND TO SAID SEWER CONSTRUCTION FUND.
Moved by Councilman Owens, seconded by Council-
man Bradshaw that this Resolution be adopted
as read and numbered Resolution No, 1644.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Bradshaw,
Owens, Arnold.
Noes: None.
Absent: None.
Moved by Councilman Malone, seconded by Coun-
cilman Bradshaw the City Clerk be authorized
and instructed to notify the Azusa Valley Savings
Bank,in writing, that the City of Azusa con-
template the construction of a Sewerage Collect-
ion System and Sewage Treatment Plant and
' anticipate the withdrawal of funds now on time
deposit, possibly by April 1, 1940.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Bradshaw,
Owens, Arnold.

Absent: None.
The City Clerk presented 50 tax delinquent
properties for the Council's consideration.
Moved by Councilman Owens, seconded by,Council-
man Jumper and duly carried this matter be
referred to the City Attorney and Assessor
be report back at the next regular meeting.
Mr. Ayon appeared before the Council requesting
permission to erect an addition to a building
which, according to report of the Building
Inspector, does not conform to the Building
Code and Zoning Ordinance.
Moved by Councilman Owens, seconded by
Councilman Jumper and duly carried this
matter be referred to the local Planning
' Commission.
It was unanimously agreed the City Clerk be
instructed to notify the President of the Azusa
Public Library Board, in writing, that after
due consideration on the part of the Council,
they feel that further financial assistance is Library
not advisable at this time inasmuch as this y
Fund has received substantial aid in increased
tax apportionment the last two years.
Moved by Councilman Malone, seconded by
Councilman Jumper the City Clerk be granted
additional clerical assistance until extra
work in the Clerk's Office has been completed.

entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ORDINANCE READ
AZUSA, LOS ANGELES COUNTY, CALIFORNIA, DECLARING FOR FIRST TIES.
CERTAIN ACTS OF SOLICITORS, VENDORS, HAWKERS,
ITINERANT MERCHANTS AND TRANSIENT VENDORS OF
MERCHANDISE TO BE,UNLAWFUL AND A NUISANCE, AND
PRESCRIBING PENALTY FOR VIOLATION OF THIS ORDINANCE.

AND CITY CLERK TO kXECUTE, ON BEHALF OF THE
CITY, A CERTAIN CONTRACT WITH THE EXECUTOR OF
THE ESTATE OF V. M. GREEVER, DECEASED, RELATING
TO WATER.
Moved by Councilman Owens, seconded by Council-
man Bradshaw that this Resolution be adopted
as read and numbered Resolution No, 1645.

Owens, Arnold.

City Attorney Miller reported that Mr. Strohmeier,
during a rain storm, was driving south on Azusa
Avenue accompanied by his wife, when he noticed
the automatic signal at the Santa Fe crossing
was not in motion and just as they crossed the
track a train passed. Mr. Miller requested this
matter be taken up with Virgil Smith, Superin-
tendent of the Light Department.
Moved by Councilman Malone and duly carried
this matter be referred to City Attorney Miller
to make complaint to proper authorities of the
Santa Fe Railroad Company.
Moved by Councilman Malone, seconded by Coun-
cilman Bradshaw the Chairman of the Police and
Fire Committee be authorized and instructed to
order the construction of two new cells in the
City Jail, oneto be used for confinement of
drunks and the other for general arrests.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Bradshaw,
Owens, Arnold.
Noes: None.
Absent: None.
Moved by Councilman Jumper, seconded by
Councilman Owens and duly carried the follow-
ing requisitions be allowed: 689 - 717.
Moved by Councilman Owens, seconded by
Councilman Jumper the following bills be
allowed and warrants ordered drawn upon the
Treasury for the same.
Carried by the following vote of the Council:
