HomeMy WebLinkAboutResolution No. 97-C1230 0 RESOLUTION NO. 97-C123 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, SUPPORTING SENATE BILL 1113, ADDRESSING KEY ISSUES INVOLVING ENVIRONMENTAL JUSTICE WHEREAS, in May of 1995, United States President William Jefferson Clinton released Executive Order 12898 which required all federal agencies to address issues of environmental justice, thereby recognizing that people of all races, cultures and income implementation and enforcement of our nation's environmental laws, regulations and policies, and that already marginalized minority and low-income communities should not be allowed to suffer disproportionately in the design, development and establishment of projects that may have potentially hazardous impacts on local environments, and WHEREAS, the State of California can move forward in addressing matters of environmental justice by adopting guidelines to assist lead agencies with environmental justice issues, developing scientifically valid standards to measure cumulative risks to populations exposed to environmental dangers, establishing a geographic informational database to provide easy access to local communities, and creating partnerships with community organizations and other interested parties in order to better address environmental justice issues, and WHEREAS, critical issues involving the identification and mitigation of disproportionate adverse environmental effects of projects on minority and low income communities has been carefully and thoughtfully addressed by Senate Bill 1113, whose principal author is Senator Hilda L. Solis. NOW THEREFORE, BE IT RESOLVED the City Council of the City of Azusa hereby expresses its firm support of Senate Bill 1113, and be it FURTHER RESOLVED, that the City of Azusa seeks to encourage of the State Office of Planning and Research to carefully consider adopting guidelines for identifying and mitigating the disproportionate adverse environmental effects of projects on minority and low income communities as has been advocated in Senate Bill 1113, and be it FATHER RESOLVED, that the City clerk of the City of Azusa be instructed to transmit a copy of this resolution to the Governor of the State of California, the State Office of Planning and Research, State Senator Hilda L. Solis, Assembly Speaker Cruz Bustamante, and Assemblywoman Carole Migden. AND ADOPTED this 2nd day of September 1997. MAYOR I HEREBY CERTIFY that the foregoing Resolution No. 97-C123, was duly adopted by the City Council of the City of Azusa, at a regular meeting thereof, held on the 2nd day of September, 1997, by the following vote of the Council.
