P-97-125 WHEREAS, an application was received from the CalMat Properties Company, to allow (conceptually) a California National Guard Armory Facilities on property located at: 1201 North Todd, (Precise Plan of Design No. 97-125), and WHEREAS, the Planning Commission considered this request in a duly noticed public hearing on January 14, 1998 and continued to January 28, 1998, and has carefully considered all pertinent evidence and testimony, and WHEREAS, the Planning Commission adopted Resolution No. 98-4 recommending to the City Council that this precise plan of design be approved, and WHEREAS, the City Council has held a duly noticed public hearing on February 17, 1998, and WHEREAS, the City Council of the City of Azusa carefully considered all the pertinent evidence and testimony regarding Precise Plan of Design No. P-97-125. NOW THEREFORE, the City Council of the City of Azusa does hereby resolve as follows: SECTION 1. The City Council for the City of Azusa finds that the use of this parcel for armory facility purposes will not affect unduly the comfort of the nearby residents. The improvement of this land from its vacant state, excepting for a conveyor for quarry materials transport, will not affect how others utilize their properties or create any danger to the public health or safety. SECTION 2. That based on the above findings, the City Council hereby approves in concept Precise Plan of Design No. P-97-125 for the property located at: 1201 North Todd Avenue (Assessor's Parcels 8617-001-001, 004, 017, 018), subject to the conditions of approval contained within the attached Exhibit W. To address PM10 air quality impacts: The grading plan and construction plans shall incorporate measures for watering to control fugitive dust. Prior to and during grading and construction activities, the applicant for these activities shall have posted a sign at the street front entrance to the projece site stating that dust will be confined to the site and displaying the Air Quality Management District's telephone number for reporting violations; the grading and construction plans shall include the wording for the sign and indicate its location. 3. To address construction related NO air quality impacts: The grading plan shall incorporate a requirement that construction employees shut off engines when not in active use. 4. To address potential construction noise inipacts to sensitive residential receptors: Exterior construction shall be restricted to hours of 7 AM to 7 PM. This restriction shall be shown on the grading and construction plans. Prior to and during grading and construction activities the applicants shall have posted a sign at the street front entrance to the project site stating that construction operation hours and the Community Improvement phone number for registering violation complaints. Grading and construction plans shall include the wording for the sign and indicate sign location. 5. To address Armory contribution to air basin non -attainment pollutants and potential for insufficient onsite employee parking: Unless statistics are presented to satisfactorily demonstrate that shared rides are likely to substantially reduce employee trips to the Armory, a rideshare or vanpool program shall be implemented by the Armory. The Armory shall provide planning staff with statistics or a program for its review and comment prior to commencing construction. If an offsite parking agreement with an adjacent industrial lot also is contemplated to satisfy parking needs, planning staff shall be presented the agreement for its prior review and comment. The Armory shall utilize designated military vehicle parking when vacant, for employee parking when excess parking is needed. 6. To address potential for residential traffic conflicts and noise impacts on residential receptors: Military trucks shall be prohibited from traveling on Sierra Madre, San Gabriel and Azusa Avenues, and routes shall be limited to Todd Avenue, Foothill Boulevard, and Irwindale Avenue, except in cases of emergency. Convoy trips shal I be coordinated with law enforcement. (If a City Police escort is determined to be required by the military it shall fully reimburse Police Department costs.) 7. To address potential for cultural remains: If archaeological remains are uncovered during construction activities, work will be stopped for a qualified archaeologist to review the remains before work can resume. If human remains are uncovered, the Los Angeles County Page 1 j Sif a Specific: Page 2 • E coroner and the Native American Heritage Commission shall be contacted immediately. This requirement shall appear on grading plans. 8. To address potential impacts to recreation, aesthetics and safety: Prior to occupancy, an eight foot high solid wall shall be installed, in a location between the conveyor belt -haul road alignment and lot development. Wall and landscape plans shall be consistent with staff approved plans provided by the land division applicant, and development shall be consistent with the approved plans. The Community Development Department shall be provided plans by the project applicant prior to its obtaining a permit to begin construction. In the event that funding does not initially enable the required wall, a temporary fence and tall shrub landscaping along the western side shall be installed, in consultation with the Community Development Department with respect to fencing materials, design and color and for Iandstape materials and irrigation. 9. Public use of the Armory shall be by a priority system established in consultation with the City's Parks and Recreation Commission. 10. Prior to obtaining building approval the City shall be provided, for review and comment, complete architectural elevations, a materials board, and the revised site plan showing increased provision for onsite parking and adherence to all City landscape standards. Consideration shall be given to incorporation of turf block in parking area. A final hearing by the Planning Commission shall be held for its final conceptual approval of the revised precise plan. 11. GENERAL MEASURES a. Any revisions to the site plan should be submitted to City Staff for review by the Community Development Director. The revised plan should show compliance with all applicable zoning standards. b. Parking space(s) shall be provided and maintained in accordance with Chapter 88, Article VII. of the Azusa Municipal Code. C. Parking shall be striped and shall have adequate guards for protection of other vehicles on same lot (i.e. wheel stops). d. Five (Y) perimeter landscaping shall be provided along perimeter of parking area, except for areas adjacent to buildings. e• Ten percent (10%) interior landscaping shall be provided within the interior of parking area. f• Landscaping shall be adequately maintained a4 all times including, but not limited to, irrigation, weeding, and/or replacement, en necessary. 9. A separate landscape and irrigation plan shall be submitted to the Community Development Director for review and comment, showing locations, quantities, sizes, planter box sizes and plant material, as well as design of an automatic irrigation system. h. The premises shall be maintained in a clean and acceptable condition at all times. All buildings and walls shall be maintained in good repair at all times. Any offensive markings shall be removed immediately. Any graffiti shall be painted over within 30 days to match existing wall in color and tone. 1. Provide Fire Department of City Approved street signs and building access numbers prior to occupancy. 0 0 RESOLUTION NO. 98-C35 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING TENTATIVE PARCEL MAP NO. 24852 WITH CERTAIN CONDITIONS WHEREAS, CAL MAT PROPERTIES CO. has applied for approval of TENTATIVE PARCEL MAP NO. 24852 to create six lots, affecting property located at: 1201 N. Todd Avenue and WHEREAS, the Planning Commission held a duly noticed public hearing on January 28, 1998, continued from January 14, 1998, and has carefully considered all pertinent evidence and testimony, and WETMAS, the Planning Commission adopted Resolution No. 98-3 recommending to the City Council that this tentative land division map be approved, and WHEREAS, the City Council has held a duly noticed public hearing on February 17, 1998 and has carefully considered all the pertinent evidence and testimony regarding Tentative Parcel Map 24852. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF AZUSA DOES RESOLVE AS FOLLOWS: SECTION 1: The City Council makes the following specific findings: (a) That Tentative Parcel Man No. 24852 meets the requirements of Titles 88 and 66 of the Azusa Municipal Code and the State Subdivision Map Act. With conditions of approval related to streets and utilities the project would be consistent with subdivision requirements. (b) That the proposed land division together with the provisions of its design and improvements is consistent with the General Plan of the City of Azusa. With inclusion of the proposed accessway to riverfront public recreation, the project would be consistent with an intent of the Land Use Element for encouragement of recreational or water conservation reuse of exhausted quarry sites as are located upriver. (c) That the design of the subdivision and the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat. The project site is completely disturbed and virtually without opportunity for environmental damage, and the project has no potential for injury to adjacent habitat or fauna. (d) That the design of the subdivision and the type of improvement is not likely to cause serious public health problems. No health problem are known to be associated with the creation of lots since future uses of the property will be subject to environmental review. Also, conditions of approval are included that address potential air quality impacts from construction and employee vehicle trips which have minor and incremental potential for public health impacts. (e) That the design of the subdivision and the type of improvements will not conflict with easements, acquired by the public at large, for access through or uses of property within the proposed subdivision. There are no such easements. (f) That the site is physically suitable for the type and density of development proposed The type of development and intensity are not constrained by any features associated with the site or its proposed access. SECTION 2: Pursuant to the State CEQA Guidelines, a Mitigated Negative Declaration has been prepared and reviewed, finding that the proposed project could not have a significant effect on the environment. The Planning Commission hereby recommends certification of said Mitigated Negative Declaration, with the provision that the mitigation measures therein, which have been agreed to by the applicant, are implemented.
