RESOLUTION NO. 98-C87
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA OPPOSING GOVERNOR
WILSON'S PROPOSED CUT TO THE STATE OF CALIFORNIA VEHICLE LICENSE FEE
WHEREAS, the Governor has proposed a 50% cut in the Vehicle License Fee (VLF) tax,
beginning January 1, 1999 by reducing the tax rate from the current 2% of the value of the car to 1 %;
and
WHEREAS,the second proposed tax cut from the 1 % to 0.5% of the value of the car would
take effect January 1, 2002, resulting in a total tax cut of 75%, or $3.56 billion per year state wide: and
WHEREAS, said proposal provides for a "statutory backfill" of local government losses from
the State general fund, the statutory general fund backfill is not constitutionally protected as a local
government revenue source; and
WHEREAS, this backfill "guarantee" is no guarantee at all, the best this proposal offers is a
backfill that has to be reconfirmed each year in the State budget process, a condition that is very
discomforting to the minds of local officials; and
WHEREAS, said proposed tax cut would result in a specific loss to the City of Azusa revenues
of $1,874,880.00;
NOW THEREFORE, The City Council of the City of Azusa hereby resolves as follows:
Section 1. The City of Azusa feels strongly that the Governor's proposal has little in the
way of worthy merit by local government standards. Without a secure guarantee and recognition of
a partnership with local governments in distributing the State's surplus, the City of Azusa will continue
to oppose efforts to take VLF from a constitutionally protected local revenue source to a State controlled
and unprotected general fund backfill.
Section 2. The City Council of the City of Azusa will continue to hope that the State of
California would recognize its' grossly swollen surplus is in part due to the shift of local government
property tax revenues to the State, and that local governments should be sharing in said budget surplus
through a return of property tax revenues, not facing a rampaging State Legislature that is intent on
profiting from a politically expedient tax cut. It is time to give the money back to cities, not take away
more!
Section 3. Upon execution by the Mayor, the City Clerk is directed to distribute this
resolution to the State Assembly, the State Senate, the Attorney General, the Lieutenant Governor, the
Governor, the League of California Cities and all of the surrounding cities.

SECTION 2. That the City Clerk shall certify to the adoption of this resolution and shall deliver
a certified copy thereof to the City Treasurer and shall retain a certified copy thereof in his own records.
