A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
REVISING CLASS SPECIFICATIONS FOR UTILITIES MARKETING
SERVICES COORDINATOR.
WHEREAS, the City of Azusa Rules of the Civil Service System, Section 3.3 Position
Classifications, Preparation and Content of Class Specifications, state that the designation
of a title for each class together with specification for each class shall be reviewed by the
Personnel Board and approved by the City Council and that amendments or revisions to the
Classification Plan, shall be submitted to the Personnel Board for review and to the City
Council for approval; and
WHEREAS, on August 25, 1998, the Personnel Board reviewed the request of Director
of Utilities Joseph Hsu to revise the class specifications for Utilities Marketing Services
Coordinator to include essential functions, requisite abilities and education and experience
guidelines relating to the wholesale aspect of the utilities industry. Board members
unanimously recommended approval of the revisions.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
AZUSA DOES HEREBY:
1. Adopt the revised classification specifications attached hereto as "Exhibit A" -
Utilities Marketing Services Coordinator class specifications.

DEFINITION
Under administrative direction, plans, directs, manages and participates in activities which enhance customer
services, preserve existing customer base and attract new customers to Azusa; develops wholesale business
relationship with other wholesale entities, implements cost effective wholesale power purchasing strategies;
provides responsible and complex administrative support; performs related duties as required
CLASS CHARACTERISTICS
This is a single -position class reporting directly to the Manager of Integrated Resource Planning.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be filled, the essential
functions will be noted in the announcement of position availability. Letters in parenthesis at the end of each
function statement represent the abilities required to perform that function.
Manages and plans wholesale and retail services and activities within the Department; recommends,
implements and evaluates goals, objectives and practices relating to the provision of effective use of
utility's power resources to cost efficiently serve Azusa's customers; negotiates, presents for approval
short-term wholesale purchase and sale agreements; negotiates, presents for approval and implements
specific retail customer agreements; works closely with the Utilities Department's management team to
implement specific Public Benefit Programs. (a b c d f g h i j k 1)
2. Conceptualizes, develops and implements new customer services to enhance the utility service value;
coordinates with staff to meet the needs of new businesses; designs, coordinates and implements the
Public Benefit Programs; monitors and evaluates the response of the business community to Utilities and
the City's business retention and attraction programs.(a b c d f g h i j k 1)
3. Negotiates, presents for approval and implements approved customer agreements.(a c f g i j 1)
4. Works closely with the Utilities Department's management team and other City agencies to design
programs to retain and attract businesses to the City; serves as the internal coordinator among the
Utilities technical and customer service staff regarding marketing services programs and customer
contacts; manages, assists and coordinates the work of professional and support personnel in the

5. Develops and disseminates customer information promoting wise and efficient use of electricity and water;
implements energy and water conservation programs according to existing regulations and City
ordinances; presents conservation educational programs to schools, media, civic organizations and

REQUISITE ABILITIES
a. Communicate clearly and concisely, both orally and in writing.
b. Research, prepare, present, and implement comprehensive customer service programs, wholesale
power purchasing strategies, and comprehensive retail marketing programs..

c. Develop and maintain effective relationships with the community at large, businesses, other City
departments, other utilities, wholesale power entities, and applicable regulatory agencies.
d. Operate a computer and a variety of software programs.
e. Promote conservation of water and electricity.
f. Represent the City in a variety of meetings.
g. Provide professional leadership and direction.
h. Prepare and administer large and complex budgets.
i. Analyze unusual situations and resolve thernthrough application of management principles and practices.
j. Negotiate complex and sensitive agreements.
k. Develop creative marketing strategies to ensure the attraction and retention of businesses.
I. Meet the physical requirements established by the City.
QUALIFICATIONS GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities
necessary for satisfactory job performance. Example combinations include graduation from an accredited
college/university with a bachelor's degree in marketing, public or business administration, finance,
engineering or a related field and three years of increasingly responsible experience in marketing, sales
and/or business development programs -one year of which must be for an electric or gas utility in the
development and implementation of wholesale and retail marketing programs.
Knowledge and Skill Levels
Considerable knowledge of pertinent federal, state and local policies, procedures, laws, and regulations;
principles and practices of customer motivation and marketing; rate setting theory; principles and practices
of organization, administration, and budgeting; ethical and effective negotiation methods; electric and
water utility operational principles and practices. Working knowledge of personal computer applications
and software programs.
Special Requirements
Possession orability to obtain a valid Class C California Driver's License and a satisfactory driving record.
