We are pleased to provide you with the enclosed information about the Rivers, Trails and
Conservation Assistance (RTCA) Program of the National Park Service. The packet contains basic
program information as well as an update on our office's recent activities. As you will notice, bur
joint project has been listed as one of our office's 1998 projects in the one-page update sheet.
Weare currently developing our slate of new and continuing projects for the next fiscal year
beginning October I. Due to a high demand for our assistance, we ask our continuing cooperators to
discuss project needs with your RTCA staff person and to annually submit a request for continuing
assistance. We are asking that applications for new projects be submitted by July 1 and applications
for continuing projects be submitted by August 7. Please be as specific as possible about both the
type of assistance and the time commitment you anticipate from the RTCA program to complete
project goals in the coming year.
As you know, the purpose of the Rivers, Trails and Conservation Assistance Program is to empower
local communities to achieve their own conservation goals. We have very much enjoyed working
with you and highly value the progress we have already made toward that end. While we anticipate
involvement in some of our current projects for another year, we are likely to conclude others. We
sometimes provide shorter term consultation services throughout the year depending on needs and
staffing availability. If this -might be an appropriate phasing out of RTCA involvement in your
project, please let us know_ In addition, if you have ideas for future joint projects, please let.us know
that as well.

Peg Henderson of the United States Department of the Interior, Rivers and Trails Assistance
Program, has been leading the City in its effort to develop a long term plan for the San Gabriel River
through Azusa and the neighboring cities. Ms. Henderson's commitment to Azusa ends at the end
of September 1998 (the end of the Federal fiscal year). In order to continue receiving her assistance
with the City's riverfront planning effort, the City needs to officially request her involvement for the
next federal fiscal year.
The attached resolution is an official request for a continued assistance by the Rivers and Trails
Program.
RECOMMENDATION:
It is recommended that the City Council approve the attached Resolution and direct staff to submit
it to the Department of Interior.
