HomeMy WebLinkAboutResolution No. 98-C1980 0 RESOLUTION NO. 98—C198 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA GRANTING A BENEFIT PACKAGE TO DEPARTING EMPLOYEES AUDREY CARNEY, DANIEL CHUDYK, RONALD COMPTON, JESUS ENRIQUEZ, AND SANDRA SMITH AND THANKING THEM FOR THEIR YEARS OF DEDICATED CITY SERVICE WHEREAS, the City of Azusa has been fortunate to benefit from the long-term employment of qualified individuals who have served this organization and the Azusa community for as much as 10, 15, 20 or 25 years or more; and WHEREAS, upon retirement from public service, such individuals deserve formal recognition and thanks from the City for a job well done over a significant and long period of time; and WHEREAS, the City of Azusa Finance Department has projected that overall, in the 1998-99 Fiscal Year, revenues in the City's General Fund will remain at levels roughly equal to the prior year; and WHEREAS, the City has contractual commitments to pay the costs of providing essential community services such as fire protection, animal control and refuse collection, as well as the costs for City needs such as legal representation and insurance protection, and WHEREAS, increases in these "non -discretionary" costs, coupled with the Cost -of -Living Adjustment, juxtaposed against an essentially "flat" revenue picture, caused the Finance Department to predict a revenue shortfall in the 1998-99 Fiscal Year, and WHEREAS, the City Manager and Assistant City Manager did meet with all employees to explain the situation and did ask that those employees in the midst of planning their respective retirements from the field of public service to consider assisting the City financially by accelerating their plans and retiring early, and WHEREAS, in recognition of these facts, the employees listed below have offered to leave the employ of the City of Azusa, and in doing so, to assist the City in mitigating the revenue shortfall in its General Fund; and WHEREAS, employees who agree to retire with the specific intent to assist the General Fund during its time of need also deserve formal recognition and thanks, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY FIND AND DIRECT AS FOLLOWS: 1. The City Council, City Staff and constituents of the City of Azusa do deeply and honorably thank Administrative Secretary Audrey Carney for 20 years of dedicated public service to the City of Azusa Police Department and Human Resources Division and shall regret the conclusion of her employment with the City of Azusa on December 30, 1998, a. Ms. Carney shall receive the usual departing benefits outlined in the Memorandum of Understanding with the Azusa City Employees Association ; and b. The City shall reimburse Ms Carney for approximately 70% of unused sick leave and convert the remainder to Personal Business Leave. The percentage of sick leave and converted Personal Leave may vary, but shall equal 100%; and c. The City shall provide Ms. Carney with dental coverage during the 18 -month COBRA period; and Page 1 of 3 0 0 d. The City will reimburse Ms. Carhey the purchase of her previous Cal PERS service credit with the L.A. County Schools; and e. Include uniform allowance earned while working at the Police Department in Ms. Carney's final check. 2. The City Council, City Staff and constituents of the City of Azusa do deeply and honorably thank Community Improvement Inspector Daniel Chudyk for his 10 years of dedicated public service to the City of Azusa Community Development Department and shall regret the conclusion of his employment with the City of Azusa on December 30, 1998; and a. Mr. Chudyk shall receive the usual departing benefits outlined in the Memorandum of Understanding with the Azusa City Employees Association; and b. The City shall pay Mr. Chudyk for all unused accrued sick leave; and c. Mr. Chudyk shall receive half of the described "Health Insurance During Retirement" benefit as outlined in the Memorandum of Understanding with the Azusa City Employees; and d. The City shall provide Mr. Chudyk with dental coverage during the 18 -month COBRA period. (not to exceed a total of $500). 3. The City Council, City Staff, and constituents of the City of Azusa do deeply and honorably thank Corporal Ronald Compton for his 23 years of dedicated public service to the City of Azusa Police Department and shall regret the conclusion of his employment with the City of Azusa on December 26, 1998; and a. Corporal Compton's two separate periods of employment (totaling over 23 years) shall be considered as one continuous period of service entitling Corporal Compton to receive the usual departing benefits for 23 years of service as outlined in the Memorandum of Understanding with the Azusa Police Officers Association; and b. The City shall provide Corporal Compton with dental coverage during the 18 -month COBRA period (not to exceed a total of $500). 4. The City Council, City Staff and constituents of the City of Azusa do deeply and honorably thank Administrative Secretary Sandra Smith for her 27 years of dedicated public service to the City of Azusa Utilities Department and shall regret the conclusion of her employment with the City of Azusa on December 30, 1998; and a. Ms. Smith shall receive the usual departing benefits outlined in the Memorandum of Understanding with the Azusa City Employees Association; and b. The City shall pay Ms. Smith for all unused accrued sick leave; and c. The City shall provide Ms. Smith with dental coverage during the 18 -month COBRA period. 5. The City Council, City Staff and constituents of the City of Azusa do deeply and honorably thank Facilities Maintenance Supervisor Jesus Enriquez for his 29 years of dedicated public service of the City of Azusa Community Development Department, Public Works Division, and regret the conclusion of his employment with the City of Azusa on November 4, 1998; and a. Mr. Enriquez shall receive the usual departing benefits outlined in the Memorandum of Understanding with the Azusa City Employees Association; and b. The City shall provide Mr Enriquez with dental coverage (not to exceed a total of $500) for the 18 -month COBRA period. Page 2 of 3 0 0 The City Clerk shall certify the passage of this Resolution. PASSED, APPROVED AND ADOPTED; THIS 7th DAY OF DECEMBER, 1998. 'MAYOR I HEREBY CERTIFY that the foregoing Resolution was duly passed by the City Council of the City of Azusa at a regular meeting thereof held on the 7'" Day of December, 1998.
