CITY HALL, AZUSA, CALIFORNIA. APRIL 15, 1940. 7:30 P. M.
The City Council of the City of Azusa met in
regular session at the above time and place.
Present at roll call: Councilmen: Jumper, Roll call.
Malone, Bradshaw, Owens, Arnold, City Attorney
Miller and City Clerk.
Each member present having acknowledged receipt of Minutes
a written copy of the minutes of the regular meet- approved.
ing of April 11 1940, the Mayor asked if there were
any objections or corrections to said minutes.
' There being none, the minutes of the regular meet-
ing of April 1, 1940 were unanimously approved as
written.
An invitation to the League Meeting at Montebello
was read and ordered placed on file.
A communication from Cornelius Smith relative to Mr. Smith
the matter of the Thomas A. Smith collection of offered collect
semi-precious stones being presented to the City ion of semi -
of Azusa as the beginning of a City museum, was precious stones

Moved by Councilman Bradshaw, seconded by
Councilman Owens and duly carried the Clerk be
instructed to express to Mr. Smith and members of
his family the Council's appreciation of this
splendid gift and to assure them the matter of
housing the collection would be taken care of.
A note of appreciation signed by Mrs. Thomas A.
Smith and family was read and ordered placed on
file.
A communication signed by J. D. Miller, Deputy
State Fire Marshal, relative to the sale of fire
works, was read.
Moved by Councilman Malone, seconded by Council-
man Jumper and duly carried this matter be
' referred to the Fire and Police Committee to
report back at the next regular meeting.
An application fcr employment was offered by
James Cobb.
Moved by Councilman Owens, seconded by Council-
man Jumper and duly carried that same be placed
on file.
Mr. William E. bush requested a Zoning variance in
order that he may establish a Tea Room at #{515
East Foothill �oulevard.
Mr. Smith, Secretary of the Azusa Planning Commission,
stated that the Commission recommended Mr. Bush's

agreed upon by the Police Department of Pomona for

Moved by Councilman Owens, seconded by Council-

Moved by Councilman Jumper, -seconded by Council-,
man Malone that this request be granted subject
to the recommendations of the Planning Commission
and the provisions of Zoning Ordinance #342.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Bradshaw,
Owens, Arnold.
Noes: None. Absent: None.
' City Attorney Tscharner reported that the tax
deeds to sixteen lots to be acquired by the City
of Azusa would be received very soon and that he
would bring action to quiet title when instructed
to do so.
The following business men were granted City
business for the month of May:

First Aid, Etc. - Foothill Drug Store
Garage - Chevrolet Garage
Grease Jobs - Union Station (Dalton Avenue)
Hardware - Morgan Hardware
Lumber - Williams Lumber Yard

Tires - C. H. Howard.
Mr. F. I.A. Robinson, Auditor, addressed the Council
stating that he had completed the quarterly audit
and callsd the attention of the members of Council
to the steady increase in delinquent accounts in
the Water and Light Departments and requested that
a special effort be made to collect all delinquent
accounts.
Moved by Councilman Jumper, seconded by Council-
man Malone the following requisitions be allowed:
783 to 787 and 803 to 810.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Bradshaw,
Owens, Arnold.
Noes: None. Absent: None.
Moved by Councilman Jumper, seconded by Council-
man Malone the following Bills be allowed and
warrants ordered drawn upon the Treasury for the
same.
Carried by the following vote of the Council:

man Bradshaw that the Council proceed to canvass
the Absentee Ballots.
Carried by the following vote of the Council:

man Bradshaw the Council proceed to canvass the
returns of the General Municipal Election held
April 9, 1940.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Bradshaw,
Owens, Arnold.
Noes: None. Absent; None.
The'City Council then proceeded to publicly
examine and canvass said returns and upon com-
pletion of said canvass by said Council, it
appeared that the whole number of votes cast
at said election were 1400, that the names of
persons voted for, the offices for which they
were voted and the number of votes given in
Consolidated "A" Precinct and Consolidated
"B" Precinct to each of said persons, together
with the whole number of votes which they
received in the entire City of Azusa are as

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES
COUNTY, CALIFORNIA, DECLARING THE RESULT OF THE OFFICIAL COUNT AND
CANVASS OF THE VOTERS OF THE GENERAL MUNICIPAL ELECTION HELD IN
THE SAID CITY ON APRIL 9, 1940.
The City Council of the City of Azusa does resolve as follows:
WHEREAS a General Municipal Election was held and conducted
in the City of Azusa, County of Los Angeles, State of California,
on Tuesday the 9th day of April, 1940, as required by law, and
WHEREAS it appears that Notice of said Election was duly and
legally given and that there were two voting Precincts established
for said Election consisting of Consolidation of regular City
Precincts for holding State and County Elections as the same were
and are established by the Board of Supervisors of Los Angeles,
California; that election officials were appointed and election
supplies furnished and that in all respects said election was held
and conducted and the returns thereof made and declared in time,
form and manner as required by the General Laws of the State of
California governing elections in cities of the fifth and sixth
a classes; and
WHEREAS the City Council of the City of Azusa met at the
Council Chambers of said Council on Monday the 15th day of April,
1940, to canvass the returns of said election and install the
newly elected officers. Whereupon the said Council found that the
number of votes cast, the names of the persons voted for, the

result of said election and other matter required by law, to be as
hereinafter stated.
NOW, THEREFORE, IT IS HEREBY RESOLVED AND DECLARED AS FOLLOWS: -
That said regular Municipal Election was held and conducted
in the City of Azusa, California, on Tuesday the 9th day of April,
1940, in the time, form and manner as required by law.
That there were two voting precincts established for the
purpose of holding said election consisting of a consolidation of
the regular Election Precincts established for holding General
' State and County Elections.
That the whole number of votes cast in said City of Azusa at
said election was 1400.
That the names of the persons voted for, the offices for
which they were voted, and the number of votes which were received
in the entire City of Azusa are as follows: -

BE IT FURTHER RESOLVED AND DETERMINED that at said General
Municipal Election Phyllis Clair Bradshaw was elected to office of
Member of the City Council of the City of Azusa, California, for
the full term of four years; also'that Walter Malone was elected
to office of Member of the City Council of the City of Azusa,
California, for the full term of four years; also that Harry D.
Jumper was elected to office of Member of the City Council of the
City of Azusa, California, for the short term of two years; also
that Mae A. Hynes was elected to the office of City Clerk of the
City of Azusa, California, for the full term of four years; also
that Thomas L. Munson was elected to office of City Treasurer of
the City of Azusa, California, for the full term of four years;

AND BE IT FURTHER RESOLVED that the City Clerk shall immedia-
tely make and deliver to each of said persons so elected a Certi-
ficate of Election signed by her and duly authenticated; that she
shall also impose, or have imposed, the constitutional oath of
office upon said persons so elected as Members of the City Council
of said City, City Clerk and City Treasurer and shall have them
subscribe thereto and file the same in her office, thereupon, each
and all of said persons so elected to said respective offices shall
be inducted into said respective office to which they have been
elected.
Passed, adopted and approved this 15th day of April, 1940.

I HEREBY CERTIFY that the foregoing Resolution was regularly
adopted by the City Council of the City of Azusa at a regular meet-
ing of said Council held in the regular Council Chambers of said
City -Council in said City on April 15th, 1940, and that the same
was passed by the following vote of the Council:
AYES: Councilmen: Jumper, Malone, Bradshaw, Owens, Arnold.
NOES: Councilmen: None.
ABSENT: Councilmen: None.

Moved by Councilman Owens, seconded by Council-
man Bradshaw that the above Resolution be adopted
as read and numbered Resolution No. 1660.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Bradshaw,
Owens, Arnold.
Noes: None. . Absent: None.
The Clerk immediately took, subscribed and filed
the constitutional oath of office, as required by
law. The Council elect, Phyllis Clair Bradshaw,
Walter Malone and Harry D. Jumper then took, sub-
scribed and filed.the constitutional oath of office,
as required by law.
The Council thus constituted took their seats at
the Council table and proceeded to organize.
Thomas L. Munson, City Treasurer, took, subscribed
and filed the constitutional oath of office, as
required by law.
Roger Dalton,,President of the local Chamber of
Commerce, addressed the Council expressing his
sincere wishes for a successful administration.
Moved by Councilman Jumper, seconded by Council-
man Bradshaw that Roy C. Arnold be nominated
Mayor of the City of Azusa.
Councilman Arnold declined the office of Mayor
stating his business demanded all of his time and
expressed his gratitude to members of the Council
and employees for their cooperation during his
term of office.
Moved by Councilman Arnold, seconded by Council-
man Malone that Councilman Owens be nominated
Mayor.
Carried by the fol -lowing vote of the Council:

Thereupon Mayor Owens took the chair and the Council
proceeded with new business.
City Attorney Miller reported that he had completed City Attorney
his six months term in the office of City Attorney Millers
and Mr. Tscharner woula carry on for the next six report.
