HomeMy WebLinkAboutResolution No. 99-C0430 0 RESOLUTION NO. 99—C43 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA WAIVING FORMAL SEALED BIDDING AND AWARDING OF CONTRACTS FOR HARDWARE AND SOFTWARE UPGRADES TO SYSTEMS TECHNOLOGY ASSOCIATES AND COGNOS CORPORATION. WHEREAS, Section 2-537 of the Azusa Municipal Code requires City purchases over the amount of $5,000 to be awarded to the lowest responsible bidder after notice, and WHEREAS, Section 2-536 of the Azusa Municipal Code requires the City Council to waive formal sealed bidding procedures upon finding that the public welfare would be promoted by dispensing with them, and WHEREAS, the market for Hewlett Packard minicomputer equipment is limited and all known vendors were contacted, and WHEREAS, Systems Technology Associates of Irvine submitted the lowest of three hardware bids in the amount of $76,098.27, and WHEREAS, Cognos is the only supplier of the development language PowerHouse which is used to run and develop the Department's utility billing system, and WHEREAS, the City has a need to upgrade its minicomputer system and software to meet its obligations under the Customer Information Services Agreement with the City of Colton, and WHEREAS, the Department has the immediate and time sensitive need to begin the process of upgrading this hardware in order to complete the Customer Information Service Project with Colton well before the Year 2000, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY FIND AS FOLLOWS: Section 1. That conducting a formal "sealed" bidding process for the purchase and upgrade of the Light and Water Department's Hewlett Packard 3000 and PowerHouse software would be impracticable, useless and uneconomical and that the public welfare would be promoted by dispensing with them,,and Section 2. That the formal "sealed" bidding process is waived, and Section 3. That the purchase of the Hewlett Packard 3000 939KS/020 contract shall be awarded to Systems Technology Associates in the amount of $81,736.71 (including tax) and that the PowerHouse license upgrade be awarded to Cognos is the amount of $63,984. Section 4. That the Purchasing Officer is authorized to sign the various documents that are necessary to effectuate the procurement and installation. PASSED, APPROVED AND ADO 5TH D APRIL, 1999. MAYOR I HEREBY CERTIFY that the foregoing Resolution No. 9 9 —C 4 3 was duly adopted by the City Council of the City of Azusa, at a regular meeting thereof, held on the 5TH day of APRIL, 1999 by the following vote of the Council.
