CITY BALL, AZUSA, CALIFORNIA. MAY 20, 1940. 7:30 P. M.
The City Council -of the City of Azusa met in
regular session at the above time and place.
Present at roll call: Councilmen: Jumper, Roll call.
Malone, Bradshaw, Arnold, Owens, City Attorney
Tscharner and City Clerk,
Mayor Owens offered a Resolution entitled:
A RESOLUTION OF THE.CITY COUNCIL OF THE CITY OF RESOLUTION NO.
AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, 1665 adopted.
AUTHORIZING THE MAYOR TO OPEN ALL CITY COUNCIL
' MEETINGS WITH THE FLAG SALUTE.
Moved by Councilman Arnold, seconded by Council-
man Malone this Resolution be adopted as read
and numbered Resolution No. 1665.
Carried by the following vote of the Council:
Ayes: Counoilmen: Jumper, Malone, Bradshaw,
Arnold, Owens.
Noes: None.
Absent: None.

and instructed to advertise for Bids for the
collection of City garbage, to be opened
June 17, 1940.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF AZUSA, LOS..ANGELES COUNTY, CALIFORNIA, AMEND-
ING.SECTIONS 14, 16 AND 19 OF ORDINANCE NO, 154
OF SAID CITY OF AZUSA ENTITLED "AN ORDINANCE OF
THE CITY OF AZUSA PROVIDING A SYSTEM FOR THE
ASSESSMENT, LEVY AND COLLECTION OF TAXES PASSED
THE 24TH DAY OF FEBRUARY, 1914," AND ALSO AMEND-
ING SECTION 15 OF SAID ORDINANCE #154 AS AMENDED
BY SECTION 1 OF ORDINANCE #159 OF THE CITY OF
AZUSA ENTITLED "AN ORDINANCE OF THE BOARD OF
TRUSTEES OF SAID CITY OF AZUSA AMENDING SECTIONS
150 28, 29, 300 33 AND 46 OF ORDINANCE_#154 OF
THE BOARD OF TRUSTEES OF THE CITY OF AZUSA
ENTITLED AN ORDINANCE OF THE CITY OF AZUSA PRO-
VIDING A SYSTEM FOR THE ASSESSMENT, LEVY AND
COLLECTION OF TAXES PASSED THE 24TH DAY OF
FEBRUARY, 1914."

This Ordinance was then read.

cilman Malone that this ordinance be adopted
as read and numbered Ordinance,No. 351.

Mr. Ed Sims addressed the.Council relative to
the employment of local -labor -on the WPA Project
now under construction. He stated that he and
many others were unemployed and unable to secure
work on this project.
Mr. Sims was advised by Mayor -Owens to register
with the Secretary of -the Chamber.of Commerce
and to notify all those -on Relief -to do likewise.

Mr. Blazer addressed the Council relative to
the operation of pin -ball machines in Azusa,
stating that machines with five balls or more
are considered games of skill not chance.
Councilman Jumper offered an Ordinance entitled:

OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, PRO-
VIDING FOR LICENSING.AND REGULATING AND THE
CARRYING ON OF CERTAIN TRADES, OCCUPATIONS,
CALLINGS AND GAMES IN.THE CITY OF AZUSA;. FIX-
ING THE LICENSE FEES AND PRESCRIBING THE PENAL-
TIES FOR VIOLATIONS OF THIS ORDINANCE AND
REPEALING ALL ORDINANCES AND PARTS OF
ORDINANCES IN CONFLICT THEREWITH.

Mr. Techarner stated that the so .called "Green
River Ordinance" had been held unconstitutional
in the California -Courts.
Councilman Bradshaw offered a Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AMENDING RESOLUTION NO.
RESOLUTION N0, 1535 AND APPOINTING MARION BELL 1666 adopted.
AS LINE TRUCK FOREMAN IN THE LIGHT DEPARTMENT
AND FIXING HIS SALARY.
Mr, Frank Smith of 627 Monte.Vista Avenue Frank Smith
appeared before the Council requesting that addressed
Council -take-necessary steps to prevent Council.
Spanish people from burying animals on vacant
property near his home, stating that..the wild
animals dig them up, causing a health menace.
Mr. Smith was assured the matter would be
taken care of.
Moved by Councilman Arnold, seconded by
Councilman Malone that this Resolution be
