HomeMy WebLinkAboutResolution No. 99-C082RESOLUTION NO. 99—C82 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REVISING THE RULES OF THE CIVIL SERVICE SYSTEM SECTION 5.5.3 PROMOTIONAL EXAMINATIONS WHEREAS, Article V. Boards and Commissions, Division 4. Personnel Board, Section 2-411.1 Duties state that the powers and functions of the Personnel Board shall be to consider and recommend to the City Council a set of rules and regulations to supplement divisions 7 through 10 of Article III of Chapter 2 of the Municipal Code and revisions and amendments thereof; and WHEREAS, Personnel Board Members have reviewed Section 5.5.3 Promotional Examinations and unanimously recommend Rule 5.5.3 be revised to permit part -employees to compete in promotional examinations. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVES AS FOLLOWS: 5.5.3 Promotional Examinations: Promotional examinations may be conducted whenever practical, as recommended by the department head and approved by the Personnel Board. Promotional examinations may include any of the selection techniques mentioned in Rule 5.5.1, or any combination of them. All eligible employees will be required to participate in the selection techniques established for the position. 5.5.3.1. Eligible Employees Regular employees' who meet the requirements of the position may compete in promotional examinations. Part-time Employees' who meet the requirements of the position may compete in promotional examinations provided the following conditions are met. 5.5.3.1.1. The part-time employee is employed in a position for which there is a full-time counterpart class which has been adopted in to the classification plana. 5.5.3.1.2. If a written examination was administered for the full-time position, a part-time employee must have successfully passed the same written examination for the part-time position. If a written examination has not been administered for the full-time class for 5 years or more or if the written examination is outdated, examination procedures shall be in accordance with Section 5.5.1. If a written examination was never administered for the position, the employee's department head must certify that the employee's job performance is satisfactory and that the employee is eligible to compete in the promotional examination. A department head may require a written examination prior to a part-time appointment. If a written examination is not required prior to appointment, a part-time employee may apply to 'Section 2.46. Regular Employee. An employee who has successfully completed an initial probationary period in a regular position 2Sec. 2.30. Part-time Employee. An employee who is employed to work less than 8 hours per day, 40 hours per week, or 12 full months per year. 3Sec. Classification Plan. The designation of a title for each together with specifications for each class shall be reviewed by the Personnel Board and approved by the City Council. take a written examination in order to qualify for participation in future promotional examinations. With department head approval, a part-time employee who has been disqualified in any part of a written examination for the part-time position to which he/she has been appointed, may continue employment in the part-time position. A part-time employee may take a written examination twice in one year for the part-time position they occupy, but shall not be eligible to take the written examination for the same classification until 90 calendar days have passed from the date of the previous examination, unless the examination has been substantially revised. A part-time employee will have no appeal rights in the examination process for the part-time position. Human Resources will establish examination dates and maintain a list of eligible candidates who have qualified to compete in promotional examinations. 5.5.3.1.3. Completed 1040 hours of service. 5.5.3.2. Ineligible Employees The following employees are excluded from this rule except with approval of the City Manager.
