RESOLUTION NO. 99—C60
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING THE CITY'S CLASSIFICATION PLAN AND
COMPENSATION AND BENEFITS MEMORANDUM COVERING THE
NON -REPRESENTED MIDDLE MANAGEMENT EMPLOYEES TO
INCLUDE THE CLASS OF ASSISTANT DIRECTOR OF COMMUNITY
DEVELOPMENT
WHEREAS, the Municipal Code of the City of Azusa states that the Personnel Board shall adopt
a position classification plan and class specifications and revisions thereof from time to time and shall
recommend salaries therefor; and
WHEREAS, Sections 2.9, 3.1, 3.3, 3.5 of the City of Azusa Rules of the Civil Service System state
that purpose of the classification plan is to provide a complete and continuous inventory of all classifications,
to provide accurate specifications; that the Personnel Board shall recommend and the City Council adopt
the class specifications for all positions; that before the classification plan or any part thereof becomes
effective, it shall be submitted to the Personnel Board for review and to the City Council for approval; and
WHEREAS, Director of Community Development Roy Bruckner has requested that the class of
City Planner be replaced with a new class of Assistant Director of Community Development and that the
essential functions be expanded to include assistance to the department on majorcommunity development
programs and to provide a salary commensurate to expansion of the functions of the position.
WHEREAS, on April 27, 1999, members of the Personnel Board reviewed Director Bruckner's
request and recommended adopting the class specifications for Assistant Director of Community
Development and establish a range therefor at Range 3505 ($5767.51 - $7035.40).
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF AZUSA
DOES HEREBY:
1. Adopt the class specifications for Assistant Director of Community Development attached
hereto as "Exhibit A" as an FLSA exempt position and to amend the City of Azusa
Compensation and Benefits Memorandum Covering the Non -Represented Middle Management
Employees to include the class.
2. /Establis� a salary therefor at Range 3505, $5767.61 - $7035.40.

ASSISTANT DIRECTOR OF COMMUNITY DEVELOPMENT
(FLSA Exempt)
DEFINITION
Under general direction, assists in directing, planning, managing, and coordinating the activities
of the Department of Community Development, and plans, organizes, supervises, reviews, and
participates in the activities of the Planning Division. Takes leadership in developing a vision for
land use, transportation, and public service future of the Community through the General Plan and
its administration. Involves the Community in achieving its potential for physical, economic, and
social improvement. Assists in the implementation of City policies related to planning, building,
code enforcement, business license, engineering, and public works; serves as staff to the Planning
Commission; performs complex professional work in all phases of city planning; and performs
related duties as required.
CLASS CHARACTERISTICS
This position reports to the department director, and is primarily responsible for coordinating the
City's planning activities with other divisions and departments in the City, supervises Planning
Division staff, and acts on behalf of the department director in his/her absence in coordinating and
managing the activities of the Department of Community Development.
ESSENTIAL FUNCTIONS

1. Develops and implements goals, objectives, policies and procedures related to the Planning
Division, oversees office operations, maintains appropriate records and files and coordinates

2. Conducts the most complex assignments and directs the work of others involved, in the
preparation and review of current and long range planning projects; ensures that planning
activities are conducted in accordance with federal and state law, City ordinances, rules, and

3. Directs, coordinates and participates in the conduct of environmental impact studies, including
the preparation of Requests for Proposal; coordinates project review by other agencies; reviews
and evaluates conclusions of environmental impact reports and prepares recommendations.

4. Supervises professional, technical, and clerical staff engaged in long range and current City
Planning activities including general plan and zoning code maintenance, review of proposed

5. Supervises and participates in the preparation of the Planning Commission agenda and
compilation of required reports and documents; attends Planning Commission meetings and
serves as Secretary to the Planning Commission; makes recommendations, presentations, and

6. Selects Planning Division employees; plans and organizes work; develops and establishes work
methods and standards; conducts or directs staff training and development; reviews and
evaluates employee performance; executes disciplinary action. (a d e g r)
7. Confers with builders, engineers, business and property owners, contractors, attorneys,
architects, and the public concerning Department and Division procedures, interpretation and
application of city planning policies and ordinances and conditions imposed on approved

Prepares and administers the Planning Division budget and monitors expenditures. Assists in

REQUISITE ABILITIES
a. Communicate clearly and concisely, both orally and in writing.
b. Research and prepare complex reports on a variety of planning related subjects.
c. Deal effectively with developers, property owners, architects, engineers, and the general public.
d. Plan, direct, and coordinate current and long range planning project/programs and manage a
division.

QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and
abilities necessary for satisfactory job performance. Example combinations include graduation
from college with a bachelors degree in Urban and Regional Planning, Environmental Design,
Architecture, Landscape Architecture, or closely related field and five years increasingly
responsible experience in professional land use planning work typically performed for public
agencies, including three years in a supervisory capacity.
Knowledge and Skill Levels
Thorough knowledge of the theories, principles, procedures, practices, law, research methods
and trends inthefield of planning, redevelopment, housing, zoning, subdivisions, environmental
analysis, as well as recent developments, current literature and informational sources in the
field of planning and zoning. Considerable knowledge of the methods, plans, systems, forms,
maps, and tools common to a land use planner's work, and sources of information and
agencies that may be utilized in conducting research and addressing planning matters.
Thorough knowledge of organization, administration, budgeting, and personnel management.
Special Requirements
Possession of a valid Class C California Drive's license and a satisfactory driving record.
