HomeMy WebLinkAboutResolution No. 99-C0470 0 RESOLUTION NO. 99-C47 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, OPPOSING AB 1481 WHICH WOULD ELIMINATE WASTE DIVERSION CREDIT FROM OUR GREEN WASTE COLLECTION PROGRAM AND IMPOSE ADDITIONAL MANDATED COSTS ON RATE PAYERS. WHEREAS, in 1995, the City of AZUSA (CITY) implemented a green waste collection program to comply with AB 939; and WHEREAS, in approving this program, the CITY did so with the understanding that the debris could be used by landfills as alternative daily cover (ADC) material and that the CITY would get waste diversion credit under AB 939; and WHEREAS, the State of California, has and continues to authorize cities to get waste diversion credit under AB 939 for green waste used as ADC; and WHEREAS, AB 1481 (Granlund), proposes to change the rules of AB 939 and prohibit cities from taking waste diversion credit for green waste used as ADC; and WHEREAS, AB 1481 would force the CITY to transfer green waste to more distant facilities, which would increase the cost of transporting the material; and WHEREAS, AB 1481 would force the CITY to pay a higher cost to process green waste than is currently paid to the landfills, which use the material as ADC; and WHEREAS, AB 1481 would increase congestion from trucks on our freeways and highways as well as emissions; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AZUSA, as follows: SECTION 1. City of Azusa hereby opposes changing the waste diversion credit for Alternative Daily Cover (ADC) under AB 939. SECTION 2. City of Azusa hereby opposes AB 1481.
