Present at roll call: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens,City Attorney Tscharner and City Clerk. Each member present having acknowledged receipt of a written copy of the minutes of the labt regular meeting of June 3, 1940, the Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of the regular meeting of June 3, 1940 were unani- mously approved as written. The Clerk announced that one Bid had been received in answer to bids calling for the removal of refuse. Moved by Councilman Arnold, seconded by Coun- cilman Malone and duly carried the Bid be now opened, examined and publicly.declared. Roll call. Minutes approved. Bid on Refuse collection awarded to Mrs. Russell. City Council of Azusa. I hereby agree to collect the garbage of the City of Azusa for one year for $75.00.per month. .Collections to be as present,.three times a week. _Tuesdays, Thursdays and Saturdays. I would prefer having this contract for a period of two years at a time as it would give me more to work with. For a two year contract I will collect it for $70.00 a month. Respectfully yours, MRS. Holmes, Director, Division of Employment for Federal Works Agency Work Projects Administration for Southern California, was read. City Attorney Tscharner reported that he was informed the list of men not eligible for work on WPA Projects consisted of aliens and those not passed by the SRA. Moved and carried the above communication be placed on file. A communication addressed to Mayor Owens and signed by Joseph Haft, offering material assistance to this City in,time of emergency, was read and ordered placed on file. A request for a position as Life Guard, offered by Rey Fa Galde, was read. Moved by Councilman Arnold, seconded by Councilman Bradshaw and duly carried that same be placed on file. A request to use the Auditorium on June 28, 1940 was offered by Perry S. Morris. Moved by Councilman Arnold, seconded by Council' man Malone and duly carried that same be granted. Communication relative to employ- ment of men on WPA Project ordered placed on file. Communication from Mr. Haft ordered placed on file. Application for employment ordered placed on file. Perry Morris granted permission to use Auditorium. 432 - a �c n 1 E MINUTES OF THE CITY COUNCIL MEETING. JUNE 171, 1940. 7:30 P.M. A copy of a Resolution passed by the Star Post No. 309, Los Angeles, California, American Legion, Department of California, June 5, 1940, relating to an organization formed to combat subversive activities in Los Angeles County, was read and ordered placed on file. The Mayor asked if there was anyone present who wished to speak for or against the passage of the pin ball machine ordinance. ' Mr. C. A. Griffith, Mr. Roger Dalton and Mrs. Ada Pinkstaff:addressed the Council expressing their views in the matter and a sincere desire that the Council reconsider before adopting such an ordinance. Moved by Councilman Arnold, seconded by Council- man Malone that the second reading of the Ordinance granting the installation of pin ball maohines, be rejected. Carried by the following vote of the Council; Ayes: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens. Noes: None. Absent: None. Councilman Malone offered a Resolution entitled: A RESOLUTION OF THE CI'T'Y COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE ON BEHALF OF THE CITY A CERTAIN AGREEMENT WITH THE COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, RELATIVE TO THE ENFORCEMENT IN SAID CITY OF ALL ORDERS, QUARANTINE RULES AND REGULATIONS, FRE - SCRIBED BY THE BOARD OF HEALTH AND ALL STATUES RELATING TO PUBLIC HEALTH AND TO VITAL STATISTICS AND ALL ORDINANCES RELATING TO SAID.SUBJECT IN THE CITY OF AZUSA FOR A PERIOD FROM JULY 1, 1940 TO JUNE 300 1941. Moved by Councilman Malone, seconded by Council- man Bradshaw this Resolution be adopted as read and numbered Resolution No. 1667. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens. Noes: None. Absent: None. An invitation to attend the Mexican Fiesta was extended to members of the Council. 433 Resolution read and ordered placed on file. Mr. Griffith, Mr. Dalton and Mrs. Pinkstaff addressed Council in opposi- tion of pin ball machine Ordinance. RESOLUTION N0. 1667 adopted. Councilman Jumper reported on an interview with Councilman Jumper Mr. Cortelyou relative to the underpass at the reported on inter - intersection of Foothill Boulevard and the Santa view. Fe Right -of -Way, stating the job would not start for at least three months. Moved by Councilman Arnold, seconded by Council- man Bradshaw the City Attorney together with Paul E. Kressly and Councilman Jumper voice the City's objection to raising the railroad crossing at San Gabriel Avenue. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens. Noes: None. Absent: None. Moved by Councilman Arnold, seconded by Councilman Malone that the Nigg Engineering Company be and the same is hereby granted per- mission to construct on the premises of the Associated Gas Company at the southwest corner of Foothill Boulevard at San Gabriel Avenue in the City of Azusa, a structure which does not Committee appoints( to voice objection to raise in grade crossing. Councilman Arnold offered a Resolution entitled: ' A RESOLUTION OF TEE_CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, RELATIVE TO INTEREST COUPONS ATTACHED TO BOND N0.-37 OF THE PLATER WORKS IMPROVEMENT BONDS OF THE CITY OF AZUSA DATED SEPTEMBER 12.1906, AND DECLARING THE SAME TO BE LEGAL OUTSTANDING OBLIGATIONS OF THE CITY OF AZUSA. Moved by Councilman Malone, seconded by Council- man Bradshaw this Resolution be adopted as read and numbered Resolution No. 1668. Carried by the following vote of the Council: Ayes*. Absents None, Councilman Bradshaw offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE ON BEHALF OF THE CITY, A CERTAIN AGREEMENT WITH THE ASSOCIATED ASSESSMENT ENGINEERS, A COPARTNER- SHIP OF LOS ANGELES COUNTY, CALIFORNIA, WHICH ' AGREEMENT HAS REFERENCE TO TAX DELINQUENT PRO- PERTIES AND ASSESSMENT DELINQUENCIES IN THE CITY OF AZUSA. Moved by Councilman Malone, seconded by Ccuncil- man Jumper this Resolution be adopted as read and numbered Resolution,No. 1669. Carried by the following vote of the Council: Ayes; Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens. Noes: None. Absent: None. Moved and carried the following business men be awarded the City business for the month of July.- Doctor uly:Doctor - Dr. Cook, First Aid, Eto. - Foothill Drug Store, Garage - Knight's Garage, Grease Jobs - Texaco Station, Hardware - Morgan Hardware, Lumber - Williams Lumber Yard, Paint - E. M. Templeman, Restaurant - Gold Nugget Cafe, Tires - C. H. Howard. Moved by Councilman Malone, seconded by Coun- cilman Jumper the Mayor and City,Clerk be ' authorized and instructed to sign an agreement between the City of Azusa and the Azusa Irrigating Company. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens. Noes: None. Absent: None. Roger Dalton invited the members of the City Council to attend the meeting of the California Historical Society. Moved by Councilman Arnold, seconded by Council- man Jumper the City purchase a new motorcycle, fully equiped, from Graves and Chubbuck. RESOLUTION NO. 1668 adopted. RESOLUTION N0. 1669 adopted. Moved by Councilman Arnold, seconded by Council- man Jumper the matter of Zoning variance in relation to the Disposal Plant be referred to the Local Planning Commission to report back.
