HomeMy WebLinkAboutResolution No. 99-C1030 0 RESOLUTION NO. 99—C103 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE CITY'S CLASSIFICATION PLAN AND COMPENSATION AND BENEFITS MEMORANDUM COVERING THE NON -REPRESENTED MIDDLE MANAGEMENT EMPLOYEES TO INCLUDE THE CLASS OF BUSINESS RETENTION/DEVELOPMENT COORDINATOR; AND THE COMPENSATION AND BENEFITS MEMORANDUM COVERING THE NON -REPRESENTED CLASSIFIED EMPLOYEES TO INCLUDE THE CLASS OF PUBLIC INFORMATION OFFICER WHEREAS, the Municipal Code of the City of Azusa states that the Personnel Board shall adopt a position classification plan and class specifications and revisions thereof from time to time and shall recommend salaries therefor; and WHEREAS, Sections 2.9, 3.1, 3.3, 3.5 of the City of Azusa Rules of the Civil Service System state that the purpose of the classification plan is to provide a complete and continuous inventory of all classifications, to provide accurate specifications; that the Personnel Board shall recommend and the City Council adopt the class specifications for all positions; that before the classification plan or any part thereof becomes effective, it shall be submitted to the Personnel Board for review and to the City Council for approval; and WHEREAS, Director of Utilities Joseph Hsu has requested that specifications for the classes of Business Retention/Development Coordinator and Public Information Officer be developed and included in the City's classification plan. WHEREAS, on July 27, 1999, members of the Personnel Board reviewed Director Hsu's request and recommended adopting the following class specifications. A. Business Retention/Development Coordinator at salary range which reflects a low to high salary of $$4,406 - $5,334 per month and to amend the Non -Represented Middle Management Memorandum of Compensation and Benefits to include the class. B. Public Information Officer and establish a range at Range 4205, $4,012.04 - $4,843.22 per month and to amend the Non -Represented Classified Employees Memorandum of Compensation and Benefits to include the class and to establish all basic employee benefits in accordance with benefits enumerated in the 1995-2000 Memorandum of Understanding between the City and the Azusa City Employees Association, and, in addition, shall be entitled to 40 hours of administrative leave per fiscal year subject to the same provisions for administrative leave as are enumerated in the Middle Management Association Memorandum of Understanding NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY: A. Adopt the class specifications for Business Retention/Development Coordinator attached hereto as "Exhibit A" as an FLSA exempt position and to amend the City of Azusa Compensation and Benefits Memorandum Covering the Non -Represented Middle Management Employees to include the class and to establish a salary therefor at a range which reflects a low to high salary of $$4,406 - $5,334 per month. B. Adopt the class specifications for Public Information Officer attached hereto as "Exhibit B" as an FLSA exempt position and to and establish a range at Range 4205, $4,012.04 - $4,843.22; amend the Non -Represented Classified Employees Memorandum of Compensation and Benefits to include the class and to establish all basic employee benefits in accordance with benefits enumerated in the 1995-2000 Memorandum of Understanding between the City and the Azusa City Employees Association, and, in addition, shall be entitled to 40 hours of administrative leave per fiscal year subject to the same provisions for administrative leave as are enumerated F- in thrf01rdN Management Association Memorandum of Understanding. 2nd MAYOR I HEREBY CERTIFY that the foregoing resolution was duly adopted by the City Council of the City of Azusa at a regular meeting thereof on the 2nd day of August , 1999, by the following vote of the Council; AYES: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE, MADRID "EXHIBIT A" CITY OF AZUSA BUSINESS RETENTION/DEVELOPMENT COORDINATOR DEFINITION Date Adopted: 8-2-99 Under general direction, performs a variety of professional, technical and administrative duties related to business retention and development activities; works with the City's Economic Development Department to provide guidance and support to new and existing electric utility customers in establishing and/or expanding businesses in Azusa; performs related duties as assigned. CLASS CHARACTERISTICS This single FLSA exempt position class reports directly to the Director of Utilities and is responsible for attracting, retaining and expanding businesses in the City of Azusa. The incumbent may provide direct and/or indirect supervision of subordinate employees. ESSENTIAL FUNCTIONS These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Letters in parenthesis at the end of each function statement represent the abilities required to perform that function. a. Works with existing and new business customers to assist in locating and/or expanding in Azusa; facilitates and responds to inquiries regarding rates, services, billing, etc, to ensure a smooth transition into the Azusa business community; negotiates utility contracts with business customers as needed. Develops innovative marketing strategies and communication tools to reach a variety of different markets in the "Promotion" of Azusa as the best business location opportunity; meets with existing business customers on service and expansion issues. Research and prepare reports on a variety of subjects. c. Establish and maintain effective relationships with the community, businesses and City staff. d. Plan, direct, and coordinate a variety of business retention/development programs. e. Assists in selecting, training, supervising and evaluating employees. f. Respond to public inquiries, complaints and requests from the business community in a tactful and effective manner. g. Operate a variety of office equipment such as computer terminal and utilize a variety of software programs. h. Develop effective resolutions in the areas of rates, billing, land use planning and other related areas. i. Respond to emergency and problem situations in an effective manner. j. Understand, explain and apply policies and procedures. k. Analyze unusual situations and resolve them through application of management principles and practices. I. Act as an effective conduit between the Utilities Department, other City Departments and existing/ potential business customers. m. Deal constructively with conflict and develop effective resolutions. n. Deal diplomatically and professionally with a wide variety of individuals including corporate management. o. Make presentations and develop marketing materials. p. Meet the physical requirements established by the City. QUALIFICATIONS GUIDELINES Education and/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include a bachelor's degree from an accredited college/university in marketing, real estate development, business administration, journalism or a related field and three years of progressively responsible experience in economic development including developing and implementing new business attraction programs, marketing real estate developments and governmental liaison with business or trade associations. Knowledge and Skill Levels Considerable knowledge of electric utility industry; issues of the commercial and industrial electric utility customer; elements of corporate location and expansion decisions; successful sales and marketing techniques; San Gabriel Valley demographics; negotiation techniques and research methods. Some knowledge of the principles and practices of supervision. Special Requirements Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record. Page 2 of 2 "EXHIBIT B" • CITY OF AZUSA PUBLIC INFORMATION OFFICER DEFINITION Date Adopted: 8-2-99 Under general direction, performs a variety of professional, technical and administrative duties related to public information, general administration and municipal policies and services; develops, coordinates, prepares and disseminates public information materials relevant to the City and the Utilities Department; coordinates business marketing and Citywide public communication activities; performs related duties as required. CLASS CHARACTERISTICS This single position class reports directly to the City Manager and the Director of Utilities. The incumbent is responsible for coordinating the dissemination of information to the public and for providing direct and/or indirect supervision of staff. ESSENTIAL FUNCTIONS These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Letters in parenthesis at the end of each function statement represent the abilities required to perform that function. a. Creates and produces City publications including newsletters, marketing packages, program brochures, budget, flyers and a variety of promotional materials; creates concept for projects; coordinates production schedule; researches, writes and edits copy; takes photographs and contracts out artwork; designs layout; typesets copy; creates mock-up, dummy and final boards; coordinates the contracting out of printing. QUALIFICATIONS GUIDELINES Education and/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include a bachelor's degree in journalism, public relations, communications, public or business administration or a related field and five years of experience in intergovernmental relations, marketing, economic development, public affairs and related responsibilities in a public or private setting. A master's degree in a related field is desirable. Knowledge and Skill Levels Considerable knowledge of public relations principles, practices and techniques; local government functions, issues, and operations; organizational structures of government; municipal government, utilities and electric deregulation; research techniques; grammar, punctuation, and proper English usage; marketing tools, techniques and strategies; journalism writing style, rules, and standard release formats; modern desktop publishing equipment, concepts, techniques and industry trends.
