HomeMy WebLinkAboutMinutes - July 15, 1940 - CCCITY HALL, AZUSA, CALIFORNIA. JULY 15, 1940. The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens, City Attorney and City Clerk. Each member present having acknowledged receipt of a written copy of the minutes of the regular meeting of July 1st, 1940, the Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of the regular meeting of July 1st, 1940 were unanimously approved as written. 7:30 P.M. Roll call. Minutes approved. A communication signed by H. A. Leigh, City Clerk City of Pomona of the City of Pomona, requesting permission to granted permission hang a banner across Foothill Boulevard advertis- to hang banner. Ing the Los Angeles County Fair, was read. Moved by Councilman Malone, seconded by Council- man Bradshaw this request be granted. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens. Noes: None. Absent: None. Notes of appreciation from Mrs. C. B. Griffith, General Chairman of the Azusa Branch of the Red Cross, Guadalupe Romo, Secretary of "Logia 'Liberated' Number 175", L. R. Betteridge and Rev. Charles Thorton Murphy, were read and ordered placed on file. ' Mayor Owens appointed Elwin Hinds to serve as a member of the Azusa Public Library Board until June 30, 1943. Moved by Councilman Malone, seconded by Coun- cilman Jumper the Council approve said appointment. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens. Noes: None. Absent: None. Councilman Bradshaw offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, TRANS- FERRING THE SUM OF FIVE THOUSAND DOLLARS ($52000) FROM THE LIGHT FUND TO THE GENERAL FUND. Moved by Councilman Jumper, seconded by Coun- cilman Malone this Resolution be adopted as read and numbered Resolution No. 1672. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens. ' Noes: None. Absent: None. Councilman Arnold offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ADOPTING BUDGET SET FORTH IN PROJECT STATE- MENT TO BE SUBMITTED TO THE DIRECTOR OF PUBLIC WORKS OF THE STATE OF CALIFORNIA FOR THE EXPENDIw TURE OF 1/4 CENT GAS TAX ON STREETS OF MAJOR IMPORTANCE FOR THE FISCAL YEAR ENDING JUNE 30, 1941 WITHIN THE CITY OF AZUSA. Moved by Councilman Jumper, seconded by Coun- cilman Bradshaw this Resolution be adopted as read and numbered Resolution No. 1673. Correspondence ordered placed on file. E. Howard. Mayor Owens offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORIA, RE- RESOLUTION NO. APPOINTING ALBERT N. DOWNING AS JANITOR OF CITY 1674 adopted. BUILDINGS, EMIL GIPP AS CARPENTER, TRUCK DRIVER AND GENERAL UTILITIES MAN AND EDMUND THOMPSON AS MOTOR VEHICLE OFFICER AND FIXING THEIR RESPECTIVE SALARIES. Moved by Councilman Arnold, seconded by Coun- cilman Bradshaw this Resolution be adopted as read and numbered Resolution No. 1674. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens. Noes: None. Absent: None. Councilman Bradshaw offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ' AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPOINT- ING FRED WILLIAMS AS CHIEF OF POLICE, VIRGIL RESOLUTION NO. SMITH AS SUPERINTENDENT OF LIGHT AND WATER, REX 1675 adopted. STROHMEIER AS SUPERINTENDENT OF SEWER CONSTRUCT- ION AND ART WOLFE AS STREET SUPERINTENDENT IN AND FOR THE CITY OF AZUSA AND FIXING THEIR RESPECTIVE SALARIES. Moved by Councilman Malone, seconded by Coun- cilman Arnold this Resolution be adopted as read and numbered Resolution No. 1675. Mr. Hummel appeared before the Council request- Mr. Hummel address ing the City assume 1/7 of the expense of ed Council. spreading river water, represented by 10 shares of water stock owned by the City. No action taken. Mr. Redfield, representing Bond Holders who Mr. Redfield own Bonds issued under 1915 Street Improvement addressed the ' Act, addressed the'Council relative to the Council. City's obligation in this matter. Mr. Beebe addressed the Council stating that Mr. Beebe address - Section 10-B of the 1915 Improvement Bond Act ed the Council. was, in his opinion, unconstitutional as the Bonds in question,vere issued prior to the time this section was enacted into law. The matter of fire drill for the Brown School for Girls was referred to the City Attorney. Mr. Magg, representing the Los Angeles County Building and Safety Department, appeared before the Council calling attention to the expiration of the six months probation period mentioned in Matter of fire drill for Brown School referred to City Attorney. 450 MINUTES OF THE CITY COUNCIL MEETING. JULY 15, 1940. their contract with the City and recommended the Council anend Fire Zone Ordinance, Plumbers and Electiricans Ordinance, adopt an Ordinance on Sewage connections and agree to adopt the new County Building Code when same has been approved. Mr. Iverson, Mr. Stephens, Mr. Martin and Mr. Kopp appeared before the Council relative to the accidental burning of Mr. Rucker's hedge. ' Moved by Councilman Jumper, seconded by Councilman Arnold that a Committee of three consisting of Mayor Owens, Councilman Bradshaw and Malone call upon Mr. Rucker to effect a settlement, resultant to burning weeds off a lot too near his hedge, with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens. Noes: None. Absent: None. Moved by Councilman Jumper, seconded by Councilman Arnold the following requisitions be allowed 8509 8909 901 to 908.
