HomeMy WebLinkAboutResolution No. 00-C789 6 RESOLUTION NO. 00-C78 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, APPROVING A FUTURE VISION FOR THE COMMUNITY, AS PROPOSED BY THE CITIZENS' CONGRESS WHEREAS, over two hundred Azusa residents, property owners, and business. owners, convened on May 12 and 13, 2000 as the first Citizens' Congress to discuss issues and opportunities facing the city and to create a vision forthe city's growth, change, and development as it enters the 21s' Century, and WHEREAS, the actions of the Citizens Congress has greatly contributed to a set of dynamic statements that articulates a future vision for the City, which will form the foundation of the City's General and Strategic Plan, NOW, therefore, the City Council of the City of Azusa does hereby resolve as follows: Section 1: The City Council hereby confirms and supports the following seven dynamic statements as the City's vision to guide the growth, change, and development of the City, and to form the basis the preparation of the General Plan and Strategic plan. These seven vision statements are: HOMES AND NEIGHBORHOODS Azusa is a city of attractive homes and stable neighborhoods providing a safe environment for children and adults, enriched by excellent schools, green space, and a rich community life. High-quality new and renovated housing is available to families of all incomes. Most residents are proud to own their own home, while others enjoy living in well maintained rental properties including Downtown mixed-use buildings with housing above ground floor shops. RECREATION AND OPEN SPACE Parks in the city, the nearby canyons, and the nearby river are easily accessible to all residents, providing youth with recreational and educational activities throughout the year. There is also an expanded program for joint use of existing school sites and facilities to expand after-school activities. As a major gateway to the San Gabriel Mountains and the San Gabriel River, the canyons enable Azusa to attract thousands of visitors drawn to the natural beauty of the foothills, river, and mountains that help define the city. EDUCATION AND CULTURE Lifelong learning has become a core mission of the community with educational opportunities readily available to all residents from pre-school to the doctorate level. Residents and local employees can acquire the training and skills needed to meet the changing technologies of the workplace. Parents clamor to move to Azusa, in part, because they are confident their children will be able to receive a good education here. With a well-educated and highly trained work force, the city has no difficulty supporting local companies or attracting new business. FAMILIES AND COMMUNITY The "don't move, improve" philosophy is working in every neighborhood, giving homeowners and renters a shared sense of pride. Seniors, working adults, and youth are all fully engaged in the life of their community. A rich network of churches and other organizations, working closely with the city and police, have further strengthened the civic habits that nurture the sense of community and public safety. DOWNTOWN AND COMMERCIAL DISTRICT Drawing on its unique historic and cultural identity, Azusa has a thriving mixed-use Downtown. Both re§idetit's and visitors a like are drawn to outdoor events, a new Library, as well as cafes, shops and restaurants around the busy Blue Line Light Rail station. The Foothill Center has been transformed into the hub of the University District, with a new full-service supermarket and shopping and dining that serves students, local residents, and others drawn to a collegiate atmosphere. Edgewood Center serves not only surrounding residents, but anchors an attractive southern gateway to Azusa. TRANSPORTATION AND CIRCULATION Azusa is a pedestrian friendly, transit -oriented community. Residents can easily move around the city. Pedestrians and bicyclists use an extensive network of sidewalks and trails, residents and commuters hop aboard expanded transit service, and visitors use the Blue Line Light Rail line. Route 66 is reclaimed as a historic draw for visitors and two-way traffic on Azusa and San Gabriel reinvigorates business activity Downtown and restores San Gabriel Avenue to a residential street. INDUSTRY AND .LOBS Azusa boasts a thriving and well-balanced business community, linked to excellent schools, safe neighborhoods and quality housing opportunities. Our existing industries have grown and diversified to provide high wage jobs that are globally competitive as well as employment and upward mobility for our entry level residents. The City, School District, Azusa Pacific University, Citrus College, and businesses have partnered to promote growth of high tech industries, professional and small businesses, Azusa has capitalized on its natural assets and improved its image to attract quality stores and restaurants to our Downtown and University District, including a brand name supermarket. I HEREBY CERTIFY that the foregoing resolution was duly adopted by the City Council of the City of Azusa, at a regular meeting thereof, held on the 24th day of July, 2000, by the following vote of the Council: AYES: COUNCIL MEMBERS: NOES: COUNCIL MEMBERS: ABSENT: COUNCIL MEMBERS: HARDISON, STANFORD, ROCHA, BEEBE, MADIRD NONE NONE APPROVED AS TO FORM: I_1 RESOLUTION 00-C77 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING PROGRAM SUPPLEMENT AGREEMENT NO. 003-M TO ADMINISTER AGENCY -STATE AGREEMENT NO. 07-5112 TO BEAUTIFY SAN GABRIEL CANYON ROAD WHEREAS, the City of Azusa applied for and received a beautification grant from the Metropolitan Transportation Authority, and WHEREAS, Program Supplement Agreement No. 003-M to administer State -Agency Agreement No. 07-5112 covers preliminary engineering and right of way expenditures, THE CITY COUNCIL OF THE CITY OF AZUSA, THEREFORE, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Azusa approves Agreement No. 003-M to administer Agency -State Agreement no. jY�,5112 and authorizes the Mayor to execute the same. MAYOR I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Azusa, at a regular meeting thereof, held on the 17th day of July, 2000, by the following vote of the Council: AYES: COUNCIL MEMBERS:HARDISON, STANFORD, ROCHA, BEEBE, MADRID NOES: COUNCIL MEMBERS:NONE ABSENT: COUNCIL MEMBERS:NONE ABSTAIN: COUNCIL MEMBERS:NONE J • RESOLUTIONNO. 00—C76 •' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING LOANS FOR PURPOSES OF THE MERGED REDEVELOPMENT PROJECT AREA WHEREAS, the Redevelopment Agency of the City of Azusa ("Agency") is undertaking certain actions which are necessary and incidental to the carrying out of the Redevelopment Plan which has previously been adopted by the City of Azusa; and WHEREAS, the Agency has incurred and will continue to incur obligations for such purpose; and WHEREAS, the City of Azusa is authorized, pursuant to Section 33620, et. seq., of the Health and Safety Code of the State of California to make loans to the Agency for the purposes of defraying said expenses; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Azusa that: Section 1. Pursuant to the provisions of said Section 33620, et. seq., of the Health and Safety Code, the City Council hereby authorizes to the Redevelopment Agency of the City of Azusa the following loan for the Merged Redevelopment Project. Section 2. The Agency shall accept and administer any funds loaned to it pursuant to this request in accordance with the provisions of Section 33620, et. seq., of the Health and Safety Code. Section 3. Such loan shall be evidenced by a Note of the Agency containing the following terms, in addition to all usual and customary terms: INT. PLEDGED REVENUE LOAN AMOUNT RATE TERM BORROW FROM SOURCES $ 913,970 6% 1 Yr. General Fund Tax Increment, Other The loan listed herein is payable according to the terms of the Note. Payments will be made at least annually, and will be paid in full on or before June 30, 2001. The Note is payable from accumulated tax increment funds in excess of those pledged for payment of Agency bonded indebtedness, and/or from any other funds available to the Agency from which such payment may legally be made. The Note maybe prepaid at anytime without penalty. The City Council of the City of Azusa is hereby authorized and directed to accept, on behalf of the Agency, the Note to $N Qity of Azusa}"ccordance with the provision of Section 3 hereof.
