HomeMy WebLinkAboutResolution No. 00-C69RESOLUTION NO. 00—C69 A RESOLUTION OF THE CITY OF AZUSA SUPPORTING THE RECOMMENDATIONS OF THE SPEAKER'S COMMISSION ON STATE AND LOCAL FINANCE WHEREAS, the Speaker's Commission on State and Local Finance brought together a broad range of perspectives to study the problems caused by the haphazard patchwork for local finance that has evolved since the passage of Proposition 13 twenty years ago: WHEREAS, the Commissions principal recommendations (swapping half of the current sales tax revenue for an equal amount of property tax revenue; gradually reduce the "emergency" shift of Property tax revenue from cities and counties used to balance the State budget during the recession; and protecting the local share of Vehicle License Fees from being raided by the State in the future) are long- overdue ongioverdue reforms; and WHEREAS, the enactment of these proposals would not only assist the City of Azusa to provide quality community services through a more equitable distribution of tax revenue, but would remove the pressure for subsidizing retail developments and economically counter-productive competition with surrounding cities; and WHEREAS, the League of California Cities currently opposes these reforms to the detriment of member cities like Azusa, discounting the adverse economic impacts of the current distorted approach, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION ONE: That the City supports the principal recommendations for reform developed by the Speaker's Commission on State and Local Finance. SECTION TWO: That the City urges the Governor, the State Legislature and the League of California Cities to work together to enact these reforms into law. SECTION THREE: That copies of this action by the City of Azusa be sent to the Governor, the Assemby and Senate members representing the City and serving on the Conference Committee on Local Government Fiscal Reform and the League of California Cities.
