HomeMy WebLinkAboutResolution No. 00-C680 RESOLUTION NO. 00—C68 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ADOPTING CLASS SPECIFICATIONS FOR GEOGRAPHIC INFORMATION SYSTEMS SPECIALIST AND ESTABLISHING A SALARY THEREFOR WHEREAS, the City of Azusa Rules of the Civil Service System, Section 3.3 Position Classifications, Preparation and Content of Class Specifications, states that the designation of a title for each class together with specification for each class shall be reviewed by the Personnel Board and approved by the City Council and that amendments or revisions to the Classification Plan, shall be submitted to the Personnel Board for review and to the City Council for approval; and WHEREAS, the Azusa Municipal Code, Chapter 2 -Administration, Article V -Boards and Commissions, Division 4 -Personnel Board, Section 2 -411 -Duties states that "The Power and the Functions of the Board shall be to ... recommend all salaries to the Council; and WHEREAS, on June 13, 2000, Personnel Board members reviewed the request of Information Systems Manager Ann Graf -Gaynor to adopt the class specifications for Geographic Information Systems Specialist and adopt the salary therefor and recommended approval of the request. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY: A. Adopt the classification specifications attached hereto as "Exhibit A" for Geographic Information Systems Specialist; amend the City of Azusa Non -Represented Classified Employees Compensation and Benefits Memorandum to include the class; and establish benefits to be equal to those of employees represented by the Azusa City Employees Association. B. Establish a salary therefor at Range 4189 Step 1 Step 2 Step 3 Step 4 Step 5 1 $3,444 $3,609 $3,781 $3,963 $4,153 APPROVED THIS 19`" DAY OF June, 2000 I HEREBY CERTIFY that the foregoing resolution was duly adopted by the City Council of the City of Azusa at a regular meeting thereof on the 19" Day of June, 2000, by the following vote of the Council; AYES: COUNCIL MEMBERS:HARDISON, STANFORD, ROCHA, BEEBE, MADRID 0 0 "EXHIBIT A" Date Adopted: CITY OF AZUSA GEOGRAPHIC INFORMATION SYSTEMS SPECIALIST Under general supervision, Is responsible for the creation and maintenance of geographic information, ad-hoc geographic data manipulation, and spatial analysis. Will provide GIS technical assistance to city departments. performs related duties as required. CLASS CHARACTERISTICS Incumbents of this class perform a variety of moderately complex GIS work. ESSENTIAL FUNCTIONS These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Letters in parenthesis at the end of each function statement represent the abilities required to perform that function. 1. Assist in the design, implementation and maintenance of the City's GIS Databases. (b,c,d,e,g,n) 2. Carry out Professional and technical duties by gathering data, graphics, maps, and photographs for inclusion in the city's GIS system. (a,b,c,d,e,f,g,h) 3. Ability to understand and analyze customer stated requirements, questions and problems and translate into GIS and DBMS terms and actions. (a,c,g,h,i,j,k) 4. Train and support users in new and existing GIS applications. (a,b,n) 5. Perform a variety of work involved in the preparation of construction drawing and related maps, reflecting topography, drainage, right of ways, structures, utility lines, roadways; construction symbols and related information.; tabulates and plots field data; uses a variety of resources and equipment. (a,c,d,e,f,m,n) 6. Assist in the preparation of plans related to a variety of projects in accordance with city , state and federal guidelines. (d,e,k,j) 7. Inspect materials and workmanship on GIS related projects and assess conformance with plan, specifications and GIS standards. (c,e) 8. Develop user, counter, desktop and browser applications for GIS views using a variety of software including ArcExplorer and Map Objects IMS. (b,c,d,e,g,n) REQUISITE ABILITIES a. Communicate clearly and concisely, both orally and in writing. b. Operate Geographic Information Systems, ESRI Arclnfo 7&8, ArcView, ArcExplorer, AutoCAD software packages. Manages & organize application and customer file systems and directories. e. Produces customized ArcView projects, views and layouts. f. Make mathematical engineering calculations. Understands customer requirements, and translates into GIS and DBMS terms and actions; communicate effectively to technical personnel as well as communicate technical concepts to non-technical people h. Use independent judgement and initiative when making GIS recommendations regarding GIS applications. . i. Communicate effectively with a variety of personnel and establish & maintain effective working relationship; j. Explain and apply policies and procedures. k. Interpret and apply rules, regulations, legislation and policies. Understand and follow verbal and written directions. m. Work independently. n. Operate a computer and use a variety of computer software. QUALIFICATIONS GUIDELINES Education and/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include AA degree in engineering or related field; two years of increasingly responsible GIS experience. Three years of engineering experience and GIS certificate is preferred. Knowledge and Skill Levels Thorough knowledge in GIS usage, fundamentals and theory. Must be proficient with GIS software products, Desktop applications and database maintenance. Working knowledge of the fundamentals of civil engineering computations; nomenclature, symbols, methods, practices, techniques, and instruments used in engineering mapping; surveying equipment, principles, problems, techniques, and practices; mathematics as applied to the computation of distances, angles, areas, and traverses, including algebra, geometry, and trigonometry. Special Requirements Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record. Page 2 of 2
