A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
REVISING CLASS SPECIFICATIONS FOR ASSISTANT CITY MANAGER
AND ADJUSTING THE SALARY THEREFOR
WHEREAS, the City of Azusa Rules of the Civil Service System, Section 3.3 Position Classifications,
Preparation and Content of Class Specifications, states that the designation of a title for each class together
with specification for each class shall be reviewed by the Personnel Board and approved by the City Council
and that amendments or revisions to the Classification Plan, shall be submitted to the Personnel Board for
review and to the City Council for approval; and
WHEREAS, the Azusa Municipal Code, Chapter 2 -Administration, Article V -Boards and Commissions,
Division 4 -Personnel Board, Section 2 -411 -Duties states that "The Power and the Functions of the Board shall
be to ... recommend all salaries to the Council; and
WHEREAS, the City of Azusa Rules of the Civil Service System, Section 3.8 Reclassification states
that when the duties of the position have changed materially, the Human Resources Office shall recommend
to the Personnel Board and the City Council the allocation of the position to a more appropriate class; and
WHEREAS, the City of Azusa Rules of the Civil Service System, Section 4.3. Salary Range
Adjustments provide that salary range adjustments may be made that are to be distinguished from merit salary
increases as they are not intended to give recognition to length and quality of service, and
WHEREAS, on June 13,2000, Personnel Board members reviewed the request of City Manager Rick
Cole to revise the class specifications for Assistant City Manager and adjust the salary therefor and
recommended approval of the revisions,
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF AZUSA
DOES HEREBY:
A. Adopt the revised classification specifications attached hereto as "Exhibit A" for Assistant
City Manager and to amend the City of Azusa Executive Compensation and Benefits
Memorandum covering the class to reflect the change.

ASSISTANT CITY MANAGER
Under general City Manager direction, is a key team leader with principle responsibility for
undertaking or coordinating specific projects or interdepartmental teams; provides expertise and
advice on a wide -range of critical local government issues; performs a variety of challenging
administrative assignments; represents the City with community stakeholders and other levels of
government; and serves as acting City Manager as required.
CLASS CHARACTERISTICS
This a single position class and the incumbent is considered to be a public administrative generalist
and may be assigned specific activities within the broad range of City operations. Such
assignments may include the on-going administration of certain programs and projects which are
of special concern to the City Manager or not confined to any specific City departments. Along with
the City Manager, the Assistant City Manager provides leadership for the development and
implementation of a shared vision, strategy, policy, and goals for all City activities.
ESSENTIAL FUNCTIONS
Letters in parenthesis at the end of each function statement represent the abilities required to
perform that function.
Provides advice and assistance to the City Manager, City Council, the public, City committees,
and other agencies; responds to inquiries and provides information regarding City policies,
procedures, and other general information relating to City operations; facilitates
communication among constituents, City staff and the City Council and assures consistent

Conducts or directs assigned projects or program activities of citywide significance, for
example, the Capital Improvement Program or the Neighborhood Improvement Zone;
prepares and presents reports of findings and recommendations as to appropriate action;
monitors program implementation, budgets and results. (c d e f g i j k I n o p).
3. Represents the City in relations with the community, advisory committees, local, state, and
federal agencies, and professional organizations; provides leadership in addressing emerging
issues related to community life; participates with community leaders and representatives of
other public agencies in taskforces and coalitions related to assigned areas of responsibilities;
facilitates the development of community networks to address quality of life issues; may
handle concerns and complaints from residents and businesses. (a b d e i j k m)
4. Conducts research and performs analysis for special projects; coordinates or provides
administrative assistance in the implementation of project recommendations; reviews,
analyzes, and makes recommendations on state and federal legislation, prepares or provides
administrative assistance in the preparation of requests for grants and other outside funding.

5. Prepares and/or recommends revision of policies, procedures, and other information pertaining
to the administration of City business; conducts analysis and prepares recommendations
regarding policies and procedures requiring knowledge of legal requirements and an under-
standing of City operations; reviews and makes recommendations on administrative controls,

6. May serve as a member of the City's management team with regard to collective bargaining

REQUISITE ABILITIES
a. Communicate clearly and concisely, both orally and in writing.
b. Develop close relationships of trustwith otherstaff, City Council and community stakeholders.
c. Be a catalyst and an agent of positive change to implement the City's vision.
d. Perform complex professional administrative and analytical work requiring sensitivity to issues.
e. Analyze, research and prepare complex reports on a variety of subjects.
f. Represent the City in a variety of meetings.
g. Provide liaison to other City personnel, other agencies, and the public.
h. Respond to emergency and problem situations in an effective manner.
i. Understand, explain and apply policies and procedures.
j. Analyze unusual situations and resolve them through application of management principles
and practices.
k. Operate a computer and utilize a variety of software programs.
I. Deal constructively with conflict and develop effective resolutions.
m. Assist in developing new policies impacting department operations/procedures.
n. Interpret financial statements and cost accounting reports.

QUALIFICATIONS GUIDELINES
Education and/or Experience
Equivalent to graduation from a four-year college/university with a bachelor's degree in public
or business administration, accounting, or a related field; and at least five years of closely
related, responsible local governmental administrative experience. A Master's degree in a
related field is desirable.
Knowledge and Skill Levels
Thorough knowledge of innovative approaches to public administration, human resource
management, finance, grants and outside funding. Thorough understanding of motivating and
working in an atmosphere of teamwork. Considerable knowledge of the operations typical of
municipal services and experience with creative community building and problem -solving.
Awareness and sensitivity about working in a diverse community to achieve lasting results.
Special Requirements
Possession of or ability to obtain a Class C California driver's license and a satisfactory driving
record.
