0 0 RESOLUTION 00-C42 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING ITS INTENTION TO CONSIDER VACATING A PORTION OF ELEVENTH STREET, EAST OF OLD MILL ROAD THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS.- SECTION OLLOWS: SECTION 1. The City Council of the City of Azusa does hereby declare its intent to consider vacating Eleventh Street, east of Old Mill Road as more particularly described on exhibit "A" attached hereto and incorporated herein by reference, and also on file in the office of the City Clerk of City of Azusa. SECTION 2. It is not the intent of the City Council to cause relocation of the public utilities in Santa Fe Avenue. SECTION 3. This vacation proceeding is being conducted pursuant to Sections 8320 through 8325 of the Streets and Highways Code. SECTION 4. A Public Hearing shall be held on this proposed vacation before the City Council on Monday, May 1, 2000, at 7:30pm, or as soon thereafter as the matter may be heard in the Council Chambers of the City of Azusa, located at 213 E. Foothill Boulevard, Azusa. SECTION 5. The City Clerk shall publish this Resolution in the manner required by Sections 8320 and 8322 of the Streets and Highways Code and shall post notices of vacation in the manner required by Section 8323 of the Streets and Highways Code. SECTION 6. The City Clerk shall certify to the Adoption of this Resolution. 7PAStS,PROVED ADOPTED this 3rd day of April, 2000. Subject: Petition requesting the Ciry of Azusa-Telinquish a portion I ia' Street The. homeowners.and neighbors.of Jybuedly,Drive are faced with,a-special need to enhance the safety and security-ofthe.area on and around Jubuedly-.Drive: Weare- requesting that the City of Azusayel nquish a small portion -of roadway on l l't' Street east of Old Mill Road. The area would be used to install'anentry gate to Jubuedly Drive. As you may know, the east end of 1.0' street ter m inates;at the entranee to the private property of Jubuedly Drive. The entrance to.Jubuedly has a steep incline that leads to the rural surrounding, area. The following circumstanees'give strong reasons for our request.. Motorists often become lost looking for an address on 11 `h Street and continue up the private drive of Jubuedly. This is ahazard for.mptgrists not familiar with the narrow and steep road. Because it is private, Jubuedly offers very little ligbting at night and no Official traffic control signs..Once%the lost motorist reaches the.top they -must -turn around in very tight quarters_ There are cases of accidents caused by these conditions. A gate. would improve the safety for lost moton:sts and the residents OfJubuedly Drive. The steep incline of Jubuedly Drive has, long been attractive to children riding bicycles, . skates, and skateboards. This js dangerous for the children because they reach very fust downhill speeds and are unable to stop when a vehicle approaches up the street. We know ofatleast one child_injured'this way:: The isolated nature of Jubuedly drive routinely draws drug users, lovers, and people who live in their cars: The presence of these strangers and law violators outside of our homes is troubling and violates our sense of security. The City of Azusa Water Department operates a Reservoir and pumping equipment at the top of Jubuedly Drive and City vehicles routinely use Jubuedly Drive. A gate would benefit the City, as it would reduce the -numbers of trespassers. Lately; trespassers have sprayed painted graffiti on City property. City trucks would travel niore safely on a gated road.
