RESOLUTION NO. 00-C150
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA ESTABLISHING THE COMPENSATION AND BENEFITS
OF THE NON -REPRESENTED CLASSIFIED POSITIONS
EFFECTIVE AUGUST 1, 2000 THROUGH JULY 31, 2004
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS FOLLOWS:
WHEREAS, it is customary for the Management of the City of Azusa to receive, on
a periodic basis proposals for amendments to the memoranda and/or Resolutions that govern the
compensation, benefits and working conditions of City employees, and
WHEREAS, the Non -represented Classified employees of the City of Azusa are not
covered by a meet -and -confer process; and
WHEREAS, the City.. Council acknowledged the Non -represented Classified
employees within the various departments of the City of Azusa, and occupying the classifications
as listed in the Compensation and Benefits Memorandum Covering Non -Represented Classified
Positions attached hereto; and
WHEREAS, the City of Azusa has received the proposals for amendment and
updating of compensation and benefits for the upcoming 4 years for those employees who are
represented by formally recognized units; and
WHEREAS, it is appropriate to consider how these same issues apply to the Non -
Represented Classified employees; and
WHEREAS, the new Compensation and Benefits Memorandum Covering Non -
Represented Classified Positions for the period of August 1, 2000 through July 31, 2004, is
attached hereto,

BENEFITS
All basic employee benefits, including but not limited to, cost -of -living increases, the flexible benefit plan,
vacation leave, sick leave, holidays, and other insurances for employees in all of the aforementioned
classifications shall be in accordance with corresponding benefits in the Memoranda of Understanding
between the City and the and any addenda thereto as outlined below.

The employee in the classification of Personnel Officer shall have no benefits whatsoever unless that
employee is concurrently employed in another classified City position, in which case the provisions of the
resolution pertaining to that position shall apply.
CLASSIFICATIONS EXEMPT FROM THE FAIR LABOR STANDARDS ACT (FLSA)
The following classifications shall be administratively exempt from FLSA and shall instead be entitled to
40 hours of Administrative Leave per fiscal year, subject to the same provisions for Administrative Leave
as are enumerated intheAzusa Middle Management Association (AMMA) Memorandum of Understanding.

FLEXIBLE STAFFING POSITIONS
The following classifications shall be incorporated into a Flexible Staffing pattern:
Programmer/Analyst; Senior Programmer/Analyst; Information Systems Administrator
The first level classification is an apprentice classification. Employees in this classification shall be
promoted (on probationary status) to the second level classification upon successful completion of one (1)
year of service at the fifth (5th) salary step. The second level classification shall be promoted (on
probationary status) to the third level classification upon successful completion of one (1) year of service
at the fifth (5th) salary step and when, in the opinion of the Department Head, the employee has retained
the practical knowledge of the performance of all facets of the duties required of the third level
classification. In the event that the employee is not promoted as described above, he or she shall be
presented in writing the reason(s) for the denial of the promotion, and a list of the area(s) of which the
employee has insufficient knowledge to achieve the promotion. Nothing in this article shall preclude
management from promoting a qualified employee to a higher step/classification in their flex series.
