RESOLUTION NO. 00-C129
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ADOPTING CLASS SPECIFICATIONS FOR DEVELOPMENT SERVICES
ASSISTANT AND ESTABLISHING A SALARY THEREFOR; AMENDING THE
MEMORANDUM OF UNDERSTANDING TO INCLUDE THE CLASS;
RECLASSIFYING CERTAIN EMPLOYEES TO THE CLASS; AND ADJUSTING
THE SALARY OF THE BUILDING TECHNICIAN CLASSIFICATION AND
AMENDING THE MEMORANDUM OF UNDERSTANDING TO REFLECT THE
SALARY ADJUSTMENT.
WHEREAS, the City of Azusa Rules of the Civil Service System, Section 3.3 Position Classifications,
Preparation and Content of Class Specifications, states that the designation of a title for each class
together with specification for each class shall be reviewed by the Personnel Board and approved by the
City Council and that amendments or revisions to the Classification Plan, shall be submitted to the
Personnel Board for review and to the City Council for approval; and
WHEREAS, the Azusa Municipal Code, Chapter 2 -Administration, Article V -Boards and Commissions,
Division 4 -Personnel Board, Section 2-41 1 -Duties states that "The Power and the Functions of the Board
shall be to ... recommend all salaries to the Council; and
WHEREAS, the City of Azusa Rules of the Civil Service System, Section 3.8 Reclassification states that
when the duties of the position have changed materially, the Human Resources Office shall recommend
to the Personnel Board and the City Council the allocation of the position to a more appropriate class;
and
WHEREAS, the City of Azusa Rules of the Civil Service System, Section 4.3. Salary Range Adjustments
provide that salary range adjustments may be made that are to be distinguished from merit salary
increases as they are not intended to give recognition to length and quality of service, and
WHEREAS, on October 25, 2000, the Personnel Board reviewed the request of Director of
Community Development Roy Bruckner to adopt the class specifications for Development Services
Assistant and establish a salary therefor; reclassify Candice Ho and Linette Barton Garcia, Senior Office
Specialists, to the class to more appropriately identify the essential functions being performed by the
incumbents. Mr. Bruckner's request also included a recommendation to adjust the salary for the class
of Building Technician. Board members unanimously recommended approval of the revisions.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF AZUSA DOES
HEREBY:
1. Adopt the classification specifications for Development Services Assistant attached hereto
as "Exhibit A" and establish the salary therefor as follows:

DEFINITION
Date Adopted: 11-6-2000
Under general supervision, performs a wide variety of public assistance, permit application processing,
cashiering, clerical activities for development services customers; prepares and reviews billing
information; receives and documents payments; performs related duties as required.
CLASS CHARACTERISTICS
The Development Services Assistant works under general supervision and, within a framework of
established procedures, is expected to perform a wide variety of moderately difficult clerical tasks with
only occasional instruction or assistance. This class requires a knowledge of departmental procedures
and precedents, and the ability to choose among alternatives in solving problems. Employees in this
class will provide assistance to the public in Planning, Building Regulation, Community Improvement,
Engineering, and Business License services. A Development Services Assistant is expected to work
productively and independently even in the absence of a supervisor or lead worker. Employees in this
class have contact with the public, answering a variety of procedural questions, or giving out factual
information. Work is normally reviewed only on completion and for overall results.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be filled, the
essential functions will be noted in the announcement of position availability. Letters in parenthesis at
the end of each function statement represent the abilities required to perform that function.
Answers customer questions and resolves complaints and problems related to the permit and
business license application process; receives payments for development services such as Planning
application fees, Building permit fees, Business License fees, Rental Registration fees,
Administrative fines, and Engineering fees; processes appropriate forms/records and applications.

2. Helps maintain departmental statistics and assists in revenue and work task projections for
budgetary purposes. (a b c d e g h i j k 1)
3. Performs a variety of clerical tasks such as preparing, sorting, filing, researching, processing and/or
analyzing a variety of correspondence, reports, records, and documents in draft and final form,
composing correspondence to customers utilizing proper English, grammar, spelling and
punctuation; sorting and distributing mail; preparing bills for mail outs; serving as cashier; and,

4. Prepares, validates,, processes, and/or checks a variety of documents and records, such as time
sheets, invoices, requisitions, and public notices for completeness, accuracy, and submission
standards; compiles and records fiscal and statistical data. ( a b c d e j k I m).

5. Uses wireless communication to dispatch field personnel for a variety of routine and emergency
service calls. (a e)
6. Assists others involved in related activity; assists in training personnel in the development services
procedures. (All)
7. Provides clerical, para -professional, and para -technical support to department management, fellow
staff members, other City personnel, outside agencies and the public, relating; to routine and
special administrative, fiscal, or operational issues. ( All )
REQUISITE ABILITIES
a. Communicate clearly and concisely, both orally and in writing.

o. Handle confidential matters with discretion.
p. Use correct English grammar, punctuation and spelling.
MARGINAL FUNCTIONS
These are position functions which may be changed, deleted or reassigned to accommodate an

individual with a disability.
QUALIFICATIONS GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and
abilities necessary for satisfactory job performance. Example combinations include graduation from
high school or equivalent and two years of experience performing duties equivalent to those of
a Development Services Assistant in the City of Azusa.
Knowledge and Skill Levels
Thorough knowledge of public contact and telephone contact; modern office practices and
procedures; considerable knowledge of policies and procedures involved in the preparation and
processing of fiscal records, billing methods, and permit applications; procedures, methods, and
office equipment used in financial transactions and record keeping; knowledge concerning the
development review application and permit process; methods and techniques utilized in
processing payments.
Skill in the operation of a typewriter, word processor and/or computer at an acceptable rate of
speed.
