RESOLUTION NO. 00—C128
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ADOPTING CLASS SPECIFICATIONS FOR PARK SUPERINTENDENT
AND ESTABLISHING A SALARY THEREFOR
WHEREAS, the City of Azusa Rules of the Civil Service System, Section 3.3 Position C7assiFcetions
Preparation and Content of Class Specifications, states that the designation of a title for each class
together with specification for each class shall be reviewed by the Personnel Board and approved by the
City Council and that amendments or revisions to the Classification Plan, shall be submitted to the
Personnel Board for review and to the City Council for approval; and
WHEREAS, the Azusa Municipal Code, Chapter 2 -Administration, Article V -Boards and Commissions,
Division 4-Personne/Board, Section 2-411 -Dutiesstates that "The Power and the Functions of the Board
shall be to ... recommend all salaries to the Council; and
WHEREAS, on October 24, 2000, Personnel Board members reviewed the request of Associate
Director of Recreation and Parks to adopt the class specifications for Park Superintendent and establish
a salary therefor and recommended approval of the request.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY:
Adopt the classification specifications attached hereto as "Exhibit A" for Park
Superintendent, and establish the salary therefor as follows:

2. Amend the Memorandum of Understanding between the City of Azusa and the Azusa
\ Middle Management Association to include the class.

PARKS SUPERINTENDENT
DEFINITION:
Date Approved: 11-6-2000
Under general direction, manages, supervises and coordinates the activities of the Parks Division including City
landscape area acquisition construction and maintenance, as well as, tree maintenance programs; and outdoor
education programs; coordinates division activities with other city divisions and departments; provides highly
complex staff assistance to the Department Associate Director; performs related duties as required.
CLASS CHARACTERISTICS:
This FLSA exempt class reports to the Associate Director of Recreation and Parks and manages a division directly
and through subordinate crew supervisory staff.
ESSENTIAL FUNCTIONS:
These functions may not be present in all positions in this class. When a position is to be filled, the essential
functions will be noted in the announcement of position availability. Letters in parenthesis at the end of each
function statement represent the abilities required to perform that function.
I . Manages, supervises and coordinates goals and objectives as well as policies and procedures necessary to
provide assigned Division services; develop new or modified systems, policies and procedures; researches
landscape area and recreation facility construction and maintenance problems and prepares a variety of

2. Manages and supervises landscaped area acquisition, construction and maintenance in City parks, street
medians and around City buildings; ensures appropriate use of equipment, materials and methods; maintains

3. Manages and supervises the maintenance, repair and construction of a variety of related facilities including

4. Manages and coordinates with subordinate staff the planting, trimming and removal of trees in city parks
and in the City's right of way; maintains the City's computerized street tree inventory and maintenance

5. Manages, supervises and participates in the preparation, development and evaluation of highly technical
studies, reports and analysis related to landscaped area, environmental issues, and recreation facility

6. Develops, manages, supervises and coordinates goals for the City New Outdoor Education Program, trial

7. Meets with members of the public and citizen groups to explain city policies, procedures, goals and
objectives; responds to difficult and complex inquiries and requests related to park services; markets public

8. Serves as technical advisor to the City Council, commissioners and higher level members of City management

9. Develops and administers the Division budget; directs the forecast of additional funds needed for staffing,
equipment, materials and supplies; monitor and approve expenditures; participates in the preparation of
grant
proposals; oversees grant administration activities; ensures that grant funds are used in compliance with

10. Selects, trains, motivates and evaluates staff; prepares and presents employee performance reviews;
provides or coordinates staff training; works with employees to correct deficiencies; implements disciplinary
procedures; recommends employee terminations; approves time cards and expense reports. (a d e g j k r
11. Prepares a variety of complex park plans, designs and bid specifications; estimate project materials and labor
costs; participates in the evaluation and hiring of contractors; inspects and evaluates work upon completion.

REQUISITE ABILITIES:
a. Communicate clearly and concisely, both orally and in writing.
b. Research and prepare complex reports on a variety of subjects.
C. Establish and maintain effective relationships with the community at large, the City Council, and other public
officials.
d. Plan, direct, and coordinate the work of a division of the Recreation and Parks Department consisting of the
construction, repair and maintenance of park facilities and the maintenance of City landscaped areas, parks
and trees.
e. Train, supervise and evaluate employees.
I. Represent the City in a variety of meetings.
g. Make decisions regarding operational and personnel functions.
h. Operate programs within allocated amounts.

QUALIFICATIONS GUIDELINES:
Education and/or Experience
Equivalent to a bachelor's degree from an accredited college/university with major course work in parks,
recreation administration, public administration or a closely related field and six years of increasingly
responsible parks and facilities maintenance including two years as a parks supervisor.
Knowledge and Skill Levels
Extensive knowledge of modern and highly complex principles and practices of parks, tree and environmental
management; principles of personnel administration, supervision and training; legislation and laws related
to park, environmental and tree program administration including the acquisition, construction and
maintenance of park facilities; tools and equipment used in park maintenance related activities; plant and
tree diseases; horticulture; pesticides commonly used in park and tree maintenance activities; save work
practices related to grounds and parks maintenance and construction. Thorough knowledge of principles
and practices of budget preparation and administration.
Special Requirements
Possession of, or ability to obtain, a Class B California driver's license with Tank Combination Endorsement
and a satisfactory driving record.
