HomeMy WebLinkAboutResolution No. 01-C0240 0 RESOLUTION NO. O 1 eC 2 4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING GENERAL PLAN AMENDMENT NO. GPA -2000-02 AMENDING THE CITY OF AZUSA GENERAL PLAN LAND USE ELEMENT MAP TO RECLASSIFY A PORTION OF PROPERTY LOCATED AT: 720 E. FOOTHILL BOULEVARD FROM L (LOW DENSITY RESIDENTIAL) TO CC (COMMUNITY COMMERCIAL) WHEREAS, the Planning Commission for the City of Azusa held a duly noticed public hearing on February 14, 2001, and, after fully considering all oral and written testimony offered at the aforementioned public hearing, adopted Resolution No. 2000-05, recommending to the City Council the adoption of this resolution, and WHEREAS, the City Council of the City of Azusa held a duly noticed public hearing on March 20, 2001, concerning this general plan amendment and fully and carefully considered all oral and written testimony offered therein prior to acting on this resolution. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA HEREBY RESOLVES AS FOLLOWS: SECTION 1. The City Council of the City of Azusa determines and declares the following Findings of Fact: A. The proposed amendment is in the public interest, and there will be a community benefit resulting from the amendment. The Subject Property is an 3.46 acre developed R 1,7500 zoned site surrounded by a residential and commercial uses. The amendment on the General Plan land designation will accommodate an additional compatible use within the area. The development of the site pursuant to the standards and guidelines of the Restricted Commercial Zone will help to solidify this segment of the Foothill Boulevard corridor. B. The proposed general plan amendment is consistent with the other goals, policies, and objectives in the general plan. Overall, the proposal meets the General Plan's Commercial Land Use Goals which include an economically strong and balanced commercial sector, and to promote the development of commercial facilities which are convenient to residents and provide the widest possible selection of goods and services [Azusa General Plan, Commercial Land Use Goals #1 & #2, page III -4]. C. The proposed general plan amendment will not conflict with provisions of the zoning ordinance, subdivision regulations, or any applicable specific plan. A zone change and variance to allow tandem parking have been submitted with this request and are being considered simultaneously. D. This amendment to the Land Use Policy Map will not adversely affect surrounding properties. The project is being developed to complement the use of the property to the east as a location for weddings. In addition, the use of the project is less intense than the other surrounding uses, and consequently will have no adverse effects on these uses. 0 0 Resolution No. 01—C24 GPA -2000-02 Page 2 of 2 SECTION 2. Pursuant to the City of Azusa CEQA implementing procedures and the State of California's CEQA guidelines, a Negative Declaration has been prepared, noticed, and reviewed, finding that the proposed project will not have a significant impact on the environment. The City Council hereby certifies said Negative Declaration. SECTION 3. The City Council hereby approves the amendment of the Land Use Element Map of the General Plan of the City of Azusa to reflect the change in general plan land use designation for a portion of the property located at 720 E. Foothill Boulevard from L (Low Density Residential) to CC (Community Commercial), as shown in Exhibit "A" attached to this resolution based on the aforementioned findings. SECTION 4. The City Clerk shall certify to the passage of this resolution and shall cause the same to be published in compliance with Chapter 88, Article III, Division 6 of the Azusa STATE OF CALIFORNIA ) COUNTY OF LOS ANGELES ) ss.
