RESOLUTION NO. 01—C17
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, AMENDING THE SCHEDULE OF CHARGES AND RULES
AND REGULATIONS GOVERNING THE ELECTRIC AND WATER
SERVICE SUPPLIED BY THE LIGHT AND WATER DEPARTMENT OF
THE CITY OF AZUSA
WHEREAS, pursuant to Section 78-37 of the Azusa Municipal Code, the City Council may
from time to time establish and amend its Schedule of Charges and Rules and Regulations
concerning utility services provided by its Light. and Water Department; and
WHEREAS, the Light & Water Department is introducing new Public Benefit services and
policies which require modifications of the Rules and Regulations; and
WHEREAS, the Light & Water Department proposes to implement the following changes:
Electric Rule 18: Establishing terms, requirements and policies governing the Public
Benefits Program; and
WHEREAS, these modifications are intended improve and enhance the service which the
Light & Water Department provides to the community and customers and will bring the
Department current with industry standards; and
WHEREAS, the City Council has determined that the proposed Electric Rule 18 is based on
utility staff analysis and recommendation.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES FIND
AND DECLARE THAT:
SECTION 1. Adoption of Amendments. The City Council hereby adopts the
amendment to the Schedule of Charges and Rules and Regulations set forth as Electric Rule 18
which is attached to this Resolution and is incorporated herein as set forth in full.
SECTION 2. Effective Date. The amendments t the
Regulations shall become effective on April 1, 2001.

RULE NO. 18
PUBLIC BENEFITS PROGRAM
1. ESTABLISHMENT OF PUBLIC BENEFITS PROGRAM. Electric Rule 18, Public
Benefits Program, is hereby established in accordance with Assembly Bill 1890
(passed August 1996), which requires publicly owned utilities to establish a
charge for Public Benefits programs. This Rule may be extended, suspended or
ended in accordance with related legislation adopted by the State of California.
2. LOW INCOME ASSISTANCE. This program provides for once a year financial
assistance to eligible customers.
Eligibility. The Low Income Assistance Program is only available to customers
receiving electric service from the Azusa Light & Water Department. Customers
must meet income requirements as set forth by the California Alternate Rates
For Energy (CARE). Customers are required to fully complete and submit to the
Department an Application for the purpose of establishing eligibility.
Applications will be verified and approved by the Director or other designated
staff in order to establish Eligibility for Program benefits. For verification
purposes, Customers are required to provide supporting documents as
required by Departmental procedure.
Credit of Electric Charges. Customers meeting the aforementioned Eligibility
requirements, shall receive credit to their account equal to the total of one
month's Energy Charge or Minimum Charge, whichever is greater. Approved
applications will have this credit applied to their account on or after the next
billing cycle.
3. APPLIANCE PURCHASE INCENTIVE. This program provides for a once a year
financial incentive for the purchase of a new high efficiency appliance to eligible
customers.
Eligibility. The Appliances Purchase Incentive is only available to customers
receiving electric service from the Azusa Light 8. Water Department. Eligible
customers must have purchased a new high efficiency appliance on or after
January 1, 2001, or after the date on which service was established with the
Department, whichever date is later. Customers are required to fully complete
and submit to the Department an Application for the purpose of establishing
eligibility. Applications will be verified and approved by the Director or other
designated staff in order to establish Eligibility for Program benefits. For

verification purposes, Customers are required to provide supporting
documents as required by Departmental procedure.
Standards and Benefits. High efficiency appliances are those which meet the
standards established by the Environmental Protection Agency's Energy Star
rating. The Director of Utilities shall have the authority to issue addendums to
Subsection 3 of this Rule which establish and modify different classes of
incentives, known as Standards and Benefits, which are consistent with the
Energy Star program guidelines and this Rule.
Incentive Benefits. Customers meeting the aforementioned Eligibility
requirements, shall receive credit to their account equal to an amount set forth
in the Department's Standards and Benefits. Approved applications will have
this credit applied to their account on or after the next billing cycle.
4. REFRIGERATOR / FREEZER RECYCLING INCENTIVE. This program provides for
a once a year financial incentive for the recycling of operating refrigerator
and/or stand alone freezers to eligible customers.
Eligibility. The Refrigerator/Freezer Recycling Incentive is only available to
customers receiving electric service from the Azusa Light & Water Department.
Eligible customers must have purchased a new high efficiency refrigerator on or
after January 1, 2001, or after the date on which service was established with
the Department, whichever date is later. Customers are required to fully
complete and submit to the Department an Application for the purpose of
establishing eligibility. Applications will be verified and approved by the
Director or other designated staff in order to establish Eligibility for Program
benefits. For verification purposes, Customers are required to provide
supporting documents as required by Departmental procedure.
Standards and Benefits. Refrigerators and freezers that are deemed inefficient
by Department standards, and are older than 10 years, may be eligible for
recycling and receipt of incentive under this program. The Director of Utilities
shall have the authority to issue addendums to Subsection 4 of this Rule which
establish and modify different classes of incentives, known as Standards and
Benefits, which are consistent with the Energy Star program guidelines and this
Rule.
Incentive Benefits. Customers meeting the aforementioned Eligibility
requirements, shall receive credit to their account equal to amount set forth in
the Department's Standards and Benefits. Approved applications will have this
credit applied to their account on or after the next billing cycle.

5. COMMERCIAL AND INDUSTRIAL ENERGY PARTNERSHIP
This program provides for a once a year financial incentive for the replacement
or installation of central electric units with high efficiency equipment to eligible
customers.
Eligibility. The Commercial and Industrial Energy Partnership is only available
to customers that are receiving electric service from the Azusa Light & Water
Department and are billed according to either the G-1, G-2 or TOU rate
schedules. Customers are required to fully complete and submit to the
Department an Application for the purpose of establishing eligibility.
Applications will be verified and approved by the Director or other designated
staff in order to establish Eligibility for Program benefits. For verification
purposes, Customers are required to provide supporting documents as
required by Departmental procedure.
Standards and Benefits. Energy efficiency equipment that supports the effort
to reduce energy consumption and monthly energy costs may be incorporated
and an incentive will be provided by the Azusa Light & Water Department. The
Director of Utilities shall have the authority to issue addendums to Subsection
5 of this Rule which establish and modify different classes of incentives, known
as Standards and Benefits, which are consistent with this Rule.
Incentive Benefits. Customers meeting the aforementioned Eligibility
requirements, shall receive an incentive as dictated by the Standards and
Benefits after the review and acceptance of the completed project by
designated Light & Water Department staff.
6. RESIDENTIAL ENERGY CONSERVATION PROGRAM
This program establishes incentives and services intended to help eligible
residential customers invest in higher efficiency equipment to further save on
their monthly electric bills.
Eligibility. The Residential Energy Conservation Program is only available to
customers that are receiving electric service from the Azusa Light & Water
Department and are billed according to residential rate schedules. Customers
are required to fully complete and submit to the Department an Application for
the purpose of establishing eligibility. Applications will be verified and
approved by the Director or other designated staff in order to establish
Eligibility for Program benefits. For verification purposes, Customers are
required to provide supporting documents as required by Departmental
procedure.
Standards and Benefits. Energy efficiency equipment that supports the effort
to reduce energy consumption and monthly energy costs may be incorporated
