A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING THE CITY'S CLASSIFICATION PLAN AND ESTABLISHING COMPENSATION
FOR THE CLASSIFICATION OF DEPUTY BUILDING OFFICIAL
WHEREAS, the Municipal Code and Civil Services Rules of the City of Azusa require that
amendments or revisions to the Position Classification Plan beapproved by Resolution of the City
Council; and,
WHEREAS, it has been determined that the classification of Deputy Building Official
remains under the Compensation and Benefits of City Employee Association; and
WHEREAS, it has been determined that the appropriate compensation for the position
of Deputy Building Official is:
Monthly Salary (effective 9/17/01)

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does
hereby adopt the above salary range for the classification of Deputy Building Official, thereby
amending the City's Position Classification Plan.

FACILITIES CREW SUPERVISOR
DEFINITION:
Under limited supervision, assigns, supervises, reviews, and participates in the work of skilled workers in the
maintenance, alteration, limited construction and repair of City buildings and facilities; establishes maintenance
policies and procedures; performs related duties as required.
CLASS CHARACTERISTICS:
The Facilities Maintenance Supervisor is responsible for the first line supervision of employees engaged in the
maintenance and repair of City buildings and facilities.
ESSENTIAL FUNCTIONS:
Duties may include, but are not limited to the following:
Establishes policies and procedures relating to the preventive maintenance and repair of various City and park
facilities and buildings.
Supervises, directs, and coordinates facilities and building maintenance; inspects work performed to ensure
compliance with established procedures.
Supervises the installation, servicing and repairs of plumbing fixtures, heating and air conditioning, electrical
equipment and wiring, and any related facilities maintenance activities.
Assists in the preparation of the facilities maintenance section budget and monitors expenditures of allocated funds.
Receives, schedules, monitors progress, and implements work requests and responds to complaints regarding the
level of maintenance services.
Determines products, materials, and equipment to be used in building and facility maintenance; may interact with
sales representatives; assists in the development and preparation of specifications and bid documents, prepares
purchase orders; maintains inventories such that adequate materials, supplies, and tools are available; keeps
records of time, materials, supplies, equipment, and work performed.
Assists in the selection of employees; plans, organizes, and assigns work; develops and establishes work methods
and standards; conducts or directs staff training and development; reviews and evaluates employee performance;
recommends disciplinary action.
Coordinates major maintenance or construction projects with staff and contractors; reviews plans and blueprints of
proposed projects; inspects work performed by contractors to ensure compliance with City regulations and
standards; monitors contracts and assists in the development of new contracts for outside services.
Establishes procedures to comply with applicable regulations, standards and codes.
Performs maintenance and repair work when necessary.

QUALIFICATIONS GUIDELINE:
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessaryfor
satisfactory job performance. Example combinations include graduation from high school or equivalent and five (5)
years of progressively responsible general maintenance or construction experience, including two (2) years of
experience in a lead supervisory capacity.
Knowledge Skills and Abilities
Considerable knowledge of the tools, equipment, supplies, and safe methods of maintenance work, including such
areas as electrical, heating, air conditioning, carpentry, plumbing, and general maintenance; record keeping,
budgeting, and purchasing procedures; pertinent laws, codes, and safe work practices; methods and techniques of
supervision and work planning.
Ability to communicate clearly and concisely, both orally and in writing; prepare reports and keep accurate records;
prepare cost estimates for time and materials; select, train, supervise and evaluate employees; train personnel on
unit activities, procedures and regulations; make decisions regarding operational and personnel functions; operate
programs within allocated amounts; respond to emergency and problem situations in an effective manner;
communicate effectively with a variety of personnel and establish/maintain effective working relationships; interpret
and apply rules, regulations, procedures and policies; understand and follow verbal and written directions; work
independently; use and care of a variety of tools, materials, and equipment common to the building trades; plan,
assign and inspect the work of subordinates; allocate equipment, materials, and personnel in a cost effective
manner; read and interpret blueprints and building plans; ability to operate a computer and various software; and
perform other related duties as required.
SPECIAL REQUIREMENTS
Possession of or ability to obtain a valid Class B California driver's license with Tank Combination Endorsement and
a satisfactory driving record.

DEFINITION:
Under administrative direction, assists in the managing, planning, and directing of work in the Building
Division; coordinates activities with those of other City divisions and outside agencies; performs the most
difficult and complex plan checks and inspections; establishes maintenance policies and procedures; and
performs related duties as required.
CLASS CHARACTERISTICS:
This position reports to the Community Improvement Manager and assists in the planning, managing, and
directing of work in the Building Division of the Community Development Department.
ESSENTIAL FUNCTIONS:
Duties may include, but are not limited to the following:
Plans, directs staff, and participates in checking plans and inspecting buildings for compliance with laws,
codes, ordinances, and regulations governing the safety, construction, and alteration of buildings including
structural, electrical, mechanical, and plumbing installations; issues building and related permits for building
construction activities within the City.
Checks plans and specifications for construction, alteration and repair of residential, commercial and
industrial buildings and structures, including earthquake and wind load stress determinations, energy
conservation, occupancy factors and types of construction; ensures that plans meet the requirements of
related building codes, regulations and restrictions; makes corrections of structural deficiencies where
required.
Performs inspections of job sites to evaluate discrepancies between plans, specifications and work
completed. Also consults with engineers, architects, contractors or the public to discuss problems with initial
plans and required changes.
Assists the public counter in the calculation of fees, issuing permits and providing general and technical
information. Also assists in the coordination of plan review relating to the development review process and
clearance with other divisions and departments.
Provides information on building regulations, permits, procedures, developments, and related matters to
developers, architects, engineers, contractors, and the general public.
Assists in the coordination of proposed projects through development review and participates in related
meetings and addressing of issues.
Researches code requirements, new materials, methods of construction, and related matters and drafts
code revisions.
Resolves field and office problems regarding the application or interpretation of codes and regulations
enforced by the division collaborating with the Community Improvement Manager or Department Head when
necessary.
Prepares and presents verbal and written reports on building inspection activities; develops divisional
procedures and rules, and ensures compliance.
Assists in developing and administering the annual budget for the division, making sure to keep within
budgetary estimates and funding sources.

Addresses complaints regarding activities of the Building Inspection division and takes or directs
appropriate corrective action.
Assists in projecting trends in work load activity and assigns work in the most effective and efficient manner
to maximize productivity in building inspection; oversees and directs Division office operations; maintains
appropriate records and files; coordinates workflow.
Assists in the selection of division employees; plans, organizes, and assigns work and reviews and
evaluates employee performance; recommends disciplinary action.
QUALIFICATIONS GUIDELINES:
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills and abilities
necessary for satisfactory job performance. Example combinations include graduation from high school
and five (5) years of professional experience as a building contractor, architect, structural engineer, or
journey level inspector engaged in building inspection and enforcement of building codes; including at least
two (2) years of related supervisory experience.
Possession of or ability to obtain CALBO Certification for Building Official and ICBG Certification for Plans
Examiner.
Knowledge. Skills and Abilities
Thorough knowledge of building, plumbing, electrical, mechanical, and related codes and regulations,
including the Uniform Building Code; methods, materials, techniques, and practices employed in building
inspection design and construction. Working knowledge of the principles and practices of organization,
administration, budgeting, and personnel management and organization and functions of the various
trades, agencies, and organizations involved in the construction process.
Ability to communicate clearly and concisely, both orally and in writing; research and prepare complex
reports; conduct inspections of buildings and determine compliance with appropriate laws, codes and
regulations; plan, direct, and coordinate building inspection and plan checking activities and assist in
managing a division; assist in selecting, training, supervising and evaluating staff; represent the City in a
variety of meetings; assist in making decisions regarding operational and personnel functions; operate
programs within allocated amounts; respond to emergency and problem situations in an effective manner;
understand, explain and apply policies and procedures; analyze unusual situations and resolvethem through
application of management principles and practices; analyze, interpret and check complex plans,
specifications, calculations, laws and regulations; deal constructively with conflict and develop effective
resolutions; assist in planning and enforcing a balanced budget; assist in developing new policies impacting
the division operations/procedures; interpret financial statements and cost accounting reports; and perform
other related duties as required.
