HomeMy WebLinkAboutResolution No. 01-C057• RESOLUTION NO. 01-057• A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE CITY'S CLASSIFICATION PLAN AND ESTABLISHING COMPENSATION FOR THE CLASSIFICATION OF DIRECTOR OF PUBLIC WORKS WHEREAS, the Municipal Code and Civil Services Rules of the City of Azusa require that amendments or revisions to the Position Classification Plan be approved by Resolution of the City Council; and, WHEREAS, it has been determined that the classification of Director of Public Works under Executive Management Positions; and WHEREAS, it has been determined that the appropriate compensation for the position of Director of Public Works is: Monthly Salary (effective 7/01/01) Range: Step 1 Step 2 Step 3 Step 4 Step 5 $7289 $7653 $8036 $8438 $8860 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does hereby adopt the above salary range for the classification of Director of Public Works, thereby amending the City's Position Classification Plan. CLASS CHARACTERISTICS This is a single position classification that reports directly to the Director of Utilities and manages the Public Works Department. ESSENTIAL FUNCTIONS Advocates and strategically plans for the City's physical quality of life and public facilities, while exercising responsible stewardship of the natural environment. Directs the maintenance and repairs to streets, right-of-ways, parks, sewer systems, fleet, drainage, facilities and buildings. Continuously monitors and evaluates work methods and operations; plans and schedules department activity; prepares, estimates and monitors construction, maintenance and operating costs; evaluates departmental policies, procedures and services to determine effectiveness; implements changes to increase effectiveness to meet department objectives. Attends and participates in City Council meetings, Commission meetings and represents the City in all significant public relation matters related to Public Works functions; communicates with outside governmental agencies in order to ensure compliance with a variety of regulations, local, state, and federal laws. Manages and participates in the development and administration of the Public Works Department budget; directs the forecast of additional funds needed for staffing, equipment, materials and supplies; develops long- range and short-term public works maintenance objectives; prepares the department budget and controls expenditures of allocated funds. Selects, trains and motivates staff; plans, organizes and assigns work; develops and establishes work methods and standards; directs staff training and development; works with staff to correct deficiencies; reviews and evaluates staff performance; implements disciplinary action and termination procedures. Explains and interprets Public Works Department programs, policies and activities; negotiates and resolves sensitive, significant and controversial issues. Plans, directs and coordinates the Public Works Department's work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures. Negotiates contract extensions, amendments, and related changes for contract services. Coordinates Public Works Department activities with those of other departments and outside agencies and organizations. Provides staff assistance to the City Manager and City Council; prepares and presents staff reports and related correspondence. Maintains a commitment to environmental best practices and a passion for excellence. QUALIFICATIONS GUIDELINES Education and/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include a Bachelor's degree in Public Administration, Engineering, Public Works, Business Administration or closely related field AND five (5) years of increasingly responsible construction and/or public works management experience. - Knowledge, Skill and Abilities Thorough working knowledge of principles, practices and techniques of business and personnel management, construction and maintenance cost analysis, fleet, sewer systems, streets, parks and building/facilities maintenance; methods techniques and practices employed in public works design and construction, including methods, procedures and materials; cost accounting; management, supervision and training principles and techniques; budgetary, work planning and time/material cost estimation techniques. Knowledge of Organization and management practices as applied to the analysis and evaluation of programs, policies and operational needs; modern and complex principles and practices of program development and administration; advanced principles and practices of municipal budget preparation and administration; principles of management, supervision, training and performance evaluation; pertinent local, State and Federal laws, codes and regulations; and safe driving practices and principles. Ability to provide administrative leadership and direction for the Public Works Department; develop, implement and administer goals, objectives and procedures for providing effective and efficient public works services; plan, organize, direct and coordinate the work of management, supervisory, professional, technical and clerical staff; delegate authority and responsibility; select, supervise, train and evaluate staff; identify and respond to community and City Council issues, concerns and needs; analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; communicate clearly and concisely, both orally and in writing; prepare clear and concise administrative and financial reports; prepare and administer large and complex budgets; allocate limited resources in a cost effective manner; research, analyze and evaluate new service delivery methods, procedures and techniques; and establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work. SPECIAL REQUIREMENTS Possession of and ability to maintain a valid Class C California driver's license and a satisfactory driving record. Ability to work in a standard office environment; ability to travel to different sites and locations.
