A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF AZUSA AFFIRMING THE DECISION OF THE PLANNING
COMMISSION AND APPROVING OF TENTATIVE PARCEL MAP NO. 26484
TO SUBDIVIDE OF 15 ACRES OF LAND INTO FOURTEEN (14) PARCELS
AT 1201 NORTH TODD AVENUE
WHEREAS, the Planning Commission of the City of Azusa, has given notice thereof as
required by law, held a public hearing on October 10, 2001 and October 24, 2001 the application of
Todd Avenue Partners, LLC, with respect to the requested Tentative Parcel Map No. 26484, to
subdivide approximately 15 acres of land into fourteen (14) parcels at 1201 North Todd Avenue; and
WHEREAS, the Planning Commission has carefully considered all pertinent testimony and
the staff report offered in the case as presented at the public hearing before voting to approve the
Tentative Parcel Map.
WHEREAS, a timely appeal was filed by Jacqueline Lambrichts, appealing the decision
of the Planning Commission to the City Council.
WHEREAS, the City Council of the City of Azusa, has given notice thereof as required by
law, held a public hearing on December 3, 2001 on the appeal of the application of Todd Avenue
Partners, LLC, with respect to the requested Tentative Parcel Map No. 26484, to subdivide
approximately 15 acres of land into fourteen (14) parcels at 1201 North Todd Avenue; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1: Pursuant to the California Environmental Quality Act Guidelines, a Negative
Declaration has been prepared and reviewed finding that the proposed project could not have a
significant effect on the environment. The Council hereby certifies said Negative Declaration
provided the mitigation measures, if any, recommended in the Initial Study are implemented.
SECTION 2: That in accordance with Section 88-585 of the Azusa Municipal Code, it is
found that the project would not unreasonably interfere with the use or enjoyment of property in the
vicinity, and would not adversely affect the public peace, health, safety or general welfare, and
provided the conditions of approval are adhered to, the City Council hereby approves and adopts said
Tentative Parcel Map based on the following findings:
The proposed map or the design or improvements of the subdivision are consistent with
the applicable general and specific plans.
The proposed subdivision of the subject property constitutes a reconfiguration of the map
approved in 1998 for a similar light industrial development. The General Plan land use
designation of the site if Light Industrial and the property is zoned M-1 (Light Industrial).
The site plan layout is designed to meet all of the applicable setbacks, parking, and other
zoning code development standards of the M-1 zone. The current General Plan Update it
at an early stage, not yet in draft form, therefore not being prepared under an OPR

extension.
The site is suited for the proposed type or density of development.
As proposed, the 14 parcels will be adequately served by a new fully improved cul-de-sac
public street. Two remainder parcels will be designated: one for access to an adjacent
regional bike trail; the other for rock quarry and potential open space, have been provided.
An environmental assessment was conducted in 1998 based on a slightly more intense
project — 250,000 sf vs 203,000 sf — concluded that the site is suitable for the type and
density of the proposed development.
The design or improvements are not likely to cause substantial environmental damage, or
substantially and avoidably injure fish, wildlife, or their habitats, or cause serious public
problems.
The proposed subdivision has review by all appropriate utility companies, and other
responsible agencies. The site does not contain any known fish, wildlife habitat areas,
and will not result in environmental damage. All necessary public utilities and services
will be provided to serve the 14 parcels.
4. The design or the types of subdivision improvements will not conflict with public
easements for access through or use of property within the proposed subdivision.
Adequate provisions have been designed into the project for the ongoing maintenance of
the bike trail easement which allows the public access to the adjacent San Gabriel River
regional bike trail.
SECTION 3: Based on the aforementioned findings, the Planning Commission does hereby
approve Tentative Parcel Map No. 26484 for the property located at: 1201 North Todd Avenue,
subject to the conditions of approval attached hereto as Exhibit A, and incorporated herein by
reference, as though set out in full and at length.
SECTION 4: The City Clerk shall certify to the adoption of this resolution.

I HEREBY CERTIFY that the foregoing Resolution No 1-C1 was duly adopted by the City
Council of the City of Azusa at a regular meeting thereof, held on the 3rdday of Dec. 2001, by
