A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
APPROVING GENERAL PLAN AMENDMENT NO. GPA -2001-02
2000-2005 HOUSING ELEMENT UPDATE
WHEREAS, the Planning Commission of the City of Azusa, has given notice thereof as
required bylaw, held a public hearing on November 28, 2001, for a City initiated amendment to the
General Plan, General Plan Amendment No. GPA -2001-02, to adopt the 2000-2005 Housing
Element Update; and
WHEREAS, the Planning Commission has carefully considered all pertinent testimony and
the staff report offered in the case as presented at the public hearing; and
WHEREAS, the City Council of the City of Azusa, has given notice thereof as required by
law, held a public hearing on December 3, 2001, for a City initiated amendment to the General Plan,
General Plan Amendment No. GPA -2001-02, to adopt the 2000-2005 Housing Element Update;
and
WHEREAS, the City Council has carefully considered all pertinent testimony and the staff
report offered in the case as presented at the public hearing.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1: Pursuant to the California Environmental Quality Act Guidelines, a Negative
Declaration has been prepared and reviewed finding that the proposed project could not have a
significant effect on the environment. The City Council hereby approves said Negative Declaration.
SECTION 2: That in accordance with Section 88-285 of the Azusa Municipal Code, the
City Council hereby approves and adopts said General Plan Amendment based on the following
findings:
A. That the proposed amendment is in the public interest, and there will be a community
benefit resulting from the amendment:
The Housing Element is in the public interest and will benefit the
community by: encouraging the City's participation in programs that
provide home ownership opportunities for families; facilitating the
development of housing for low income families and seniors;
encouraging the rehabilitation of older homes; and promoting a
pedestrian -oriented land use strategy along major corridors by
targeting these corridors for mixed-use development.
B. That the proposed amendment is consistent with the other goals, policies, and

objectives of the General Plan:
Overall, the proposed Housing Element is consistent with the goals,
policies, and objectives of the current General Plan, in that it
encourages a balanced approach to meeting housing needs that
includes both owners and renters and emphasizes maintaining and
enhancing the quality of existing housing and residential
neighborhoods. Certain goals, policies, and objectives ofthe current
General Plan will be amended as a part of the comprehensive
General Plan update to assure internal consistency between proposed
Housing Element programs - i.e. the creation of a new mixed-use
land use district along select commercial corridors and adjacent to
the future light rail station - and the other elements of the General
Plan.
C. That the proposed amendment will not conflict with the provisions of the zoning
ordinance, subdivision regulations, or any applicable specific plan:
The proposed Housing Element contains goals, policies, and
implementation programs related to the development and
rehabilitation of housing throughout the City that, for the most part,
are not in conflict with the current zoning ordinance, subdivision
regulations, and existing specif c plans. Certain implementation
programs of the Housing Element, such as the creation of a mixed-
use district, density bonus provisions, and transitional housing
shelters will require revisions to the zoning ordinance. These zoning
ordinance amendments are planned as a part of the comprehensive
Development Code update being prepared in conjunction with the
General Plan update.
D. In the event that the proposed element is a change to the Land Use policy map, that
the amendment will not adversely affect surrounding properties:
The proposed amendment involves the adoption of an updated
Housing Element, and does not include a change to the Land Use
policy map. To provide adequate sites for new housing development,
an implementation program of the Housing Plan calls for the
creation ofa new mixed-use land use district alongselect commercial
corridors and adjacent to the future light rail station. These land use
changes will occur as a part of the City's comprehensive General
Plan update. New development standards and design guidelines will

also be adopted to assure that any new mixed-use development will
not adversely affect surrounding properties.
SECTION 3: Based on the aforementioned findings, the City Council does hereby approve
the 2000-2005 Housing Element, General Plan Amendment No. GPA -2001-02.
SECTION 4: The City Clerk shall certify to the adoption of this resolution.
