RESOLUTION NO. 02-C21
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING
GENERAL PLAN AMENDMENT NO. GPA -2001-01 AMENDING THE CITY OF
AZUSA GENERAL PLAN LAND USE ELEMENT MAP TO RECLASSIFY A PORTION
OF PROPERTY LOCATED AT: 633 NORTH ANGELENO AVENUE FROM CBD
(CENTRAL BUSINESS DISTRICT) TO H (HIGH DENSITY RESIDENTIAL)
WHEREAS, the Planning Commission for the City of Azusa held a duly noticed public
hearing on January 16, 2002, and, after fully considering all oral and written testimony offered at
the aforementioned public hearing, adopted Resolution No. 2002-01, recommending to the City
Council the adoption of this resolution, and
WHEREAS, the City Council of the City of Azusa held a duly noticed public hearing on
February 19, 2002, concerning this General Plan Amendment and fully and carefully considered
all oral and written testimony offered therein prior to acting on this resolution.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA HEREBY
RESOLVES AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa determines and declares the
following Findings of Fact:
A. The amendment is in the public interest, and there will be a community benefit
resulting from the amendment. The subject property is a 7,500 square foot,
undeveloped parcel, currently designated by the General Plan as CBD (Central
Business District), abutted by a commercial parcel on the north property line and
residential uses on the east, south and west property lines. The amendment to the
General Plan Land Use Map will bring the subject property into conformance with
the majority of the surrounding properties and will limit commercial property
designations to the property along the Foothill Boulevard corridor. In addition, the
community will benefit by having a residential use in a residential neighborhood
instead of the commercial use currently allowed by zoning.
B. The General Plan Amendment is consistent with the other goals, policies, and
objectives in the General Plan. The amendment would help to provide a well-
balanced variety of housing arrangements, opportunities and densities. (Azusa

C. The General Plan Amendment will not conflict with provisions of the zoning
ordinance, subdivision regulations, or any applicable specific plan. There are no
subdivision regulations or applicable specific plan associated with the subject
property and, with the approval of the concurrent zoning ordinance amendment, the
proposed amendment will be in compliance with the zoning ordinance.
D. This amendment to the General Plan Land Use Map will not adversely affect
surrounding properties. The amendment changes the commercial zoning (C2) to
residential (R3-1,600) which is consistent with the residentially zoned properties to

the east, south and west of the subject property. A residential use at the project site
will be a less intensive use than a commercial use in this location and will be more
compatible with the adjacent residential uses.
SECTION 2. Pursuant to the California Environmental Quality Act (CEQA) Guidelines,
a Negative Declaration has been prepared and reviewed, finding that the proposed project could not
have a significant effect on the environment. The City Council hereby certifies said Negative
Declaration.
SECTION 3. The City Council hereby approves the amendment of the General Plan Land
Use Map of the City of Azusa to reflect the change in General Plan Land Use designation for the
property located at 633 North Angeleno Avenue from CBD (Central Business District) to H (High
Density Residential), as shown in Exhibit "A" attached to this resolution based on the
aforementioned findings.
SECTION 4. The City Clerk shall certify to the passage of this resolution and shall cause
the same to be published in compliance with Chapter 88, Article III, Division 6 of the Azusa
Municipal Code.
